Enterprise Contracted Logistics Support (ECLS) Industry Day, 15 Apr 2016

Questions and Answers

1. Question: What kinds of hazardous materials are involved with this requirement?

Answer: Only standard industrial chemicals are involved, no hazardous materials.

2. Question: Once equipment is handed over to the contractor, how will sustainment of the equipment be handled?

Answer: The plan was to have a task order for one-time repair of equipment. Once equipment is repaired to serviceable condition, the Government would issue the equipment to the contractor as GFE to maintain going forward. After the discussion at Industry Day, we understand the concern about costs involved in maintaining older equipment. We will look into an alternative that will reimburse the cost of maintenance costs to the contractor.

3. Question: Will we include the age and value of the GFE in our requirement? Can we furnish a history of equipment repairs?

Answer: We would consider this but after Industry Day discussions, the Government agrees that the risk should be ours so we are examining how to restructure the requirement to cover the cost of repairs to the subject equipment.

4. Question: How many COTS buys are there?

Answer: 7 to 10 per week; 500-600 items per year, average annual cost of $800K.

5. Question: Will a draft RFP be issued this year?

Answer: Yes, likely late this summer.

6. Question: Is this an aggregated requirement?

Answer: Yes, the Commander wants to encompass an enterprise approach to total lifecycle logistics support and supply chain management. This requirement encompasses as much logistics support as we can reasonably consolidate into one effort at this time.

7. Question: Are we looking at sustainment of ALMSS with this requirement?

Answer: Not at this time, possibly in the future.

8. Question: Will there be any ALMSS training?

Answer: We plan to provide ALMSS familiarization training as needed. However, the personnel need to come fully qualified in their functional discipline.

9. Question: Will we be reviewing resumes?

Answer: No, it is the company's responsibility to make the hiring decisions. If an employee is later found to be unqualified for the position he/she was hired for, we might question the company concerning the employee's qualifications. However, the company is responsible for reviewing the qualifications of any potential employees. We will want to know how the contractor plans to fill key positions. Key personnel need to know the ALMSS system, so that they can mentor/assist subordinate employees.

10. Question: Who is the current incumbent, and how many FTEs are on contract currently?

Answer: The incumbent is The Ginn Group, and we have approximately 42 FTEs at this time.

11. Question: Why did we not use the OASIS contract?

Answer: OASIS is A&AS (Advisory and Assistance Services) funded. Our ECLS requirement is appropriately CLS (Contractor Logistics Support) funded as it involves hands-on support rather than advisory and assistance support.

12. Question: Do we provide support to the breakout program?

Answer: Yes.

13. Question: Where will the growth be for the additional support required?

Answer: The growth will be in the technical/sustainment analysis area for C2ISR weapon systems.

14. Question: Will there be handling of classified material, and do we store in safes?

Answer: Yes, we have a controlled area set aside for this. The maximum approved classification for this area is Secret which is contrary to what was discussed at Industry Day.

There are no TS materials stored in the warehouse. TS access is program specific and stored in program areas with appropriate security containers.

15. Question: Are unmanned vehicles and JSTARS part of this requirement?

Answer: Predator/Reaper is, but not JSTARS. Global Hawk is not part of ECLS currently but may be some time in the future.

16. Question: Will the contractor have to have a TS facility clearance in order to bid this requirement?

Answer: Yes. Awardee will be expected to perform upon contract award. Average wait time for TS clearance is currently estimated to extend beyond 1 year; we cannot afford a lapse in coverage for an entire ordering period or longer.

17. Question: Will this requirement be announced on FedBizOpps or the ARC?

Answer: FedBizOpps

18. Question: Do we anticipate more TS positions going forward?

Answer: We do not know for certain at this time. TS positions are primarily materiel management supporting and program specific.

19. Question: Do we anticipate ramping program(s) off and adding other new program(s)?

Answer: Possibly, but we do not anticipate any large requirement fluctuations. Our plan at this time is to use an IDIQ contract which will allow us flexibility to place orders as needed, but this is subject to acquisition strategy approval at this time.

20. Question: Will we look at relevant past performance?

Answer: We are awaiting an acquisition strategy decision before we can answer this.

21. Question: What does para 4.6 of the PWS cover?

Answer: This section covers sustaining engineering, which mostly supports COTS. There are no installation requirements; assets are shipped to the field where they are installed by military or OEM field support representatives.

22. Question: How is equipment accounted for?

Answer: ALMSS is the primary method of equipment accountability.

23. Question: How much CAV-AF is involved with this requirement?

Answer: Most is handled by the programs, but we will work to quantify in the PWS.

Addendum: This question had us review the requirement, and we have determined there are no CAV-AF items so this requirement is being removed from the PWS.
