RESPONSE TO QUESTIONS 1
SOLICITATION #FA8571-19-R-A002
1) QUESTION: In reviewing the Purchase Description provided with the RFP, Please provide clarification of the following requirement:
2.4.5.1 The HDSS shall be able to output pulsed and CW signals simultaneously within the frequency coverage envelope specified
Clarification: Does this use case include CW and pulsed signals being generated in multiple frequency bands simultaneously (i.e., 1 pulsed/1 CW in C/D and 1 pulsed/1CW in E/J and 1pulsed/1 CW in K band all at same time)?
ANSWER: Yes. Continuous wave (CW) and pulsed signals shall be able to be generated in multiple frequency bands (entire frequency range) simultaneously.
2) QUESTION: Are intra-pulse modulations needed? If so, specific modulations or arbitrary? What is the maximum instantaneous bandwidth?
ANSWER: Yes. We require intra-pulse modulation capability. Specific Modulations required include Frequency Modulation On Pulse (FMOP, Sinusoidal, Ramp Up and Down, Triangular, exponential and user defined), Frequency Shift Keying ( FSK), Amplitude Modulation on Pulse (AMOP), Linear and Non-linear Chirp / Frequency Modulation on Pulse (FMOP), Pulse Modulation (PM), Unintentional Modulation On Pulse (UMOP), Intentional Modulation On Pulse (IMOP), Phase Modulation On Pulse (PMOP), Barker Codes, and Frank Codes. The IBW per channel shall be 2GHz.
3) QUESTION: Can you describe the installation of this system with the SUT? Is a free-space chamber configuration or direct injection?
ANSWER: We will only be using the simulator in a direct inject setup with the SUT.
4) QUESTION: Are there any requirements on pulse dropout? How many simultaneous pulses per band are required?
ANSWER: We require zero pulse dropout with the pulses per band requirement described in section
2.4.1. C/D -> 7 pulsed threats, E/J -> 10 pulsed threats, and K -> 7 pulsed threats.
5) QUESTION: Will a lab-wide solution such as a generator be acceptable for uninterruptible power?
ANSWER: No. We require a standalone UPS solely dedicated to the simulator.
6) QUESTION: Are there any RF accuracy requirements?
ANSWER:
Freq <= +/- 10.0 kHz PW +/1 1nsec Power +/- 0.5dBm Phase <= 3 degrees RMS phase PRI +/- 1.0nsec FMOP <= +/- 0.1Hz Amp Att +/- 0.5dB TDOA <= +/- 50.0 psec RMS Doppler Freq <= +/- 0.1Hz Elevation <= 0.5m
7) QUESTION: Can you clarify the due date for the RFP?
ANSWER: The due date is 09 May 2019 at 2PM EST.
8) QUESTION: Is it required to use existing threat libraries? If so what format?
ANSWER: We require that the simulator utilize our existing threat library. Our threat library consists of .emt, .scn, .sig, and WDW files.
9) QUESTION: Please confirm is the combined Synopsis/Solicitation posted as Solicitation number FA857119RA002 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?
ANSWER: This requirement was synopsized under FA8571-19-R-TS11 as referenced in posted Solicitation. This is a stand alone and new requirement.
