Pre Award RFIs 03 08 August 2016 Project 051863 – Remove Asbestos High Bay, Building 65 Solicitation # FA8601-16-B-0001
1. Amendment 1 added a line item to the bid form but did not re-issue the bid form. In addition, RFIs 17 and 27 / Amendment 1 indicated that a new bid form would be issued. Should we create our own bid form based on the information outlined in Amendment 1 or will you be re-issuing the bid form prior to the bid date?
REPLY: A new bid schedule / bid form will not be issued, nor do you need to create your own.
Follow the instructions in the original solicitation and amendment 0001, placing your bid for each of the 3 line items.
2. Amendment 1 indicates that there is a new CLIN 0002 being added. It appears that this new CLIN is to replace 4700 SF of wood framing and insulation. I have the following questions:
a. Why is insulation included in the unit price CLIN? Doesn’t all of the insulation need to be removed (and replaced) so that the framing can be inspected? It would seem that no insulation would be in the unit price CLIN (the insulation would be in the “base bid”), only wood framing replacement. Please clarify.
REPLY: The removal of existing insulation, which is between the framing, is not a requirement of the contract. The insulation is not known to be ACM. Note 004 on the demolition drawings referring to removal of ACM including panels and insulation applies only to insulation that has become contaminated from any of the severely deteriorated panels. It should be obvious upon removal of the panels alone if the framing is deteriorated and needs to be replaced.
b. Since the actual quantity of deteriorated framing is not known, it would make sense that the new unit price CLIN 0002 includes all of the wood framing replacement required for the job.
Does the new unit price CLIN 0002 include all of the wood framing replacement including the areas indicated by notes 015 on Drawings AD301, AD302, AD303, and AD 304 and by notes 017 on AD302 and AD304?
REPLY: The quantity of framing shown in the new CLIN 0002 is intended to include all framing required including the areas indicated on the drawings.
3. RFI 24 / Amendment 1 indicates that we are to cut the new panels above and below the existing horizontal framing members. This would require not only cutting the panels at these locations but would also require additional furring be installed above and below these members so this is an expensive item of interest for us. I looked through the as-built drawings provided in Amendment 1 but could not find anything that specifically shows the spacing of these members. I also looked for photos of the High Bay area which I thought were supposed to be included in Amendment 1 but could not find those. How far apart are these framing members? I saw a couple of dimensions on the as-built(s) which would lead me to believe these framing members run horizontally and are spaced about 5’ apart vertically. Is this the approximate spacing of these members?
REPLY: The as built drawing interior elevations show the horizontal exposed struts, girts and cross bracing for each elevation. The north wall section shows the horizontal girts are placed at 10’ 7 3/8” apart.
