Attachment 2 Evaluation Criteria

Technical Capability The Technical Capability consists of a total of four subfactors. Offerors must receive an acceptable rating on Subfactor 1 (Accreditation) in order to be evaluated for the remaining subfactors. Subfactor 2 (Subject Matter Expert Credentials) is more important than Subfactor 3 (Plan of Instruction) and Subfactor 4 (Past Experience) which are equal. A subjective assessment will be provided for each subfactor and for the technical capability of each offer with and “Acceptable” rating on Subfactor 1. Technical capability is more important than price;

therefore, a higher technical rating may warrant award to other than the lowest priced offeror.

Subfactor 1: Accreditation To receive a rating of “Acceptable” on this Technical Evaluation subfactor, the offeror must provide evidence that they are accredited by the Association to Advance Collegiate Schools of Business (AACSB). No substitutions will be accepted.

Subfactor 2: Subject Matter Experts Credentials The offeror must provide evidence of each proposed instructor’s professional certifications, academic degrees, and experience instructing on the subject delineated in the PWS or like subjects. This may be accomplished by submitting their curriculum vitae, resume or similar documents. Ensure that industry and classroom experience are provided as they are of particular interest.

Subfactor 3: Plan of Instruction The offeror will provide a draft plan of instruction for the Better Business Deals to cover the objectives as outlined in the PWS. The plan of instruction shall include any Sample Exercise(s)/Case Study(ies) to be used during the course. The plan of instruction will be evaluated for thoroughness on covering the course objectives, the teaching methods employed, and the quality of the Sample Exercise(s)/Case Study(ies). An active learning approach is preferred that employs varying teaching methods and class participation.

Subfactor 4: Past Experience The offeror’s proposal must provide evidence that the offeror successfully provided instruction on Better Business Deals or similar subject to the Department of Defense or its agencies within the past three years will be evaluated higher than those without such past experience. Proposals should reflect past experience details to include instruction locations across the United States, timeframes, and quantity of instruction.
