1.0 Description of Services
The Contractor shall provide qualified C-130H-1 aircrew to perform ferry flights to/from any designated repair station and to/from Kabul, Afghanistan (ICAO Code OAKB) or other designated South West Asia Area of Responsibility (AOR) location as determined by the United
States Government.
1.1 Objective(s): This Performance-based Work Statement (PWS) describes the services required to safely ferry an aircraft to/from Kabul, Afghanistan, or another designated South West
Asia AOR location as determined by the Government, and any authorized repair station for
Programmed Depot Maintenance (PDM), Isochronal Inspection (ISO) and discrepancy repairs.
These services include an aircraft ferry delivery service by qualified C-130H-1 aircrews to include any or all activities to and from pick-up and drop-off destinations.
1.2 Benefit to United States Air Force (USAF):
This acquisition will benefit the Government by providing support to Government of
Independent republic of Afghanistan (GIRoA), the North Atlantic Treaty Organization (NATO)
Train, Advise, Assist Command – Air (TAAC-Air) command, specifically the 438th Air
Expeditionary Wing (AEW) located at Hamid Karzi International Airport, Kabul Afghanistan directly supporting Operation RESOLUTE SUPPORT. Force structure changes has limited the number of USAF qualified C-130H aircrews in Afghanistan. As such, any use of deployed aircrews to support the movement of aircraft to/from Kabul and any authorized repair facility will have an immediate negative impact on the 438th AEW’s ability to meet Operation
RESOLUTE SUPPORT C-130H training objectives for the Afghanistan Air Force. Air Mobility
Command has completed their conversion from C-130H to C-130J aircraft and has no qualified aircrews to support this requirement. Additionally, the USAF Reserves and the US Air National
Guard are unable to support due to man-day/training day constraints. This requirement will allow the 438th AEW to continue to meet Operation RESOLUTE SUPPORT training requirements, while supporting the safe delivery of aircraft during the C-130 ISO inspection cycle.

3.0 Government Property and Services
3.1 Government Property: USG Fuel Credit Cards, Aircraft Jacket files and Fly-Away kits are considered a part of the aircraft and will not be accountable as Government Furnished
Property (GFP).
3.2 Contractor Responsibility for Ground and Flight Risk:
The Contractor shall be responsible for limited liability insurance IAW DFARS 252.228.7001
Ground and Flight Risk.
3.3 Base Support
The Government will provide the Contractor with living facilities, sustenance, and force protection while in transit at Kabul, Afghanistan.
3.4 Government Facilities:
The Government will provide the Contractor with temporary living facilities at Kabul, Afghanistan. Temporary living facilities at all other locations would be subject to current guidance in the FAR and JTR, and included in travel expenses.
3.5 Government Systems:
Access to Government system(s) will not be required to perform tasks under the contract/order with the exception of Aircraft and Personnel Automated Clearance System (APACS) and
Synchronized Pre-Deployment and Operational Tracker (SPOT).
4.0 Technical Requirements
a. The Contractor shall provide qualified C-130H-1 aircrew to perform ferry flights as directed by the USG. Aircrew composition includes qualified
1. C-130H-1 Pilot (1 each) ,
2. C-130H-1 Co-pilot (1 each)
3. C-130H-1 Flight Engineer (1 each)
4. C-130H-1 Navigator (1 each) with APN-59 radar experience
5. C-130H-1 Loadmaster (1 each)
6. C-130H-1 Crew Chief (1 each), A&P License or United States Air Force 5 Level or higher certification required.
Note: The Contractor shall certify their employees by verifying experience, special training and qualifications. In no case will the Government certify contractor personnel.
b. The contractor shall operate the C-130H-1 aircraft, associated systems and instrumentation using proper and thorough preflight, in-flight, and post-flight procedures in compliance with USAF C-130H flight operations manuals and checklists.

c. If required, the Contractor shall perform all required paperwork to obtain authorized access to International Security Assistance Force (ISAF) compound for all aircrew members. Travel in or out of Kabul, Afghanistan shall only be at the ISAF complex.
Aircrew shall not be required to carry weapons however may be required to wear body armor.
d. The Contractor shall deploy a ferry flight crew to the directed location within ten (10) calendar days of notification.
e. The Contractor shall strive to take off from start location and land at end location within
1 day of schedule unless there are unforeseen delays
f. The Contractor shall provide all clearances for landing fees for flight at all intermediate waylay stops, if required. If a landing is required at a non-DoD facility, see section 4.3 concerning O&A.
g. The Contractor shall submit an approved flight clearance IAW approved Federal
Aviation Administration/International Civil Aviation procedures.
h. The Contractor shall complete all prefight/flight planning. Preflight/flight planning shall include, but not be limited to: obtaining airspace clearances for the desired route, obtaining current, enroute and forecast weather for the flight; completing appropriate flight planning and flying requirements; and outlining crew duties, communications plans, and safety of flight requirements.
i. The contractor shall be familiar with Notice to Airmen (NOTAM)/Temporary Flight
Restrictions (TFRs), Instrument Flight Rules (IFR)/Visual Flight Rules (VFR)/Instrument procedures in an European Aviation Safety Agency (EASA)/Federal Aviation Agency
(FAA) environment.
j. The Contractor shall provide any required individual flight related professional equipment. Aircraft life support equipment will be provided IAW aircraft Technical
Orders such as individual parachutes, life preservers, Quick Don O2 Masks, First Aid
Kits, and walk around O2 bottles.
k. The Contractor shall maintain a Government approved flight operations program in compliance with ferrying military/commercial aircraft. If reqested by the government, the
Contractor shall provide a copy of an approved Government Flight Representative (GFR) certification.
l. If requested by the government, the Contractor shall submit a GFR signed Request for
Flight Approval (DD Form 644).
m. If requested, the Contractor shall submit a GFP signed Request for Government Approval for Aircrew Qualifications and Training (DD Form 2627).
n. The Contractor shall be responsible for debriefing the aircraft within six (6) hours upon arrival at final destination(s).
o. The Contractor shall be responsible for removing the aircraft armor before or upon arrival to the repair location and reinstall aircraft armor before arrival into Kabul, Afghanistan.
p. The Contractor will be required to participate in debrief operations and update aircraft forms with accurate flight hours and any aircrew identified discrepancies.
q. The Contractor will be required to pre-flight aircraft and Exceptional Release.
r. The Contractor shall immediately coordinate the following information with the Program
Office if the aircraft breaks at any location enroute:
1. Aircraft discrepancy
2. Detailed information on the anomaly

3. Any troubleshooting that was performed by the crew
4. Recommended parts required if known

s. The Contractor shall notify the Program Office via email, telephone call or text daily with the aircraft planned departure time, landing time and location, and aircraft status. The current Program Office POCs are:

t. The Contractor shall support any or all ground activities associated with post flight pre-
ISO induction as directed by the USG.
u. The Contractor shall be responsible for pre-flighting the aircraft after Government acceptance of the ISO completion.
v. If directed by the USG, the Contractor shall act in a supporting role by allowing members of the Afghan Air Force to perform co-pilot, flight engineer, navigator or load master duties on aircraft delivery flights. NOTE: If an AAF entity were requested to participate, then a TAAC-Air advisor would also be present.
w. The Contractor shall be aware of airspace overflights for specific countries e.g. Pakistan.
4.1 Period and Place of Performance:
4.1.1 Contract/Order Period of Performance: The period of performance shall be for one (1) base year and four (4) 12-month option years. Total period of performance shall not exceed 60 months from date of contract award.
4.1.2 Place of Performance: The place of performance is Kabul, Afghanistan or another designated South West Asia AOR location as determined by the Government.
4.2 Travel:
Performance under this contract will require domestic and international travel by contractor personnel. The Contractor shall make all necessary travel arrangements for its personnel. All travel requests for Contractor personnel shall be submitted a minimum of ten (10) business days in advance of departure unless otherwise agreed upon. Contractor personnel will not travel unless approved by the PCO. Contractor travel shall be conducted in accordance with FAR 31.205-46, Travel Costs. Travel requests shall be submitted electronically.
5.0 General Information
5.1 Continuation of Mission-Essential Services During a Crisis:
The Functional Commander (FC) or civilian equivalent has determined these services are not mission-essential and services will not continue in the event of a crisis.

5.2 Security Requirements
5.2.1 Actual knowledge and/or generation of classified information and/or Controlled
Unclassified Information (CUI) are not expected to be necessary for performance of the contract/order. Contractor personnel are required to comply with security requirements to preclude potential security incidents or violations If a change in the security classification of the contract/order becomes necessary after contract/order award, the Contractor shall make a reasonable effort to continue performance of tasks under the contract/order in compliance with the change in security classification in accordance with FAR 52.204-2, Security Requirements.
5.2.2 Security Regulations: The Contractor shall ensure personnel, information, systems, property, facility and international security requirements are met. The Contractor shall comply with all applicable security regulations and clauses listed in the contract.
5.2.3 Operations Security (OPSEC):
The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall ensure compliance with DoDD
5205.02E and DoD Manual 5205.02-M to protect United States (U.S.) Government interests.
5.2.4 Security Clearance:
Contractor personnel shall not require security clearances for proper accomplishment of contract/order requirements. Contractor personnel shall not be authorized access to classified information and/or CUI and classified items or be permitted to work on classified projects and/or programs without a valid security clearance and a need-to-know. If security clearances become necessary after contract/order award, the Contractor shall ensure applicable Contractor personnel obtain valid security clearances appropriate to the access required for proper accomplishment of contract/order requirements.
5.2.5 Access to Government Facility or Military Installation:
The Contractor shall ensure Contractor personnel who require access to a Government facility or military installation comply with the security requirements of the facility or installation. The
Contractor shall ensure Contractor personnel who require access to a USAF installation comply with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. Contractor personnel requiring access to the Kabul
Afghanistan facility shall have a valid Letter of Authorization (LOA). The LOA is a
Synchronized Pre-Deployment and Operational Tracker (SPOT) generated document.
5.2.6 Common Access Card (CAC):
CAC will not be required unless any way point involves Al Udied, Qatar (ICAO Code OTBH). If any way point includes Al Udied, the contractor shall either have a valid CAC for each of the crew members or shall be registered in the Defense Enrollment Eligibility Reporting System
(DEERS) for a CAC to be issued on the spot at Al Udied.

5.3 Environmental Management System (EMS):
Executive Order (E.O.) 13423, Strengthening Federal Environmental, Energy, and
Transportation Management, and E.O. 13514, Federal Leadership in Environment, Energy, and
Economic Performance, establish the requirements for an EMS.
In accordance with the Secretary of the Air Force (SAF) Policy Letter, Conformance with Air
Force Environmental Management System (EMS) Requirements for Contracts Performed on Air
Force Installations, dated 11 Dec 06, and the Air Force Materiel Command/Vice Commander
(AFMC/CV) Policy Letter, Conformance with Air Force Environmental Management System
(EMS) Requirements for Contracts Performed on Air Force Installations, dated 1 Aug 07, Contractor personnel who perform work on any USAF installation shall comply with the EMS requirements established by the installation.
Foreign Military Sales (FMS) Exemption: The EMS requirement applies only to services performed on a USAF installation, not a foreign Government facility or foreign military installation; therefore, the EMS requirement does not apply.
5.4 Green Procurement Program (GPP):
Under Secretary of Defense Memorandum, Establishment of the DoD Green Procurement
Program, dated August 27, 2004, establishes the requirement for a GPP. In accordance with
FAR 23.101, Sustainable Acquisition Policy / Definition, the GPP requirement applies to all acquisitions, including services, using appropriated Government funds. The GPP is a mandatory federal [Government] acquisition program that focuses on the purchase and use of environmentally-preferable products and services. In accordance with FAR 23.404, Agency
Affirmative Procurement Programs, the GPP requires 100% of purchases of Environmental
Protection Agency (EPA)-designated products, included in the Comprehensive Procurement
Guidelines (CPG) list, contain recovered materials unless the item cannot be acquired competitively within a reasonable timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
FMS Exemption: The GPP requirement applies only to acquisitions using appropriated U.S.
Government funds; therefore, the GPP requirement only applies to the U.S. Government-funded portions of this acquisition.
5.5 Safety Requirements:
The Contractor shall comply with all local aircraft pick-up and drop-off location safety procedures.
5.5.1 Mishap Notification/Investigation:
In accordance with AFI 91-204, Safety Investigations and Reports, the Contractor shall report mishaps involving damage or injury to USAF interests. The Contractor shall ensure the USAF is

notified of mishaps. The Contractor shall contact the Contracting Officer’s Representative
(COR), if available, or PMO by telephone within 8 business hours and the Contractor shall cooperate with USAF safety investigations.
5.6 Inspection of Services:
In accordance with FAR 52.246-3, Inspection of Supplies - Cost-Reimbursement; FAR 52.246-4, Inspection of Services - Fixed-Price; FAR 52.246-6, Inspection - Time-and-Material and Labor-
Hour; and/or FAR 52.246-11, Higher-Level Contract Quality Requirement, the U.S. Government reserves the right to inspect Contractor performance.
In accordance with FAR 52.246-4 and/or FAR 52.246-6, the Contractor shall maintain an inspection process acceptable to the U.S. Government. The Contractor shall maintain records of inspections which shall be made available to the U.S. Government as long as the contract requires.
5.7 Trafficking in Persons:
The Contractor shall comply with FAR 52.222-50, Combating Trafficking in Persons. Additional information about Trafficking in Persons is available at the Department of State’s Office to
Monitor and Combat Trafficking in Persons. http://www.state.gov/j/tip
In accordance with the Department of Defense COR Handbook section on Combating
Trafficking in Persons, the COR(s) must inform the PCO if the contractor/subcontractor and/or contractor/subcontractor personnel fail to comply with the requirements of FAR 52.222.50. The
PCO must convey the information to DoD Combat Trafficking in Persons (CTIP) Law
Enforcement and Support / Office of Under Secretary of Defense (OUSD) Personnel and
Readiness (P&R) Defense Human Resources Activity (DHRA).
5.8 Invoicing/Payment and Receipt/Acceptance:
In accordance with DFARS 252.232-7003, the Contractor shall submit payment requests
(invoices, Receiving Reports or combos) and receipt/acceptance documents via IRAPT
(Invoicing, Receipt, Acceptance, and Property Transfer formerly known as Wide Area Workflow
(WAWF).
CDRL deliverables may be submitted using IRAPT or be submitted directly to U.S. Government personnel in accordance with the CDRL. The CDRL will determine submittal requirements;
however, separately priced data must be accepted in IRAPT in order for the Contractor to receive payment, and both separately priced and non-separately priced data must be accepted in IRAPT in order for the contract line item to be closed out.
Services will be accepted by the PMO.
