Attachment 1: STATEMENT OF WORK

FOR

SHIPPING AND STORAGE CONTAINER, MULTI-PURPOSE, CNU-629/E & CNU-628B/E

26 APRIL 2017

1.0 INTRODUCTION. The Air Force Packaging Technology and Engineering Facility (AFPTEF) has taken over engineering authority for a reusable, long-term shipping and storage container designed for various Project Badger assets. The container will provide physical and environmental protection during worldwide transportation and storage for the various assets.

2.0 SCOPE. The contractor will be required to:

2.1 Manufacture. The contractor is to manufacture the CNU-629/E and CNU/628B/E shipping and storage containers in accordance with:

a. SP200025400 with all associated specifications, standards, and documents.

b. DL200025400 with all associated drawings, parts lists, and documents, respectively.

2.2 Interface. The contractor must provide a point of contact, name, telephone number, email address, and cell phone number if applicable, for interface with AFPTEF. The AFPTEF point of contact will be the program manager. This will insure coordination of actions and requirements shall be accomplished in a timely and productive manner.

3.0 TASKS.

3.1 General tasks. The contractor shall have in place a management system to provide supplies and services required to fabricate, evaluate, test, produce, and deliver containers in accordance with Prime Item Product Fabrication Specification SP200025400.

3.1.1 First article testing and inspection. The contractor shall prepare for and host the first article testing and inspection meeting. Three complete sets of piece parts and one complete container of each type shall be required for first article testing and inspection to validate the adequacy of the container manufacturing processes and procedures. The contractor shall have all parts laid out in an area of sufficient size to perform the required inspection and measurement. The contractor shall provide measuring instruments sufficient to verify drawing tolerance compliance. These instruments shall be calibrated for accuracy. The contractor shall provide their internal inspection records and material certifications for inspection and comparison of these documents with the items they describe. The contractor shall ensure quality assurance personnel are available during First Article testing and inspection meeting.

3.1.2 Request for Deviation/Waiver and Engineering Change Proposal. No design changes or modifications shall be made without prior approval from the AFPTEF program manager. Proposed changes which effect cost or schedule require formal approval by the government and shall be submitted through the contracting officer. The contractor's request shall state the nature and reasons for the change and the effect of the change on cost and delivery. Engineering change proposals, which have no effect on cost or schedule, may be approved by the AFPTEF program manager/project engineer, and routed through the contracting office.

3.1.3 First article acceptance and inspection. AFPTEF personnel will perform preliminary (first article) inspection and acceptance of the pre-production units for conformance to the specification, drawings, and contractor inspection records. The contractor shall notify AFPTEF 15 days prior to the date they propose for the inspection, so schedule and travel arrangements may be made.

3.1.4 Production unit acceptance and inspection. The contractor will be notified in writing by the Contracting Officer within 5 days after first article acceptance to start production of the containers.

AFPTEF will perform final inspection and acceptance of production units.

3.1.5 Rejection of containers. Containers failing to pass the acceptance tests, as outlined in the container fabrication specification (SP200025400), may be modified by the contractor and re-tested or another container may be fabricated.

3.1.6 Management and technical meetings. The government or the contractor may call a technical interchange meeting. The location of the meeting will be determined prior to the meeting date or may be accomplished remotely. The contractor shall notify the government 15 days prior to the date they propose for the meeting, so schedule and travel arrangements (if necessary) may be made.

3.2 Detailed Tasks. The contractor shall comply with the following:

3.2.1 Quality assurance. The contractor shall have a quality control plan/system (e.g. IAW SAE- AS9100 or ISO 9001) in place for ensuring that the containers meet all specifications and drawing requirements.

3.2.2 Minutes. AFPTEF shall provide minutes of all meetings, formal reviews, and inspections held with the contractor.

3.2.3 Program status reporting. In the event problem areas/slippages are identified/encountered, the contractor shall provide the AFPTEF program manager with a report detailing recovery actions.

3.3 Dummy Items.

3.3.1 Acceptance of Dummy Items. Dummy items will be sent to the contractors’ facility for a first article fit check. The contractor is responsible for ensuring the items are not lost or damaged during this time frame.

3.3.2 Disposition of Dummy Items. The contractor will ship the dummy items to the specified address (see section 4.4) after acceptance of first article units. All dummy items (21 total) can ship in (1) 20” x 20” x 20” box and have a gross weight of 153 lbs.

3.4. Option. The government will inform the contractor as to whether or not it will exercise its option for an additional quantity of containers CNU-629/E (minimum of 20 to maximum of 30) and CNU- 628B/E (minimum of 5 to maximum of 10) no later than December 31, 2017. (See section 4.2 for delivery schedule)

4.0 Delivery.

4.1 Container First Article/Delivery schedule after contract award.

a. First Article Test and Inspection (Pre-production): Shall be accomplished no later than 6 weeks after contract award.

b. Production: After written authorization to begin production, final delivery shall meet the delivery schedule below.

Accelerated deliveries are possible with approval of the AFPTEF program manager.

4.2 Option Delivery. If the government chooses to exercise its option for additional containers as stated in paragraph 3.4 above, they shall be delivered at the following rate: five (5) CNU-629/E containers within four weeks of the date the option is exercised or the date of the final delivery of the base 169 total units, whichever is later, and up to five (5) additional containers four weeks after delivery; and fifteen (15) CNU-628B/E containers within four weeks of the date the option is exercised or the date of the final delivery of the base 169 total units, whichever is later, and up to fifteen (15) additional containers four weeks after each delivery.

Accelerated deliveries are possible with approval of the AFPTEF program manager.

4.3 Preservation and packing. Containers must be stored in an indoor area prior to delivery.

Containers shall be palletized and shrink wrapped for delivery. All conveyances shall be loaded, blocked and braced to ensure containers are protected during typical handling and transport procedures.

It is recommended the humidity indicator litmus paper not be placed in the container until ready for delivery. Please see AFMC Form 158 and DD Form 1653 for additional packing information.
