FA8601-15-R-0023—Better Business Deal
Questions 1
1. Will the QASP be addressed after the award by the winning contractor? With the page limitations as detailed in Attachment 1, we are assuming it's after the award, but want to make sure.
2. Likewise, will Attachment 5 with the Solicitation/Contract/Order for Commercial items be completed after the award by the winning contractor? Again, with the page specifications in Attachment 1, we want to make sure this assumption is correct.
3. We have the same question about Attachment 6&7 as well - are those completed and submitted after the award by the winning contractor?
Answer
Every attachment that requires signature/initials should be completed and send with your proposal except for the QASP. Contractor shall populate their price for each CLINs (except for Travel CLINs) in attachment 5. The summation of these CLIN prices should add up to the overall proposal price.
Questions 2 My question concerns one of the clauses incorporated by reference in Solicitation FA8601-16-R-0023 Better Business Deals, specifically, 252.204-7012: “Safeguarding Covered Defense Information and Cyber Incident Reporting.” will performing the work under this project involve transmission of any Covered Defense Information? If so, what is the volume and form of data that you anticipate might be transmitted?
Answer
To more specifically answer the question, the contractor will not work with this information too frequently. The vast majority of the information they'll be working with should already be publicly available in a financial management or accounting textbooks. Occasionally, they may have to use information that is proprietary or FOUO information that is related to a company they're researching.
Any information they would use or need would almost exclusively be financial statements or government opinions about those financial statements.
