SABER Source Selection RFI 7/1/2016
1. Please consider providing CADD drawings for Facility 10280 in order to best prepare our response for the SEED project. Floor plan CADD file sent with Addendum package previously provided.
2. Please provide the WPAFB Base wide standard of acceptable colors, products, etc. in order for us to best prepare our response. See the Base Facility Standard for acceptable exterior colors. Interior colors shall match existing as closely as possible.
3. Subfactor 2: Contractor Experience. Is there a format you would like to see the project descriptions in or specific information you would like included (ie. Contract number, value, POC, etc)? Suggested format was provided in Subfactor 2 at the bottom of the page. Use the chart as a guideline.
4. Is the existing Fire Suppression System in Building #280 a wet or dry system? Interior is all a wet system.
5. Who is the manufacturer of the existing 2’x4’ Ceiling Tile in Building #280, and what model or nomenclature is associated with the existing tile? Assume 140 tiles of 2’x4’ Armstrong textured, tegular reveal tile, and 75 tiles of 2’x2’ USG foil back textured, tegular reveal tile.
6. Per the site visit on 16 June 2016, it was determined that the base bid truss repair/reinforcement and the option #4 truss repair/reinforcement has already been recently completed by a qualified contractor. Please confirm that this work is to be deleted from the Statement of Objectives dated 16 March 2016 ? See Addendum previously provided.
7. Please provide building drawings (BLDG #280 As-Builds) so that the existing truss configuration, wood species, and design loads for the roof can be determined, which will enable an accurate repair design to be completed. Original as-builts sent with Addendum package previously provided.
Recent truss repair as-builts will be sent as a response to this RFI. Keep in mind that some trusses sustained more damage than others. One size does not always fit all. It is the contractor’s responsibility via the structural engineer to determine the best fix for the truss to last life of the facility.
8. Is it the Government’s opinion that the design of the repairs constitute a limited structural alteration as defined by the International Building Code? Yes, it will be a limited structural alteration as defined by the IBC. The objective is to increase the capacity or strengthen the trusses to handle the current loads. Loads have been added over the years and the current structure is no longer sound—as seen by the damage incurred to the wood trusses.
9. Please provide what live and dead loads (roof and collateral) that need to be factored into the repair design. It appeared from the site visit that the building was originally designed or constructed to be office space. Assume 25 pounds per square foot for snow, which is the only live load. Dead loads include the building systems and the self-load of the truss.
10. Subfactor 3 SEED project - When will the revised scope of work be issued to reflect the changes discovered during the site visit? See addendum previously provided.
11. Statement of Work Section 12.0 - Per section 12.0 of the statement of work can you clarify which year of RSMeans will we be use for this proposal? Use RS Means 2016
12. Subfactor 3 Seed Project, Statement of Objectives, Section 1.9.1: Since it was noted at the site visit that some of the repairs to the trusses have been completed, will the Government please provide the asbuilts of those repairs? The asbuilts would provide all offerors the same basis of detail from which they may pursue their individual design approaches. See RFI #7
13. RFP Attachment 9 SABER RFP Pricing Worksheet: When a project is bid, exhibiting components of multiple coefficients (A and B and C, etc.), how will the contractor be required to prepare their pricing? Only the total price of the base plus options shall be entered on the pricing worksheet for the Seed Task Price cell. This price is the total price to complete the entire project. There will only be one SABER pricing worksheet to submit.
14. Section L 4.1 Volume I Executive Summary - The instructions listed in Table 1 Proposal Organization
3.1 list Volume 1 to have a 1-page limit. Section 4.1 Executive summary, 4.1.1 narrative summary and 4.1.2 table of contents, would be more than 1 page if all included in this volume. Please clarify.
The Executive Summary and Narrative Summary combined should be one (1) page. Section L 3.1.1 states that table of contents is NOT counted, and therefore has no limitation.
15. Section L Subfactor 1 Management Plan A: Please advise if the JCP forms are to be included in the limited 50 page count or if they can be included in an appendix in this volume. Yes, a copy of the certification is included in the 50 page limitation.
16. Section L 4.2.2 Format and Specific Content: This section states that “the 50-page limitation includes personnel resumes’ but no technical factors have requested personnel resumes. Please clarify. If resumes are submitted as part of an offerors technical proposal, the pages shall count towards the 50-page limitation. Section 3 of the Statement of Work (SOW) identifies personnel (and alternates) that have minimum education requirements. It is up to each offeror to provide evidence of what they believe meets the submission requirements as specified in Section L of the RFP (e.g.: resume, degree, etc.) Previous SABER RFPs specified a 45-page limit for technical proposals and offerors were able to stay within this limit, even those that submitted resumes as part of the proposal. The 50-page limit for technical proposals is more than adequate.
17. Section L 4.2.2.3 D: In regards to providing joint venture and teaming agreements requested in this section, please clarify that this documentation is NOT included in the 50-page limitation. A copy of the JV agreement or teaming/partnership agreement can be an appendix and not count towards the 50 page limitation.
18. Section L 3.3 Cross Referencing: Would the Government please provide a fillable version of this requested document. Will be uploaded on FBO.
19. The statement of objectives Section 3.3.2.1 states that the evaluation and structural design of the repairs to the trusses should be performed by a structural engineer. Should we include this structural evaluation at the time of submittal or an estimate of the cost of such an evaluation/repair assessment? The structural stamped drawings can be part of the submittal process after the award has been made; it does not need to be submitted with the proposal. A cost estimate will suffice for the proposal. Keep in mind that additional funds will not be considered if the structural engineer designs a solution that is more expensive than the contractor anticipated.
20. The inspection made was inconclusive as to the actual scope of work required. Should we provide an assumed repair estimate? See RFI #7 for details. The Government’s original assessment indicated the specified trusses to be damaged and incapable of handling the current loads.
Structural repairs shall be permanent, lasting the full life of the facility. It is the objective of the contractor, per 3.3.2 of the SOO, to evaluate the trusses and submit a plan for repairs.
21. Additional repairs such as the insulation and the tails of the joists in the flat roof were observed as deficient, should this be part of the repair work or limit the scope to just the truss repair? These items were not part of the programmed scope, and therefore should not be part of the contractor’s proposal.
22. Proposal Delivery: If the offeror intends to hand deliver, does the individual need to be issued Base access prior to the due date? Section L 3.7 states proposals shall be address to the CO and mailed or hand carried. No base access will be issued to offerors for the submission of their proposals.
However, Joshua Grubb will be at the Hope Hotel at 1:30pm till closing time to assist in the collection of proposals.
23. The SF 1442 is still identified as a “Draft” through its watermark. Will a revised version be issued, or shall offerors submit the current version with their submittal? FBO Amendment 2 posted an original RFP without the “draft” watermark.
24. The timeframe for this offer is identified as a one-year base and four one-year options for a total of five years. Will the option for an additional six-month extension be written into the contract for this SABER, and if so, how will that additional extension be priced? There will be no six-month extension.
25. Will the Government please consider a short (three-day) extension to the RFI period after issuance of any Government responses to allow offerors to seek clarification of anything included within those responses? Time extensions are not warranted for the currently established RFI and proposal receipt deadlines
26. Solicitation Section C is located on page 14 of 112, with Section E beginning on page 15 of 112.
Please confirm there is no Section D that should have been included with the solicitation. There is no Section D in this solicitation.
27. The SF 1442 indicates that participation in this opportunity is geographically restricted, but includes offerors with a bona fide office within the area of restriction. However, the inclusions of 52.219 on Page 38, and again in 252.219-7010 on page 54, the solicitation states that competition is limited to firms serviced by the Ohio SBA, without mention of a bona fide office. Please confirm that offerors with a bona fide office within the Ohio District are eligible to participate in this opportunity. 8(a) firms with a bona fide place of business within the geographical competitive area may participate in this solicitation.
28. Because Volume I, Executive Summary is limited to a single page (and the smallest three-ring binder is ½ inch), would the Government please consider allowing offerors to bind Volume I and Volume II, Technical, within the same binder, provided volume is appropriately identified? Section L 3.6 states each volume of the proposal should be separately bound.
29. Within the discussion of Format and Specific content on page 95, there is a reference to personnel resumes with the indication that they are to be included within the page limitation. The instructions for Subfactor 1 on the same page reference that the organizational chart shall include names and qualifications of proposed personnel. Please clarify if it is the Government’s intent that resumes be submitted for key personnel. If resumes are submitted as part of an offerors technical proposal, the pages shall count towards the 50-page limitation. Section 3 of the Statement of Work (SOW) identifies personnel (and alternates) that have minimum education requirements. It is up to each offeror to provide evidence of what they believe meets the submission requirements as specified in Section L of the RFP (e.g.: resume, degree, etc.) Previous SABER RFPs specified a 45-page limit for technical proposals and offerors were able to stay within this limit, even those that submitted resumes as part of the proposal. 30. If resumes are desired, please consider imposing a limitation on the length of each individual resume (e.g. 2 pages) and removing them from the overall limitation of 50 pages. In order for an offeror to adequately demonstrate the qualifications of a team through resumes, it may require 25 or more pages for a contract with as many as 100 concurrent projects. That severely limits the ability of the offeror to adequately address the other sections of the Technical volume. Please see the response to RFI #29.
31. Is the evidence of certification by the JCP (requested in Item A of Subfactor 1 on page 95 of 112) included within the page limitation of 50 pages for the technical volume? Yes, a copy of the certification is included in the 50 page limitation.
32. Please confirm that the same items exempt from the page limitations of the Technical volume (e.g.
Title Page, Table of Contents, etc.) are also exempt from the page limitation of Volume I, Executive Summary. Section L 3.1.1 confirms this.
33. Please confirm that graphics, tables, charts, etc. are excluded from the requirement to use 1.5-line spacing. Confirmed
34. Please confirm that any teaming/partnering agreements included within the Technical volume as requested on Page 96 of 112 are exempt from the limitation of 50 pages for the volume. Inclusion of this document within the page limitations puts any proposer within this requirement at a significant disadvantage as they will have considerably less space in which to provide answers to all other requirements. (For example, our JV agreement is in excess of 15 pages). A copy of the JV agreement or teaming/partnership agreement can be an appendix and not count towards the 50 page limitation.
35. Please clarify the requirement for letters of intent from associate contractors as attachments to the
Model Contract in Section 4.3.5.3 on page 100 of 112. Are letters of intent required from participants in a teaming agreement such as a JV, or does the JV agreement serve as indication of intent. The agreement/certification is the indication of intent.
36. Are Letters of Release of past performance information required from each member of a JV to support the Government’s review of the past performance of the participating firms? Letters of release are not required as we are not evaluating past performance
37. Item D at the top of page 96 of 112 indicates that if the proposal is based on a teaming/partnership relationship, the offeror shall provide all required solicitation information for all parties. Please clarify / confirm that the only items which must be submitted for each firm / member if the offeror is an approved SBA mentor-protégé Joint Venture are as indicated below and that all other information is to be submitted for the JV:
a. Information requested in 4.3.5.4; if applicable
b. Letters of Intent as requested in 4.3.5.3, if applicable
c. Letters of Release, if required.
A joint venture is formally approved and certified by SBA. A teaming/partnership agreement is a formal agreement between two companies. They are different entities. Propose accordingly as specified in Section L of the RFP.
38. Referencing Section L, Item 4.2.2.3, please clarify the requirement for participation in the Joint
Certification Program? If the offeror is a joint venture, please confirm that this certification is required for the offeror only or clarify it applies to the offeror in addition to the JV partners, the JV partners only, or other. The certification shall be for the approved/certified joint venture.
39. Referencing Section L, Item 4.2.2.4, If offeror is a joint venture, does the Government want 3-5 projects submitted as contractor experience from each partner, or a mix of experience to total 3-5 projects? A mix of projects
40. Please confirm that all references to the “Basic Contract” within Section L are referencing the umbrella SABER contract. “Basic Contract” refers to the overall SABER contract, not the Seed Task or any other Task Order.
41. Referencing Section L, Item 4.2.2.4, please clarify the reference to a professional research laboratory space as one of the potential facility types to satisfy contractor experience requirements. Would a research laboratory in a University setting be considered relevant? Yes, a research laboratory in a University would be considered relevant as a professional research laboratory.
42. Offerors are strictly instructed not to include any price data and documentation elsewhere in the proposal other than Volume III. However, the instructions for the seed project are to use the proposed coefficients for the Base Project. Please confirm that offerors are to include pricing data within the technical volume as it relates to the seed project, or consider requiring a coefficient of 1.0 for the seed project. Offerors shall submit a technical proposal referenced in Section L 4.2.2.5 using the coefficients submitting on the pricing sheet.
43. Page 98 of 112, Item 4.3.3.1 indicate that offerors are to include signed copy of the Model Contract.
We are not able to locate this document within the solicitation. Please provide clarity regarding the location of this document. The model contract is pages 1 and 2 and sections A through K of the
RFP.
44. Are offerors to return all Solicitation Sections A through K, or just those items specifically identified within the Solicitation including Section A, Section B, Section I, and Section K. Section L 4.3.3.1 states …shall include a copy of the model contract (pages 1 and 2), and sections A through K [of the RFP]. This includes all amendments thereof.
45. Please clarify if the Government would like Section K, Reps and Certs completed in full or if selecting that Paragraph D applies is acceptable. Section K shall be complete in full.
46. Along with the JV agreement, most 8(a) proposals include a description of the roles of each firm of a partnership/teaming arrangement. Please confirm that no such description is necessary and that the agreement serves as this definition in its entirety. Section L 4.2.2.3 D states, If the proposal is based on a teaming/partnership relationship, the offeror shall provide all required solicitation information for all parties, including a copy of the teaming/partnership agreement. Any agreement shall include information which identifies the responsibilities for each entity under this contract, and demonstrates the intent of the business relationship between the firms.
47. Subfactor 3 of the Technical Volume, Items A and B indicate responses are requested for both the
Basic Contract and the Seed Project. Please confirm that the specifics of these responses as they apply to the Seed Project may be included within the technical proposal in response to the seed project and are therefore excluded from the page limitation of 50 pages for Volume II. Section L
4.2.2.5 C. referencing the seed project, the item is not included in the 50 page proposal page limitation for technical proposals and is therefore not limited as to the number of pages.
48. Please confirm that Item D under Subfactor 3 on page 97 of 112 is part of the seed project proposal and therefore not included within the 50 page limitation on Volume II. Confirmed. This will be reflected in an amendment to the RFP on FBO.
49. The Statement of Work, Item 5.1 on Page 7 requests a list of proposed subcontractors. Please clarify this requirement – is it for key subcontractors only (e.g. those anticipated to perform more than 20% of the work on the overall contract), subcontractors for the seed project, or a list of potential subcontractors for inclusion on the overall SABER. If this instruction applies to a list of potential subcontractors for the SABER, please clarify where the list is to be included, and confirm that any such list is not included within the page limitations of the volume, if applicable. Provide a list of potential subcontractors for inclusion on the overall SABER contract.
50. The Statement of Work, Item 7.1 addresses that a finalized version of the quality control plan submitted with the technical proposal shall be submitted within 30 days of award. However, a review of Section L does not indicate a quality control plan is to be submitted. Please clarify this requirement. The requirement in the SOW Section 7.1 is specific to each individual TO, after award.
51. Per the Solicitation 4.2.2.5 Subfactor 3: Project Planning and Execution Item D – “Proposal
Development - Using a full list of allowable RS Means line items and (if applicable) non-pre-priced line items (reference SOW Section 11), demonstrate how the effort will be accomplished through a proposal breakout. The breakout shall specify how the contract coefficients are properly applied to the proposed price of this effort. The proposed coefficients for the Base Period shall be applied to the seed project.” and the Statement of Work 12.1 “Each TO proposal shall be prepared using e4Clicks Project Estimator and/or the RS Means Facilities master file AES to produce a clear and organized line-item estimate.”, it is assumed that the use of e4Clicks is required for the Seed Project.
Please confirm. E4Clicks software, though helpful, is not required to produce a clear and organized line-item estimate for the seed project. This can be produced without E4Clicks software.
52. Section 3.3.2 of the Statement of Objectives requires the contractor to Repair/reinforce the structure as necessary to mitigate risk of roof collapse. It further requires an evaluation and structural design by a professional engineer. It is our understanding that the referenced evaluation and subsequent design intended to be for just a singular truss that is being repaired either in the Base Contract and Options 1 and 2. Please confirm. The Base Contract, Option 1 and Option 2 represent separate individual trusses. Evaluation and design may be the same or different for each truss, depending on your structural engineer’s design. The proposals for each shall incorporate a permanent fix, expected to stand for at least 20 years.
53. Further referencing SOW Section 3.3.2, does the Government requirement for structural evaluation include just the roof truss(s) and the engineer is to assume that the building columns and foundations are adequate or should this analysis also be included in the Engineer’s evaluation? The foundations are assumed to be adequate. Column repair/alterations depend on the engineer’s proposed design. The overall objective is to deliver a permanent fix (20-year life).
54. No inspection was allowed during the initial site visit on 6/17/16 as a result of the user being unable to accommodate the contractor group. Please confirm that no previous repairs have been made to the cross bracing defined within the “Base Contract”. No previous repairs have been made to the cross bracing defined within the “Base Contract”. The cross bracing is the same material and design as others in the area that was observed during the site visit.
55. Will the cross brace repair shown as Base Contract require an escort below and above the ceiling?
Below the ceiling, yes. The escort will not go above the ceiling.
56. Please define the working hours for all structural repairs including preparatory work for installation of temporary partitions, access, etc. Can the truss and cross brace repair be done during normal working hours? Assume the truss and cross brace repair can be done during normal working hours. All plans for temporary partitions, access, or the need to relocate residents of the area must be submitted to the government 14 calendar days in advance.
57. Will the ceiling tile replacement in the secured area require an escort? Yes
58. The drawing provided within the solicitation delineating the “Sprinkler work in IT Storage Area – Door #22” conflicts with observations made during the site visit. Please define the room location and extent of the fire suppression/sprinkler work in the IT Storage Area. Marked room indicating sprinkler head relocation has been edited for accuracy. One sprinkler head must be moved away from the wall.
59. Statement of Objectives (March 16, 2016) 5.1.5 regarding the color board submittal. Please confirm the only finish material for submittal will be new acoustic ceiling tile. Will a physical sample of the finishes be required as part of this seed project proposal? The only finish material for submittal will be the new acoustic ceiling tile. A physical sample of the finishes will not be required as part of the proposal—it will be required as part of the submittal process, before installation.
60. Please confirm all personal belongings, equipment, paper, etc. will be removed from all furniture and systems furniture in advance of being moved by the contractor IAW the 14 day notice defined in
3.8.2.1 of the Statement of Objectives (March 16, 2016). Confirmed.
61. Please clarify how to address any trusses scheduled for structural repairs that currently have piping and wiring mounted to them. Are these services/utilities to be relocated or is removal and reinstallation acceptable? Handling these services/utilities is up to the contractor. Utilities shall not be diminished. Any necessary outages shall be given 14 days advanced notice, and must be approved by the government.
62. If the utilities mentioned above are not in compliance with current codes will the contractor be responsible for bringing them in to compliance if they are disturbed? If so, please define the extent of the scope of work. Altering utilities are not part of the scope; therefore, the contractor will not be responsible for bringing them to compliance. If damaged by fault of the contractor, the contractor will replace materials/products with the same or better.
63. The SOW page 4 discusses a normal workload of 100 concurrent projects. Please confirm this is an accurate assessment of the potential work under this contract so contractors can adequately allow for the amount of staff needed to meet this requirement. If work exceeds 100 projects, will the government allow additional reimbursement provisions should it be necessary to bring in additional personnel beyond the normal work load? 100 concurrent projects is very possible at certain times of the year. Base Civil Engineering anticipates 120 projects in 2016. The Government will not allow additional reimbursement provisions for additional personnel. Plan accordingly.
64. Please provide an estimate of the percentage of overall volume of work that is estimated / awarded during the fiscal year end months of August and September. The last quarter of 2015 (Jun – Sep):
59 projects awarded.
65. Please provide an estimate of the percentage of work that is valued at less than $75,000 per project.
Per 2015 statistics, about 50%.
66. Please clarify in what circumstances the RS Means national average historical cost figures are to be used to calculate the percentage of change from last year, per SOW paragraph 11.3.1.2. To what items will this percentage be applied? This is for tracking the annual localized rate of inflation. The local adjustment factor will be applied to all RS Means line items.
67. SOW paragraph 11.1.6.1 indicates that labor line items from Division 01 of the RSMeans price book shall not be used in preparing estimates. Many Division 01 line items include labor costs. Can the Government please clarify which specific line items in Division 01 this refers to such that contractors can factor their exclusion into the coefficients? See Section 11.4 of the SOW.
68. Please confirm that change orders will be priced in the same manner as the original task order.
Confirmed. Change orders will be priced in the same manner as the original TOs.
69. SOW paragraph 11.1.6.3 indicates that the maximum range for non-pre priced is 1.15, based on the organizational structure required to execute the “100+” concurrent projects required by this program, this accommodate the required onsite GCs,. Home Office Overhead or profit. Would the gov’t consider allowing each contractor to bid the coefficient they deem necessary and not cap the range. Depending on the contractor, the cap may conflict with section 11.1.6.6.6 which states the coefficients should include all the items ( GCs, bonding, profit and overhead including administrative/ technical support and labor burden for the contractors office staff and workforce) if these items exceed 1.15. Removal of this cap will eliminate the need to artificially increasing coefficients A and B to accommodate the risk of these additional costs for coefficients C and D. The cap shall remain. 1.15 is sufficient cap based on industry standards.
70. Is the contractor to provide seven hardcopies of all price books available to be used on this contract:
Facilities Construction Cost Data, Assemblies Cost Data, and Master Composite Cost Data (which includes Building Construction Cost Data, Commercial Renovation Cost Data, Concrete & Masonry Cost Data, Electrical Cost Data, Green Building Construction Cost Data, Interior Cost Data, Mechanical Cost Data, Plumbing Cost Data, Site Work & Landscape Cost Data, and Heavy Construction Cost Data), or would the Government consider allowing the contractor to provide 7 copies of the Facilities Construction Cost Data and 1 copy of the other 11 books? CE management has requested 7 copies of the complete set of pricing books.
71. Paragraph 12.1 states that the “RSMeans Facilities master file” should be used with e4clicks. It appears e4clicks has a Facilities electronic database and a separate Master Composite electronic database. Please clarify which of these databases are required to be provided to the Government?
The contractor is to provide at minimum the three following databases: (1) RS Means Facilities, (2) Master Composite and (3) Assemblies.
72. Please clarify the e4clicks training requirements mentioned in SOW paragraph 12.1. Will the training be a one time event and include 14 chairs of training only? Yes, one-time training for 14 people.
73. Please confirm that all costs for project management and supervision are to be included in the coefficients. Correct, all costs for project management and supervision are to be included in the coefficients.
74. It is our understanding on a JOC/SABER type contract that the contractors perform a significant level of design for each task order in house. How will contractors be reimbursed for this work? SOW Section 11.1.6 states that costs for design and technical support shall be included in the coefficient.
75. Please confirm that all costs for travel and mileage are to be included in the coefficients. Costs for travel and mileage are to be included in the coefficients. See SOW Section 11.1.6.6 for details.
76. Please confirm that no safety data demonstrating performance in alignment with the VPP as addressed on pages 70-71 of 112 is required to be submitted at this time. Confirmed; not required with the Basic Contract proposal.
77. Please confirm that quarterly updates to RS Means are not allowable, and that the prices listed will be in effect for the entire year, regardless of updated market cost information published by RSMeans on a more frequent basis? This will likely cause coefficients to be higher to incorporate a higher level of risk of cost escalation. Quarterly updates to RS Means are not allowable.
78. Referencing SOW Section 11.1.6.5, If quarterly updates are not allowed on the contract, would the government consider changing the contract so the introduction of new higher wage rates only occurs at the same time as the annual update to RS means provided by the contract. Davis-Bacon labor rates at the time of award shall remain for the life of the contract.
79. SOW paragraph 11.1.2 states, “The RS Means labor costs are included as line items of work. They are non-negotiable.” To what line items is this referring? Please clarify the meaning of this statement. Is it meant to state that labor costs are included in the RSMeans line items? How does this apply in light of SOW paragraphs 11.1.6.1 and 11.1.6.2, stating that labor line items from Division 01 of the MPB shall not be used in preparing estimates? RS Means line items may not be modified or negotiated. Meaning, if the rate of labor for a line item of work seems low, the contractor may not negotiate with the Government for a higher rate. Labor in RS Means Division 01 is not applicable to this contract or to subsequent TO’s.
80. SOW paragraph 11.4.1.3.D states that the final price paid by the government for a NPP Line Item will be determined by multiplying the lowest competitive price by Coefficent C.” Would the government consider amending this to state the “lowest qualified price” or otherwise define “lowest competitive price” to recognize that some prices may be unacceptably low or submitted by an unqualified subcontractor? The Contractor shall do their due diligence to seek out and find multiple competitive quotes for technically acceptable products.
81. SOW 11.4.1.3 , How frequently does the Government anticipate providing proprietary specs or vendors on this contract in which only one price may be received? The Government anticipates approximately 10% of NPP items on this contract.
82. SOW 16.3.1 states “No separate compensation for any pre order costs including proposal preparation and attendance during negotiations or site visits will be due to the contractor for projects that are negotiated and funding is not provided” would the Government reconsider this position on those projects in which entail many man hours of investigative work and collaboration with sub trades in finalizing a scope and proposal? No pre-proposal costs shall be compensated.
83. Please confirm the contractor retains its rights to all work product it produces under this scenario and it will not be utilized for other purposes. If the inquiry is the contractor retaining rights to the designs they produce, then the following is true: The designs are property of the designer until final completion. Drawings become property of the Government at final completion. Designs are specific to the individual project. Any use/reference of the drawings or designs for any other site shall not fall within the Contractor’s responsibility.
84. SOW Section 12.10, would the Government please clarify what is meant by the requirement to “have estimating software or stand alone with smart phone APP”? We are unclear how this fits within the framework of SharePoint or an equivalent system for document storage and transfers.
The share point site should be able to be utilized via iPhone either by an App (software application) or other easily accessible process would be acceptable.
85. Referencing SOW 13.1, will the government provide confirm standard available IPhones are “capable of receiving and processing Government automated information” or is a special edition required? The iPhone 6s or upcoming iPhone 7 are capable of the requirements.
86. (SOW 12.1) Please confirm that the Government will be responsible for any loss of contractor-provided cell phones or repairs outside the scope of the required insurance plans. Once the contractor has turned over phones, they become property of the Government and the contractor is no longer responsible for loss or damages. Contractors must maintain phone contracts and insurance.
87. (SOW 12.1) Please confirm that contractors are not responsible for any costs if the Government user exceeds the 500 monthly minutes in the cell phone spec’d plan. The Government will be responsible for any additional cost if one or more Government users exceed the 500 monthly minutes.
88. Please confirm that contractors are not responsible for any costs related to loss of data or material stored on the phones. Contractors are not responsible for costs related to loss of data or material stored on Government phones.
89. Please confirm the contractor bares no legal responsibility for how the phones may be used after turnover to the government. Confirmed. See #85.
90. Paragraph 5(b) on page 22 of the RFP states, “The proposal shall include labor rates in accordance with the wage determination as stated in Section J of the contract.” Our understanding is that proposals will be based on RSMeans line items, which are not directly based on the local wage determination. Will submitting the applicable wage determination for the project as part of the proposal package satisfy this requirement? No. RSMeans line items are based on the local wage.
The locality adjustment is multiplied against the line items to determine the accurate cost for the area. Davis-Bacon rates specify the minimum hourly wage rate and fringes to be paid.
91. Page 22, item 4 describes the process of the Government and contractor coming to agreement on how the work will be conducted and states “once this is accomplished, the official RFP will be submitted to the contractor for pricing” Will the Government be issuing a new RFP incorporating all RFI related to the Seed project during the proposal phase? This references Task Order procedures.
SABER is an IDIQ contract and item 4 references separate task orders against the contract.
92. The Revised Seed Project SOO, in items 1.9 and 1.9.1 discuss the submittal of multiple base proposals (two) and structural proposals (included in one of the base proposals and as two additional options). Please confirm that the references to multiple proposals is applicable to the cost proposal only and that offerors are to submit only a single proposed timeline, set of drawings, and Statement of Work that address all elements of the project. The proposal estimates will need to be separated due to the complications in Government funding. The costs of the base contract proposals specified in the SOO will be added together to determine the contractor’s Seed Task bid. A single proposed timeline, set of drawings and SOW that address all elements of the project will be acceptable; but options should be easily removed from the documents if the Government decides not to pursue them.
93. Please clarify if offerors are to submit separate line item estimate for each base proposal and option. Offerors are to submit separate line item estimates for each base contract proposal and each option.
94. Referencing SOW Section 5 3.1.2, Is the QCM required to be the program safety manager also or may this be assigned to another team member? If the Contractor prefers, safety manager may be assigned to another team member.
95. Please confirm the Non-Pre Price coefficient C is to be used only for those individual line items not found in the RS Means and its intent is not to award entire projects or large portions of work under an individual task order. NPP items are to be used only for specialty line items not found in RS Means. Based on historical data, the Government anticipates using NPP items in approximately 10% of the contracts, but there is no limit to the amount of NPP items that may be used on a project if required.
96. On Page 22 of 112 5.b.(2), it states “A detailed cost proposal using prepriced line items from RS Means. The proposal shall include labor rates in accordance with the wage determination as stated in Section J of the contract.” Please confirm that it is not the AF’s intent to replace the labor rates as provided in RS Means, but rather that our pricing must account for the provided Davis-Bacon wage scale. See #89.
97. SOW Page 24, Section 18.8 indicates that progress payments can only be made up to 90% until all close out documents are submitted and approved. Can this be adjusted based on the size of the project and the anticipated costs associated with this process? What is the government timeline for approvals once submitted? The contractor may submit a request to the Contracting Officer for consideration to release additional funds on a case-by-case basis. The Government typically has 10 business days to review and approve or disapprove submittals.
98. Referencing Section 11.1.1 of the Statement of Work: If an RS Means items crew/equipment/material does not match exactly with the work to be performed, how is this handled? See SOW Section 11.1.6.3. The first action will be to look into adjusting the general scope of work to match RS Means line item descriptions. If still there are no comparable RS Means line items matching the necessary equipment or materials, a NPP line item may be developed.
99. The project SOO dated 06-20-16, page 2 of 5, 3.0 General Scope of Work, paragraph 3.3.2.1 requires the evaluation and structural design to be completed by a professional engineer. On page 3 of 5 of the SOO 5.0, Drawings, Specifications, and Submittals, paragraph 5.1 requires that adequate engineering has been done to meet the project requirements. In the RFP on page 110 of 112, Subfactor 3: Project Planning and Execution, Measure of Merit, paragraph A, requires that the offer propose a project planning approach for the initial work design submittals (35%) and final construction documents (100%) for design/build task orders. Are we correct that professional engineer stamped design documents will be required only at the 100% design document submission for review by the Government? In this specific TO for the Seed Project, professional structural engineer stamped design documents are required before commencing work on the structure. If approved, the structural drawings may be considered 100% design ready for construction.
100. The Revised Seed Project Statement of Objectives indicates that no electrical work is included within the scope (Item 3.4.1). However, Item 5.1.1 requested contractors submit proposed electrical drawings. Please clarify the requirement for electrical drawings. If no electrical work exists, then no drawings need to be submitted.
101. The Revised Seed Project Statement of Objectives indicates that no HVAC work is included within the scope. Please confirm no mechanical drawings are required for the HVAC work. If no HVAC work exists for the project, then no drawings need to be submitted.
102. Please confirm that no drawings are required for the plumbing scope as long as the work is adequately represented. If no plumbing work exists for the project, then no drawings need to be submitted.
103. SOW Page 12 11.1.6.1 indicates labor line items from div 1 shall not be used. SOW Page 11, Item
11.1.2 indicates labor items are included as line items of work and page 18, Item 11.4.1.3 indicates contractors are to exclude labor from the non-pre price and use RSMeans labor items. There are labor items that could be accounted for in Division 1 not associated with typical line items (delays for escorts; lock-out, tag-out procedures; pre-inspection and evaluation of existing services to mention a few). How are these to be handled in project proposals? The items are considered non-productive time which is in part accounted for in RS Means labor items. No further consideration will be given by the Government for items in Division 01 other than that stated in Section 11 of the SOW.
104. SOW Page 14 11.1.6.6-8 indicates mobilization/demobilization are to be included in coefficient.
Can mobilization/demobilization for trades be utilized in proposals where appropriate? How would this apply to phased projects where multiple mobilization/demobilization may occur?
Mobilization/demobilization are not to be used for the Contractor as a direct cost. However, there exists certain specialty trades that mobilization/demobilization might be considered such as heavy equipment or specialty products distanced well outside the Dayton area. The Contractor may submit a waiver to the Government for mob/de-mob costs and will be considered on a case-by-case basis. Mobilization/demobilization of common equipment, trailers, trash bins, etc. should be part of the Contractor’s coefficient and so direct costs will not be considered.
105. SOW Page 16 11.4.1.1 G indicates that Factor allowances are not allowed. Please provide % usage expected for shift work (working in occupied buildings). Please provide % usage expected of work in high security areas. The RS Means line items for shift work and security areas are not equivalent to typical shifts and work in secure areas on WPAFB. Nearly all of the work will be completed in occupied buildings. The Government anticipates only 5% of the total contract to be completed after hours. Security areas in RS Means is indicative of work within prisons.
Contractors will not have the same restrictions anticipated by RS Means line items in Div 01.
Based on historical data, the amount of work within secure facilities of WPAFB is approximately 25-30%.
106. SOW Page 17 11.4.1.1 U indicates Temp utilities to be included in coefficient. Please provide % usage expected. Contractor supplied temporary utilities while on base is expected to be minimal.
WPAFB will provide water and electric utilities while on base at no expense to the Contractor.
Providing temporary utilities beyond what is provided on base will be the Contractor’s responsibility. It is up to the Contractor to determine what that may be and adjust the coefficient accordingly.
107. Please provide as-built drawings or other documents which show the dimensions of the roof truss connections and chords (top, bottom, and web), and weight of items suspended from the trusses. Use the as-built drawings provided and knowledge from the site visit to best determine the weight of items suspended from the trusses.
108. With additional information still required to bid the roof truss structural section of this proposal it would be in the best interest of the government to move the required bid date so there can be adequate time to form a properly engineered design to cover all the need historical and safety requirement for this project. Please allow 10 working days after the additional as-built drawings or other documents which show the dimensions of the roof truss connections and chords (top, bottom, and web), and weight of items suspended from the trusses. Can you please clarify if a large business firm can respond to this solicitation as the prime vendor, if the large business firm partners with an 8(a) certified firm? In this instance, the large business firm and the 8(a) small business firm would have to be a formal joint venture that is approved and certified by the Small Business Administration.
112. After receiving and reviewing Amendment #1, posted on June 23, 2016, we would like to request a second site visit, in order to further establish the extent of the scope of work. Currently, a second site visit is not warranted. I’ve conferred with my CE counterparts, and they reiterated that all aspects of the project were made available to all parties during the site visit. Addendum 01, incorporated via Amendment 0001 to the RFP, just reduced the scope of the project by only eliminating items that were determined to be completed already. All other items remain unchanged. Amendment 0001 to the RFP, Section J, Attachment 15 “Seed Organizational Layout Addendum” reflects this reduction of scope.
113. RFIs for solicitation FA8601-16-R-0010 are currently due on Friday, July 1, 2016 (10 days before proposals are due). With receipt of Amendment 0001 on June 23, 2016, incorporating Seed Task documents, new Seed Task drawings, updated wage determinations, and updated Statement of Objectives, and in order to allow offerors sufficient time to review the updated documents, develop related RFIs, and incorporate subsequent answers/amendments into their proposals, we request that the Air Force allow an additional week (5 business days) for submission of RFIs and two weeks (10 business days) to respond to the solicitation following receipt of the subsequent amendment providing clarifications to the submitted RFIs. All aspects of the project were made available to all parties during the site visit. Addendum 01, incorporated via Amendment 0001 to the RFP, just reduced the scope of the project by only eliminating items that were determined to be completed already. All other items remain unchanged. Amendment 0001 to the RFP, Section J, Attachment 15 “Seed Organizational Layout Addendum” reflects this reduction of scope. Therefore, time extensions are not warranted for the currently established RFI and proposal receipt deadlines.

The first sheet would be base bid, the second sheet would be option #1, and the third sheet would be option #2. Only the total price of the base plus options shall be entered on the pricing worksheet for the Seed Task Price cell. This price is the total price to complete the entire project. There will only be one SABER pricing worksheet to submit. The proposal you create using RSMeans that will be submitted as part of the technical proposal will show the separate prices for the base and each priced option.
