28 MAY 2015

1.0. DESCRIPTION. The 402d Maintenance Wing Material and Engineering Test Laboratory Flight (802 MXSS/MXDTA) requires the procurement of one Inductively Coupled Plasma – Optical Emission Spectrometer (ICP-OES) to replace the current outdated model. The laboratory primarily uses this instrument to support the analysis of first articles to determine the type of metal alloy and insure that the sample meets the specifications for the Air Force.

The ICP-OES provides the analytical accuracy that the first article analysis of metal alloys need. The ICP-OES is required for material alloys where the sample size is not large enough to analyze utilizing other analytical instruments.

1.1. The Contractor shall provide all tools, labor, parts, materials, and equipment necessary to install, set-up, and configure the ICP-OES for use by the Government in building 323 at Robins Air Force Base (RAFB), GA. The Contractor shall provide the following:

1.1.1. Delivery and set up of an ICP-OES, desktop computer and laser printer to be used in conjunction with the ICP-OES.

1.1.2. Configuration of the ICP-OES, computer system and all components, drivers, and operating software. The Contractor shall ensure that all computer systems and components, drivers, and operating software are compatible with the base’s operating systems.

1.1.3. Perpetual software licenses for all software required for the use of the ICP-OES and desktop computer.

1.1.4. On-site operator training for the ICP-OES and computer system. Training shall include on-site familiarity training with the service engineer after installation and testing are complete. Minimum of two (2) day class for use of the ICP-OES and software at the Contractor’s technical center.

1.2. The ICP-OES shall meet the following required characteristics:

Possess a radial system in order to accommodate the laboratories applications.

Possess a wavelength range of 166nm to 847nm and full coverage of the entire range.

Possess a CID detector.

Must be HF resistant, parallel path nebulizer intended for the analysis of samples containing HF acid and samples containing high levels of dissolved solids.

iCAP 7000 Radial HF Kit.

Possess a large capacity autosampler.

In order to be conservative on Argon gas system should use 3 L/min gas flow while running and 1 L/min while on standby.

1.3. The computer and printer shall meet the following required characteristics:

Operating System: Windows 7

Extra RJ45 Port

Keyboard and optical mouse

Minimum 22” Monitor

Multiple USB Ports

Medium duty laser jet printer with USB device cable

1.4. ICP-OES System Controller and Operating System Requirements

Control and Measurement Software for Windows

Data processing software o Allow analyst to add wavelengths, create methods, analyze samples and post-process the data while the ICP-OES is acquiring data.

o Allow access to two analysis modes, normal and speed in order to save time during data acquisition.

1.5. Maintenance of the ICP-OES

1.5.1. The Contractor shall provide technical support via telephone or internet Monday through

Friday 9:00 AM to 4:00 PM (EST).

1.5.2. The Contractor shall provide one preventive maintenance visit within one year of the installation date.
