Performance Work Statement (PWS) for
Security System Maintenance in the
711 Human Performance Wing (HPW) Complex
Wright-Patterson Air Force Base (WPAFB), Ohio
11 June 2015
1.0 BACKGROUND
The 711 HPW is comprised of the Human Effectiveness Directorate, The United States Air
Force School of Aerospace Medicine and the Human Performance Integration Directorate. The mission of the 711 HPW is to advance human performance in air, space and cyberspace through research, education and consultation. The buildings for the 711 HPW are access-controlled and monitored to provide operational and mission security for research and development programs, clinical/patient testing and serves as a teaching facility for future medical personnel. Ongoing preventive and repair maintenance programs are essential to systems in order to perform and operate as designed. Modifications to the existing system may be required when operations dictate such, for example when equipment becomes outdated or obsolete, and when software systems are required by technology improvements or planned obsolescence of systems. The 711
HPW requires maintenance for its existing security systems in order to keep the systems operational and to meet the changing security requirements of the 711 HPW and the Air Force.
2.0 SCOPE
The contractor shall provide preventative maintenance, emergency maintenance, and non-emergency maintenance in order to keep the existing security system operational. Furthermore, the government anticipates hardware, software and firmware updates in the future. The
Contractor shall provide hardware and software repair, modifications (as needed) and maintenance for Access Control Systems (ACS) and Closed Circuit Television (CCTV) equipment and associated equipment located at various buildings for the 711 HPW located at
WPAFB. The Contractor shall provide parts, labor, materials, tools, equipment, services and supervision required to maintain and monitor the system. The Contractor shall ensure that all trash resulting from work performed under this contract is cleaned up and removed.
Government-owned equipment is currently installed and operational at 711 HPW sites. All of the ACS and CCTV, associated equipment, and hardware such as electronic door strikes, magnetic balanced switches, RX switches, emergency backup batteries, control units, and control and power wiring for the system are also Government owned. This contract shall also service any secondary ACS system and update and maintain the CCTV system.
3.0 REQUIREMENTS
3.1 Preventative Maintenance. Preventive Maintenance shall include all consumable parts, remedial repairs, and labor. The Contractor shall provide preventive maintenance three times per year for the access control and closed circuit television camera system to include assembly/disassembly of door controls and equipment, maintenance and routine inspection of systems hardware, setup and organization of hardware and cabling, cleaning of all camera equipment, checking of all multiplexer and Digital Video Recorder (DVR) ports and cables, checking and testing of all batteries, checks/calibrations/adjustments on all door locksets and sensors, and review of site access control software setup and database(s) to ensure proper and efficient operation of all system components and replacement of faulty parts as necessary. Firmware releases to all system hardware released by the manufacturer shall be installed within one month of firmware release date (not necessarily coinciding with other annual maintenance services). Preventative maintenance shall include thorough cleaning, adjustments, services, and recommendations for support of exterior camera equipment. Every three months, the Contractor shall back up all databases and store the backups in a secure location. As a 711 HPW best practice, the databases shall be cleaned and optimized semi-annually.
3.1.1 Preventative maintenance shall include a Premium Software Support agreement with the Access Control System (ACS) software manufacturer, Software House/C-Cure. The Contractor must be an authorized representative of the ACS software and must be fully trained and certified to operate and maintain the system. This Premium Software Support agreement shall include software patches and installation of such within one month of release (not necessarily coinciding with other scheduled maintenance). Refresher training shall be included with any new releases.
The installation of these patches shall be fully tested on a non-critical test system to ensure that they are compatible with the Security Technical
Information Guides (STIG) on the operational hardware.
3.1.2 The Contractor shall provide Preventative Maintenance every four months for the CCTV system to include setup and organization of hardware and cabling, cleaning of all camera equipment, checking of all multiplexer and
DVR ports and cables, checking and testing of all batteries, and alignment/tweaking of cameras for proper aperture, aim, and resolution.
Preventative maintenance shall include thorough cleaning, adjustments, services, and recommendations for support of interior and exterior camera equipment.
3.1.3 The first Preventative Maintenance inspection shall be completed within thirty (30) days of contract award and again every four (4) months, as scheduled and coordinated with the site Security Manager. The first
Preventative Maintenance shall include diagnostics of all components for the CCTV and ACS system and associated equipment. A comprehensive diagnostic report shall be submitted, which will include an inventory of all equipment, and should include identification of any existing equipment that will need repair or replacement as well as a proposed schedule and cost for repairs identified.
3.1.4 Preventative Maintenance services shall include a complete review and certification of the correctness of established configuration management information related to the site’s security system.
3.2 Emergency Maintenance (24x7x365). Emergency Maintenance shall include labor and parts for all troubleshooting and repair. Emergency maintenance shall be available to the Government 24 hours per day, 7 days per week, with a 4-hour response time by Contractor personnel (report to site or as directed by site representative) for the parts listed in Appendix A to cover critical equipment listed in Appendix B.
3.2.1 Emergency maintenance shall be completed and operational within 48 hours. The Contractor shall provide an estimate to the Security Manager for approval to include the scope of repair and number of hours to complete the repair. Progress reports shall be provided at least three times per workday to the Security Manager until the system is operational.
3.3 Non-Emergency Maintenance (Next Business day). Non-emergency
Maintenance shall include labor and parts for all troubleshooting and repair. Non-
Emergency maintenance shall be available to the Government no later than close of business for the next business day by Contractor personnel (report to site or as directed by site representative) for the parts listed in Appendix A to cover non-critical equipment listed in Appendix C.
3.3.1 Non-emergency maintenance is to be initiated during normal duty hours, with work continuing during normal duty hours until completed. The
Contractor shall provide an estimate to the Security Manager for approval to include the scope of repair and number of hours to complete the repair.
Progress reports shall be provided at least three times per workday to the
Security Manager until the system is operational.
3.4 Realignment & System Upgrades. In the event of new mandatory requirements on the current system (i.e. for additional system hardware, modifications to system layout due to space reallocation, upgraded control/database software, new generation of CACs) as defined by the Government, the Contractor shall develop and execute a plan to complete such an installation. The site Security Manager, the Chief of Facilities, Civil Engineering and 711 HPW Computing Services shall review all upgrade and modification requirements for CO approval for final determination. The Program Manager shall be kept abreast of any upgrades or modification requirements. The Contracting Officer shall review all upgrade and modification requirements for final determination. The following are examples of existing system upgrade requirements anticipated to be required during the term of this agreement:
Replacement of existing ACS components upon component failure or obsolescence on a one for one basis.
Additional doors to be covered by ACS (existing system upgrade requirements)
Removal of doors from ACS (removal of security requirements)
Migration of ACS database to upgraded ACS control computers
ACS database software upgrades required to maintain system warranty
Upgraded controller cards required for ACS database software compatibility
Upgrades to the security system and all readers as soon as a new generation of
CAC is available from the Government. The contractor shall ensure that the security system and readers will continue to work appropriately with all previous versions of CACs when the upgrade is complete.
Realignment of access control system to include relocation of cable landing, connecting cabling from access control doors to an iSTAR panel, adding cameras and equipment to allow Sensitive Compartmented Information
Facility (SCIF) to monitor activity outside the SCIF doors.
3.4.1 Firmware updates will be handled as realignment and installation maintenance service. Prior approval will be required from the
Government representative to insure minimum impact on overall operations.
3.4.2 Scheduling of equipment realignments or replacement shall be done to limit any security outages to not more than a total 4 hour outage during the switch-over, which requires the sort of pre-planning and pre-positioning of cabling that is needed to move the equipment to the more secure, reliable or redundant location.
3.4.3 The Contractor shall coordinate with the site security manager for proper disposal of any removed old equipment. The Contractor shall remove all information from computer hard drives prior to releasing old equipment for disposal. The site security manager shall advise Contractor of disposal contact information.
3.5 Invoicing Requirements. The contractor shall submit an accurate invoice in
Wide Area Work Flow (WAWF) for work completed; which will include the date work was performed, building and room numbers where work was performed, name of technician that performed the work, time of technician’s arrival and departure, and POC at WPAFB.
4.0 LOCATIONS
4.1 The system configuration and set up is as follows: Five private local area networks (LANs) have been installed for building access control using smart card readers with PIN numbers and CCTV.
4.2 The first are the North buildings 850 & 852 with connectivity for all non-secure areas and no outside connectivity with the CCure800 software database server and client located in the security office room 3-324. Day to day operations are run on a CCure800 located in room 2-216U with power for this system throughout the building. Secure areas 3-131, 3-136 and 3-144 of the North buildings have stand-alone systems that act as a CCure800 client/server for that area with its own power network and ties into the building IDS. Each door has door position sensors. Non-secure areas allow call up of specified video via the CCTV system.
The access control system acts as an intrusion detection system (IDS) with alarms for all areas of the building without an IDS.
4.3 The second LAN is in the South building 840 with the CCure800 server and client in room W344E. This system is configured the same as the North buildings.
Secure area, BSL lab, has a standalone Hirsch Access Control System installed in room W306 with a client/server running Velocity software that uses a CAC, PIN and fingerprint for perimeter access. Interior BSL lab doors have proximity cards that never leave the BSL area and are not tied to the building fire alarm system.
4.4 The third LAN is in Building 840A; which is the External BSL lab. This lab is a controlled environment which contains 10 proximity readers, 2 proximity/keypad readers and 2 external CAC/keypad/biometric readers. The External BSL lab has a LAN and CCure800 server. This is a stand-alone Hirsch Access Control system, with a client/server running Velocity software that uses a CAC, PIN and fingerprint for perimeter access. The interior doors use proximity cards that never leave the BSL area and are not tied to the building fire alarm system. Building
840A has 8- HID Iclass prox readers, Model # CR-ICRP40, 2-Hirsch, Model #
RUU-CAC1 readers, and 2-Hirsch, Model # DS47L-SSP-HID readers.
4.5 The fourth LAN, Entomology in building 73, is configured the same as the North building with no secure areas.
4.6 The fifth LAN, buildings 33 and 248, both use a non-CAC enabled Software
House reader access control system managed by a PC running C-Cure Software.

6.0 AVAILABILTY OF PERSONNEL
6.1 Hours of Operation. The contractor shall perform the requirements of this
Performance Work Statement, except for Emergency maintenance, during core duty-hours (0700-1630, Monday-Friday). Emergency maintenance shall be performed during both core duty-hours and non-core duty-hours. The Contractor shall coordinate with the site Security Manager for scheduling of repairs.
6.2 Federally Observed Holidays. Except for emergency maintenance, the contractor is not required to provide services on the following Federal holidays:
New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving
Day, and Christmas Day.
7.0 GENERAL WORK REQUIREMENTS
7.1 Physical Security. To control unauthorized entry/penetration during the performance of this contract, the Contractor shall not prop doors open at the perimeter of the computer room or controlled area. With the award of this contract, the Contractor accepts responsibility to protect the physical security of the building and prevent unauthorized entry, when prevention of such violation is under the Contractor’s control. A Security Pre-Brief of the Contractor’s responsibility will be provided upon contract award.
7.2 Local Safety Requirements. The Contractor shall comply with all local safety requirements implemented at the installation where the work is to be accomplished provided that they do not conflict with the requirements of this section. If conflicts arise, they shall be referred to the PCO for resolution.
7.3 Subcontractors. The Contractor shall include a clause in all subcontractor agreements to comply with the safety provisions of this contract as applicable.
7.4 Accident/Incident Reporting and Investigations. The Contractor shall record and submit promptly to the Facility Manager all instances of accidental damage to
Government property or injury to Contractor personnel. The Contractor shall not perform any work on the damaged equipment/property until released by an authorized Government representative. If the Government elects to conduct an investigation of the accident, the Contractor shall cooperate fully and assist the
Government personnel until the investigation is complete.
