Ordering Procedures
• Task Orders may be issued by the Contracting Officer (CO) during the period set forth in the Indefinite Delivery Indefinite Quantity (IDIQ) contract.
• Prior to issuance of a task order, the Government shall request a proposal, by issuing a Request For Proposal (RFP), for the contemplated work. A RFP is comprised of a Solicitation Request, Performance Work Statement, Evaluation Criteria, and administrative information.
• The Contractor shall then submit to the CO a price proposal to include pre-priced services and travel costs for instructors to deliver the Workshop course.
• Upon receipt of the proposal, the Contracting Officer will analyze the proposal, and if acceptable, issue a task order authorizing the Contractor to commence performance, or if the proposal is not fully acceptable as offered, negotiations shall be conducted prior to issuance of any order.
• During the performance of each task order, it may be necessary for Contractor personnel to travel to various Air Force sites. The locations and duration of these trips will be in accordance with the Statement of Work for each task order. Travel proposed for a task order requirement shall be in accordance with the Joint Travel Regulations (JTR) and the Performance Work Statement. Travel proposed shall include only the costs the Contractor expects to incur to provide this service and shall not include profit. The Contractor agrees to use the most economical means of transportation consistent with accomplishment of the associated task order and limit major cost elements, such as:
• Air Fare – from airport nearest point of origin to airport nearest destination location and return. First class is not authorized.
• Per Diem (lodging and meals) allowances
• Car Rental – will be authorized for local travel while at the destination location
