I. Contracting Activity.

Contracting Agency: AFSC/PZIOA Organization Activity: 402 CMXG/MXDXA

PR number is F3QCCM6062A001.

II. Nature and/or description of the action being processed.

The Contractor shall provide to the 402d Commodities Maintenance Group (CMXG), Robins Air Force Base, all materials and parts listed on the attached purchase description to produce C-5 assets.

This is a new one time, firm fixed price supply.

III. Description of supplies/services required to meet agency needs.

C-5 parts and materials only (attached - full list of items on parts and materials list). The government will coordinate pick-up of the parts and materials within 90 days of contract award.

The government will be packaging and shipping the items to Robins AFB, GA.

Type of money to be used is DMAG funds.

Estimated value of the J&A is

IV. Statutory authority permitting Other than Full and Open Competition.

10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2, Unusual and Compelling Urgency.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Marianna Airmotive Company used to provide the materials and parts but sold their entire inventory to Honeycomb of America, Inc. 402 CMXG needs to purchase these parts to rapidly produce C-5 assets. The government will be packaging and shipping the items to Robins AFB, GA.

WR-ALC is currently standing up the C-5 program. There is a back log of 3-4 years to procure all these items but Honeycomb of America, Inc. can provide immediate availability of specified parts and materials.

Marianna Airmotive has been under contract to repair and overhaul critical large C-5 assets for the last 20 years. The contract with Marianna Airmotive Company is currently in default and the company has been dissolved. Many of the OEM's or alternate suppliers for the parts and stock (CFM) for the repair and overhaul of these large assets have been out of business for many years or these items have a long lead time for procurement. Marianna Airmotive has spent the better part of the last 20 years building up stock, locally sourcing and manufacturing, and procuring these parts and stock to have on hand to overhaul and repair these large C-5 assets. Honeycomb of America has just purchased all of this CFM from Marianna Airmotive Company.

The current contract with Marianna Airmotive Company, as previously stated, is in default and the company has been dissolved, therefore, production of fifty-three critical C-5 assets, to include Main Landing Gear Doors, Clam Shell Doors, Center Door, Spoilers, Forward and Aft Ramps, misc.

panels, has ceased. The Air Force is at risk today for 18 separate NSN's totaling $13.5M, as there are no serviceable assets available worldwide. There is inherent future risk for another 32 NSN's, worth $3.5M, because no depot repair capability currently exists. The Full Year 2016 demand for these assets, which CMXG has been asked to produce, is $45.9M. Without production of these assets, C-5 Programed Depot Maintenance cannot be completed and potentially C-5 aircraft worldwide could be grounded. Without the purchase of this CFM from Honeycomb of America, CMXG cannot begin the immediate production of these C-5 Assets. There are both backorders and MICAPs against many of these items.

Robins DLA and the Robins AFSC/LG supply chain liaison have reviewed the full list of items in stock at the Marianna Facility. The government is seeking to purchase the critical CFM's identified for purchase because there are no existing contracts in place or immediate stock cannot be purchased to meet demands required for the overhaul of C-5 assets. Both DLA and AFSC/LG are in support of purchasing this CFM to bridge the gap, until the multitude of contracts and the supply chain for these 1300+items can be established. Timing could take up to a year to contract, source and fill supply lines for CMXG. Without the purchase of this CFM, CMXG will not be able to overhaul and repair the aforementioned C-5 assets, which will result in grounded aircraft. These parts were by March 30, 2016 at Robins AFB to avoid a work stoppage in CMXG.

Over the next year at Robins AFB, there are 9 PDM aircraft and 6 UDLM aircraft schedule for maintenance. All of these aircraft are at risk for work stoppage for these 35 critical NSN's without immediate stand up of the production lines in CMXG. Again, CMXG cannot perform overhaul of these assets without this CFM located at Honeycomb of America.

CMXG is ready to begin overhaul and repair of the 53 critical assets to restock the supply shelves, fulfill the existing worldwide backorders, and eliminate the MICAPs, which have surfaced over the last 6 months since production at Marianna ceased. CMXG must have this CFM on hand, which neither DLA or AF Supply can quickly procure. Although contract FA8538-16-D-0005 was awarded to Engineering and Software System Solutions on 29 February 2016, it will take that vendor 18 months or more to acquire tooling, plan workload, produce first articles and to procure the same CFM to produce any of the needed assets. This will not meet the demand for the C-5 platform.

The only option, to ensure C-5 planes are not grounded, is to immediately purchase this CFM from Honeycomb Company of America for CMXG at Robins AFB.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Due to urgency, this requirement will not be synopsized nor posted to the Fedbizopps website.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Price analysis will be performed on this requirement and negotiations will be held to ensure that the government receives a fair and reasonable price.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market Research, in accordance with FAR Part 10, was conducted on 15 January 2016 to determine whether changes have occurred that offer potential solutions other than that provided by Honeycomb of America. Market Research findings were gathered using the Dynamic Small Business Search queries.

A Dynamic Small Business Search query was performed for NAICS code 336413 with keywords (aircraft parts) for 8(a), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB), and Small Disadvantaged Businesses with the following vendor profile results:

Economic Group; Firms Found; Capability 8(a); 14; None Capable HUBZone; 0; None Capable Service Disabled Veteran Owned Small Business; 38; None Capable Woman Owned Small Business; 76; None Capable Total Query Results: 128; None Capable because they cannot meet the Government's urgent need date.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

X. List of sources, if any, that expressed interest in the acquisition.

See Section VI above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

This is a onetime procurement to purchase the residual inventory from the Marianna Airmotive acquisition by Honeycomb of America. The follow-on contract for C-5 parts and equipment was awarded on 29 February 2016 in the Supply Chain contracting division to Engineering and Software System Solutions and this contract will be the vehicle used for all future C-5 parts requirements.
