1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2) This solicitation is issued as Request for Quotation (RFQ) No. FA8571-16-T-0030. This solicitation will be solicited as a 100 % Total Small Business Set-Aside. The applicable NAICS code is 333999 and the small business size standard is 500 employees. (See FAR 19.101 Explanation of Terms for information.)

3) The solicitation document and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular 2005-89, DFARS Change Notice 20160630, and AFAC 2016-0603.

4) The resulting award will be a Firm Fixed Price contract. Contract line item numbers (CLINs) and items, quantities, and units of measure:

Item: Delivery and Installation of AMFF Blast Booth Robot Blasters IAW the attached Purchase Description

(Offerors shall include a price for each subCLIN below.)

CLIN 0001AA 1 ea. Walnut Hull Booth Blaster 1 CLIN 0001AB 1 ea. Walnut Hull Booth Blaster 2 CLIN 0001AC 1 ea. Aluminum Oxide Booth Blaster CLIN 0001AD 1 ea. Glass Bead Booth Blaster FOB: Destination

CLIN 0002 (This CLIN will be labeled as “Not Separately Priced” (NSP) in the resultant contract.)

5) Installation of the first system shall begin no later than 12 months after date of contract award with a total period of performance of no more than 30 months after date of award. Place of delivery and FOB point is Robins AFB, GA. In addition to price, quotations shall include CAGE code, DUNS number, and taxpayer ID number. Quotations should be emailed to SSgt Andrew Speicher (andrew.speicher@us.af.mil) no later than Monday, 29 August 2016, 2:00 pm EDT.

FAR 52.212-1 Instructions to Offerors – Commercial Items (Oct 2015) (Note: Per paragraph (b)(4) of this provision, offers must include a thorough technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. C. RoboGuide Simulation to demonstrate work envelope in Appendix A to verify robot reach.

D. Estimated Schedule

FAR 52.212-2 Evaluation-Commercial Items (Oct 2014) with the following fill-in: The following factors shall be used to evaluate offers: Technical Acceptability and Price. Technical Acceptability is required for award.

Award will be made to the lowest-priced offeror whose proposal is determined technically acceptable.
