PRIME ITEM PRODUCT FABRICATION SPECIFICATION
FOR
CONTAINER, SHIPPING AND STORAGE, MULTI-PURPOSE
CNU-627/E, CNU-628/E, CNU-629/E, CNU-628A/E, AND CNU-628B/E
1. SCOPE.
1.1 Scope. This specification establishes the requirements for manufacture and acceptance of the Shipping and Storage Container, CNU-627/E, CNU-628/E, CNU-629/E, CNU-628A/E, and CNU- 628B/E, (prime item) hereinafter referred to as the container.
2. APPLICABLE DOCUMENTS.
2.1 Issue of documents. The following documents of the issue in effect on the date of Request for Proposal, form a part of this specification to the extent specified herein:

2.3 Conflicting requirements. Conflicting requirements arising between this specification and any specification, publication or drawing listed herein shall be referred in writing to the Procurement Contracting Officer for interpretation, clarification, and correction.
3. REQUIREMENTS.
3.1 Item definition. The item is a fully-reusable, integral barrier (reference MIL-STD-648) container used to provide physical and environmental protection for various hardware. The cover and base assembly are interfaced with a sealing gasket and joined together with rotary-action latches. Humidity is monitored through the use of a humidity indicator. Pressure within the sealed environment is controlled using a pressure relief valve. Container handling provisions consist of forklift opening and four hand lift/carrying handles.
3.2 Characteristics.
3.2.1 Performance. The containers shall meet the following performance requirements.
3.2.1.1 Inspection. The containers, when examined in accordance with 4.1.1 and 4.2.1 shall comply with the fabrication and assembly requirements of DL200025400 and associated drawings within the specified tolerances and specifications listed thereon, respectively.
3.2.1.2 Gasket Adhesion. Gasket adhesion to cover assembly shall be allowed to cure IAW manufacturer’s instructions prior to interface with base assembly.
3.2.1.3 Leakage. The container shall be capable of maintaining pressure when tested in accordance with 4.1.2 and 4.2.2.
3.3 Design and construction.
3.3.1 Production drawings. The containers shall be fabricated and assembled in accordance with all applicable drawings, parts lists, and other documents listed on DL200025400, respectively.
3.3.2 Standards of manufacture. The detailed requirements for materials, design, and construction of containers to be manufactured in accordance with this specification are provided by the data list (DL) of the drawing packages, specifications and standards listed thereon. The standard of workmanship and manufacturing exhibited in approved first article samples shall be the standard of workmanship for all production containers.
3.3.3 Workmanship. Workmanship shall be of sufficiently high quality to ensure the container will comply with all requirements of this specification. Particular attention shall be paid to bonding, welding, marking and freedom of parts from burrs, chips, cracks, sharp edges, dirt, grease, corrosion, and other foreign matter. The assembled container shall be thoroughly cleaned of all dirt, chips and other foreign matter. Cleaning methods shall be non-damaging to any of the parts or assemblies, nor shall the cleaning agent contaminate the parts.
3.3.4 Welder qualification. Welder operators shall be qualified in accordance with ANSI/AWS D1.2-2008.
4. QUALITY ASSURANCE PROVISIONS.
4.1 First article acceptance and tests.
4.1.1 Acceptance. Prior to all tests, the first article containers shall be physically examined for compliance with documents listed on DL200025400. Approval shall consist of a visual inspection of the characteristics and measurement of the component parts and complete container to ensure compliance with the drawings. Measuring instruments sufficient to verify drawing tolerances shall be used. Inspection shall include the availability of instruments sufficient to verify drawing tolerances. Approval shall include the examination of inspection records, material certifications and the comparison of these documents with the item(s) they describe. The Government reserves the right to terminate the inspection and reject the first article sample upon failure of any component, assembly, or test specimen in the preproduction sample to comply with any requirement defined in this specification.
4.1.2 Leak test.
4.1.2.1 Pneumatic pressure technique. The air in the container is pressurized and then the container is observed to detect leaks. A leak is defined as any opening in a container that allows air to escape or permits air to enter. When a container is found to leak, submersion in water, a portable ultra-sonic leak detector, or application of soapy water may be used to locate the leak(s). If leaks are detected the container shall be repaired to eliminate the leaks and then re-tested for verification.
4.1.2.2 Apparatus. A supply of compressed air, pressure gage and fittings, and either a vessel in which the specimen can be submerged in water, a quantity of bubble-supporting liquid, or ultra-sonic leak detector are required to perform this test. Pressure measurement devices may include a water manometer or digital manometer with an accuracy not less than ±0.005 psig. The digital manometer, when used, shall be calibrated and certified.
4.1.2.3 Conditioning. No special conditioning of the containers is required; the test shall be performed in normal room condition (70° ± 20° F). The pressure test is very sensitive to heat and cold fluctuations; the temperature shall not be allowed to fluctuate more than 2° during the test.
4.1.2.4 Procedure. The container shall be prepared for the test by sealing all breathing devices and inserting suitable pressurizing fittings and gages. The fittings and gages shall not cause adverse effects on the serviceability of the container. The container shall be closed and sealed, as it would be in service. The test shall be conducted by raising the internal pressure so that the desired pressure differential of 0.5 +0.25/-0.0 psig is obtained. After pressurization, the container shall be left undisturbed for not less than 15 minutes for temperature and pressure stabilization. The pressure shall be monitored for not less than 30 minutes after stabilization. Pressure leakage of more than 0.05 psig in 60 minutes shall be cause for rejection. If there is pressure loss of less than
0.025 psig within 30 minutes the test may be terminated as successful. The container shall meet the requirements of 3.2.1.2
4.1.3 Item fit test. Each container will be fit checked. Each container shall be loaded with dummy items (furnished by the government). Dummy items will be shipped to fit location prior to first article and returned to the government upon first article completion. The dummies shall be loaded in the container base. The cover shall be placed on the lower assembly and latched securely to verify fit.
4.2 Production quality conformance inspection and test.
4.2.1 Inspection. The contractor's inspection system shall be sufficient to ensure that parts and materials submitted conform to the requirements of each design’s DL. The contractor is responsible for furnishing articles that meet all the requirements of drawings and specifications included in this contract. Production shall be performed under controlled conditions. The procedures used for process control and inspection are at the option of the contractor, provided objective, documented evidence is maintained and made available upon request by the Government.
4.2.2 Leak test. Each container (100%) shall be subjected to the test of 4.1.2.
5. PREPARATION FOR DELIVERY
5.1 Preservation and packing. Containers must be stored in an indoor area prior to delivery.
Containers shall be palletized and shrink wrapped for delivery. All conveyances shall be loaded, blocked and braced to ensure containers are protected during typical handling and transport procedures. It is recommended that the humidity indicator litmus paper not be placed in the container until ready for delivery.

5.2 Marking. Container marking shall be IAW the drawing packages, contract or order. Marking for final delivery shipment shall be IAW best commercial practice. Any marking or labels required for final delivery shipment shall not be permanently placed on the containers themselves.
