PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
B.1 GENERAL: This Request for Proposal (RFP) is issued with the intent to establish an Indefinite Delivery Indefinite Quantity contract in support of the Common Avionics Logistics and Technical Services support.
The Contractor shall provide technical support, logistics services, engineering services, operational support, training, cybersecurity services and SME support at CONUS and OCONUS (Alaska) locations. The contractor will be required to provide all necessary support identified in Part 1, The Schedule, Section B in accordance with the Performance Work Statement and associated data requirements referenced in this document. Performance shall be in accordance with all provisions and specifications as stipulated herein.
B.2 CONTRACT TYPE: This in an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract as contemplated at FAR 16.504. This contract utilizes a Firm-Fixed Price (FFP) and Cost Reimbursable No
Fee (CRNF) Contract Line Item Numbers (CLINs).
B.3 ORDERING PERIOD: In accordance with the clause in Section I of this contract, DFARS 252.216-7006, Ordering, orders may be issued hereunder for a period of thirty-six (36) months from the effective date of the contract against the CLINs included in the schedule. Orders issued hereunder shall utilize the CLIN representing the period in effect at the time of order award for purposes of pricing. The periods associated with each CLIN series are defined as follows:
Basic Period (000X) – Contract Award thru 365 days after contract award Ordering Period I (100X) – 366 calendar days after contract award thru 730 calendar days after contract award Ordering Period II (200X) – 731 calendar days after contract award thru 1,095 calendar days after contract award
B.4 AUTHORITY TO ISSUE ORDERS: Only the contracting officer assigned to AFLCMC/WNKE may issue orders for this contract.
B.5 PLACE OF PERFORMANCE: Performance of orders issued hereunder shall be in accordance with individual delivery orders.
B.6 MINIMUM/MAXIMUM VALUE: The contractor shall furnish to the Government, when and if ordered the items of supplies or services specified in this schedule up to and including the “Maximum” amount of $XXX for all orders issued hereunder. The Government shall order at least the “Minimum” amount of $100,000.00 in items of supplies or services over the life of the contract. Except as this contract may otherwise provide, if the Government’s requirements do not result in orders in the quantified described as “estimated” or “maximum” in the schedule, the fact shall not constitute the basis for an equitable adjustment.

(a) During the term of this contract, the Contractor shall post an employee notice, of such size and in such form, and containing such content as prescribed by the Secretary of Labor, in conspicuous places in and about its plants and offices where employees covered by the National Labor Relations Act engage in activities relating to the performance of the contract, including all places where notices to employees are customarily posted both physically and electronically, in the languages employees speak, in accordance with 29 CFR 471.2(d) and (f).
(1) Physical posting of the employee notice shall be in conspicuous places in and about the Contractor’s plants and offices so that the notice is prominent and readily seen by employees who are covered by the National Labor Relations Act and engage in activities related to the performance of the contact.
(2) If the Contractor customarily posts notices to employees electronically, then the Contractor shall also post the required notice electronically by displaying prominently, on any Web site that is maintained by the Contractor and is customarily used for notices to employees about terms and conditions of employment, a link to the Department of Labor’s Web site that contains the full text of the poster. The link to the Department’s Web site, as referenced in (b)(3) of this section, must read, “Important Notice about Employee Rights to Organize and Bargain Collectively with Their Employers.”

(f) Subcontracts.

(4) When requested by the Contracting Officer, the Contractor shall provide sufficient information to enable the Contracting Officer to evaluate the Contractor's assertions. The Contracting Officer reserves the right to add the Contractor's assertions to the Attachment and validate any listed assertion, at a later date, in accordance with the procedures of the Validation of Asserted Restriction--Computer Software clause of this contract.
(f) Marking requirements. The Contractor, and its subcontractors or suppliers, may only assert restrictions on the Government's right to use, modify, reproduce, release, perform, display, or disclose computer software by marking the deliverable software or documentation subject to restriction. Except as provided in paragraph (f)(5) of this clause, only the following legends are authorized under this contract; the government purpose rights legend at paragraph (f)(2) of this clause; the restricted rights legend at paragraph (f)(3) of this clause; or the special license rights legend at paragraph (f)(4) of this clause; and/or a notice of copyright as prescribed under 17 U.S.C. 401 or 402.
(1) General marking instructions. The Contractor, or its subcontractors or suppliers, shall conspicuously and legibly mark the appropriate legend on all computer software that qualify for such markings. The authorized legends shall be placed on the transmitted document or software storage container and each page, or portions thereof, of printed material containing computer software for which restrictions are asserted. Computer software transmitted directly from one computer or computer terminal to another shall contain a notice of asserted restrictions. However, instructions that interfere with or delay the operation of computer software in order to display a restrictive rights legend or other license statement at any time prior to or during use of the computer software, or otherwise cause such interference or delay, shall not be inserted in software that will or might be used in combat or situations that simulate combat conditions, unless the Contracting Officer's written permission to deliver such software has been obtained prior to delivery. Reproductions of computer software or any portions thereof subject to asserted restrictions, shall also reproduce the asserted restrictions.
(2) Government purpose rights markings. Computer software delivered or otherwise furnished to the Government with government purpose rights shall be marked as follows:
