Purchase Description
Systems and Modular Furniture Building 653 14 July 2021
1.0 DESCRIPTION. The Contractor shall provide to the 402d Electronic Maintenance Group (EMXG), Robins Air Force Base, GA, all tools, parts, materials, equipment, disassembly, removal and disposal of current furniture, labor, delivery, travel to include per diem and installation necessary to provide the Systems and Modular Furniture for Building 653.
1.1. The systems and modular furniture for Building 653 shall consist of: This project involves standard typical configurations (see attached drawings). Alternate configurations closely resembling the drawings developed by Robins AFB are welcome.

| Disassembly, Removal and Disposal of Existing Furniture. |
(All disassembled furniture and parts will be hauled to Building 1602, DLA Disposition Services (DRMO) and unload all pallets in area designated by DLA. Require coordination with primary Government POC.) Map directions to DLA will be provided by Government POC.
1.3 For more details on the building, see the appendices. For details on the specifics of the furniture requested, see the appendices. See below for additional requirements:
1.3.1 Usable dimensions of the cubicle shall be 7’ x 8’.
1.3.2 The contractor shall coordinate with the government any items that are required to be moved prior to painting or installation of the furniture.
1.3.3 Private offices (executive cubicles) shall include following:
1.3.3.1 Lockable metal low storage (beneath worksurface)
1.3.3.2 Metal freestanding storage
1.3.3.3 Lockable metal overhead storage
1.3.3.4 Keyboard tray attached to worksurface
1.3.3.5 Leave building window exposed
1.3.3.6 Leave room for guest chair
1.3.3.7 Task light(s) mounted beneath overhead storage
1.3.3.8 A modesty panel facing the door
1.3.3.9 Cable/power feeds and assemblies such as cable trays, power unit with cord pass-through, etc as necessary for the proper installation of the user’s PC, phone, printer, and other equipment. Note that the installation of user equipment is not in this contract. Account for two monitors side by side, each roughly 27”.Executive cubicle shall be oriented with the user facing the door while using their computer. The cubicle shall not obstruct the view of the door from the user position.
1.3.3.10 The cubicle shall refrain from obstructing wall outlets as much as possible. The cubicle shall sit a minimum of 3.5 inches from the rear wall of the office. The cubicle shall permit access to the wall outlet(s) on the sides of the office.
1.3.4 Furniture finishes: Basis of design:
1.3.4.1 Installation of the furniture shall include running the necessary power to and through the cubicles by a qualified electrician per the Robins Base Facility Standards. On attachment 4 of this contract, System furniture business layout 402 EMXG Sheet 1, printers are shown. Supply the necessary duplex receptacles for the printers on the exterior of the cubicles by which they are placed. Power poles, if used, are not to present a hindrance to usable cubicle or aisle space. Power poles are required to be placed against the wall to ensure compliance with fire codes.
2.0 SUPPORT.
2.1 Warranty. The Contractor shall provide a standard 12-month warranty on parts, installation and workmanship beginning at the date of acceptance by the Government.
2.2 The contractor shall provide customer service during normal duty hours, 0730-1630 hours, Monday through Friday; except for federal holidays.
2.3 The Contractor shall provide all documentation (Owner’s manuals, warranty information, assembly instructions, maintenance and care instructions, operating instructions, etc.) to and reviewed with the Government POC upon completion of the installation. (CDRL A001, Commercial Off-The-Shelf (COTS) Manuals, DI-TMSS-81815)
2.4 Special assembly tools (security hardware wrench, spare parts provided with the furnishings, etc.) shall be provided to the Government POC.
2.5 Removal/Disposal of Existing Furniture Services.
2.5.1 The contractor shall visit Robins AFB, Building 653 prior to the beginning of work to determine any foreseeable obstacles that may hinder the disassembly, removal, and disposal of the existing furniture.
2.5.2 The existing furniture will be disassembled, palletized and removed from Building 653. All disassembled furniture and parts will be hauled to Building 1602, DLA Disposition Services (DRMO) and unload all pallets in area designated by DLA. Require coordination with primary Government POC. Map directions to DLA will be provided by Government POC.

2.6 Installation. The contractor shall utilize manufacturer certified professionals to install the systems and modular furniture in accordance with the approved installation drawings.
2.6.1 The Contractor POC shall coordinate installation dates and times with the Government POC.
2.6.2 The Contractor POC or alternate shall be onsite throughout the installation.
2.6.3 The Contractor POC shall account for relocating the junction boxes several feet back to the wall.
2.6.4 The contractor shall install new systems and modular furniture in accordance with each requirement statement and basic component floorplan, panel plan and electrical plan and provided by the contractor with each purchase.
2.6.5 The contractor shall be liable for any damage to government property caused by the contractor or their representatives.
2.6.6 During installation, the contractor shall protect all furniture and building materials within the space, to include carpet, with industry approved protective coverings inclusive of craft paper, moving blankets, and such type material. The contractor shall not use protective materials that will leave any type of residual print, outline, or imaging on any furniture or building materials. The contractor shall not repair damage to finishes but will be responsible to pay for damages. The Government will make repairs and back charge the installation contractor.
2.6.7 The contractor shall uncrate/unpack all new items and perform required assembly in accordance with the manufacturer instructions
2.6.8 The contractor shall inspect all products for shipping damage. If damage is found, it shall be the responsibility of the contractor to notify the Government POC and make all arrangements for replacement or repair of the item(s) damaged. Damaged items are not to be installed unless otherwise directed by the Government POC.
2.6.9 The contractor shall assemble all new products to conform to the approved installation drawings.
2.6.10 The contractor shall ensure that all communication outlet faceplates are provided with the new furniture and accommodate a standard RJ45 quad port or fiber-inserts that will be provided by the local communications group or general contractor.
2.6.11 The contractor shall remove and dispose of all packing materials associated with the installation.
2.6.12 All trash removed from the worksite shall be disposed of in accordance with state laws. Packaging and other recyclable materials shall be recycled where ever possible.
2.6.13 The contractor shall provide all new components, completely assembled, installed, and operational, including keys in each lock set.
2.6.14 New furniture, equipment, and accessories shall be level, square, and in proper alignment with adjoining furniture. All drawers should operate smoothly and stay closed when not in use.
2.6.15 The contractor shall inspect to ensure the new furniture is free of surface dirt and defects, the installation is complete, and the new furniture is ready for use. The contractor shall only use manufacturer recommended cleaning products.
2.6.16 The contractor shall ensure that all outlets included in the installation are accessible to the user, free and clear of obstacles.
2.6.17 Product installation shall not allow more than two cubicles to be served by a single circuit.
2.6.18 Product installation shall ensure that no more than two duplex outlets (four plug in points) are put onto the same circuit.
2.6.19 Product installation shall ensure that no existing wall outlets or thermostats are covered or concealed by panels or other systems furniture components.
2.6.20 Product installation shall utilize wall mounted applications where possible.
2.6.21 The contractor shall ensure that all communication outlet faceplates are provided with the new furniture and accommodate a standard RJ45 quad port or fiber-inserts that will be provided by the local communications group or general contractor.
2.7 Delivery. The Contractor shall deliver of all items all items no later than nine (9) weeks/FOB Destination after contract is awarded and delivered to representatives in Paragraph 2.8.
2.7.1 Upon delivery, disassembly, removal and disposal of existing furniture, installation and painting shall be completed within two (2) weeks.
Note: Use entrance at South end of building. The facility does not have a loading dock or service elevator. A truck with a lift gate will be required for offloading.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide full-time Government escorts and will be on site with the vendor during delivery, installation, and clean-up until work is completed. No other Government Furnished Property or Services will be provided.
3.0 Contractor Furnished Property. The Contractor shall provide any equipment determined to be needed to meet the requirement; to possibly include, a forklift and licensed driver, pallets, a pallet lift, boxes/containers, etc. A truck with a lift gate will be required for offloading.
4.0 GENERAL INFORMATION.
4.0 Access to Government Facilities:
4.0.1 Base Access and Gate Procedures. All commercial trucks must enter through Robins AFB Gate 4 (Commercial/Truck), for inspection. Gate 4 is open 0500 to 2000, Monday through Friday. Once at Gate 4, be prepared to exit the vehicle and allow for vehicle inspection. The driver must be able to show:
4.0.1.1 Current registration for all vehicles
4.0.1.2 Current proof of insurance for all vehicles
4.0.1.3 Valid driver’s license for each driver
4.0.1.4 Valid driver’s license or other state photo identification for each passenger
4.0.1.5 Deliveries: A current Bill of Lading (BOL) to get delivery driver and the vehicle on base. BOL must include the AF Installation name, date of anticipated delivery and specific destination (including building number, street address, and point of contact information).
4.0.1.6 Depending on the current Force Protection Condition, a Government representative may be required to sponsor those people in person at Pass & ID, building 219.
4.1 Place of Performance. The work shall be performed in building 653 at Robins AFB, Georgia.
4.2 Schedule. The services will be performed between the hours of 7:00 AM and 4:00PM (EST), Monday through Friday, excluding Federal holidays.
4.2.1 Recognized Holidays. Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work on the following Federal holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day, and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
4.3 All Air Force inquiries shall be responded to by the Contractor POC within two business days.
4.4 Meetings will periodically be held between Government personnel and the Contractor to discuss contract status. The Government POC will notify the contractor in writing in advance of the place and time of required meetings.
4.5 The contractor shall be responsible for any storage of all new systems/modular/demountable wall furniture, components, parts and assemblies prior to and during installation in accordance with the agreed upon delivery schedule.
4.6 The contractor shall be finished with the installation in (10) business days. If the installation is required to exceed (10) business days the contractor is required to notify the government (4) business days in advance. The contractor shall provide the government (15) business days’ notice prior to beginning painting/installation.
4.7 Contractor’s Safety Program. (See Appendix C, Part II, Para 7) The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government.
4.7.1 Contractor Safety and Health Plan. Within 10 calendar days after contract award, the contractor shall email a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) to 402mxw.se.wf@us.af.mil. The Safety Plan will be provided to the Safety Office for review. The Safety Office will provide acceptance or non-acceptance within 5 working days of receipt to the government point-of-contact who will notify the CO.

4.7.2 The Contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the government POC who will notify the CO.
4.8 Mishap Notification. (See Appendix C, Part II, Para 5) The contractor shall notify the Safety Office telephonically at (478)-222-0043 during duty hours and (478)-926-3567 after hours, within four (4) hour after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract and employee injuries as a result of the contract operation. A follow-up (written or e-mail) of this mishap/incident notification shall be sent within three calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO) (with a copy to program manager), who will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:

4.9 Agency Affirmative Procurement Programs (formerly GPP). In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
4.9.1 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins AFB Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.
5.0 SECURITY REQUIREMENTS.
5.0 Government Security Regulations. The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), Air Force Instruction (AFI) 31-101, Integrated Defense, and Robins Air Force Base Instruction (RAFBI) 31-101, Installation Security.
5.1 The Government POC shall brief the Contractor on all security requirements prior to the Contractor beginning any work.
5.2 Security Clearance. Actual knowledge and/or generation of classified information and/or Controlled Unclassified Information (CUI) are not expected to be necessary for performance of the contract/order. Contractor personnel are required to comply with security requirements to preclude potential security incidents or violations. If a change in the security classification of the contract/order becomes necessary after contract/order award, the Contractor shall make a reasonable effort to continue performance of tasks under the contract/order in compliance with the change in security classification in accordance with FAR 52.204-2, Security Requirements.
5.3 Access to Government Facilities. The Contractor shall ensure that all Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of that facility.
5.4 Government Automated Information Systems. Contractor personnel will not require access to Government automated Information Systems under this contract. Access to the Robins AFB network will not be required or granted.
5.5 Operations Security (OPSEC). The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs. The Contractor shall ensure Contractor personnel who perform work at Robins AFB or another Government facility comply with the OPSEC procedures of the facility.
5.6 Security Incident or Violation. The Contractor shall immediately notify the Government POC of any potential or actual security incidents or violation.
5.7 Contractor Identification. Contractor personnel share wear Contractor-provided uniforms that are clearly distinguishable from all US military uniforms and shall wear visible identification designating them as Contractors at all times while on Robins AFB.
5.8 Safety Requirements. The Contractor shall be responsible for the safety and health of all Contractor employees, to include providing all necessary Personal Protective Equipment (PPE) (i.e. hearing protection, gloves, steel-toed shoes, safety glasses, etc.) for their personnel. The Government is not responsible for ensuring Contractor compliance with safety requirements that do not present the potential damage to Government resources; to include medical examinations, hearing testing, and substance abuse testing for Contractor employees.
5.9 Contractor’s Safety Requirement: The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees.
5.10 Environmental Management Systems (EMS) Awareness Training. Environmental Management System (EMS). Environmental Management Systems (EMS) Awareness Training: All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB. Notification of training completion shall be sent to the Robins AFB Contracting Officer (CO) to be maintained in the contract file for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.
5.10.1 EMS training is provided by Environmental Management. Request for Robins EMS Awareness training through email at 78ceg.cev.FrontOfc@us.af.mil. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must exercise Option 2.
5.10.2 Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the myLearning website: https://lms-jets.cce.af.mil/. EMS Awareness Training is located under the Air Force Civil Engineer Center (AFCEC) /Air Force Environmental Courses tab. This option is only available to contractors who have a CAC and requires self-enrollment.
5.10.3 Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training.
6.0 Essential Services During Crisis. The Functional Service Manager (FSM) has determined, by placing in writing their decision, that this requirement is not Mission Essential (M-E) in accordance with DFARS 237.76, Continuation of Essential Contractor Services.
