QUESTIONS AND ANSWERS #3

APRIL 24, 2017

1. Question: Reference RFP, Page 51, 52, 53, Section L and Section M, Sub-factor TWO: Management Approach, paragraphs 36 and 31. These sections required offerors to provide a projected spending rate and estimated man hours as part of the proposal. Offeror requests the Government consider this requirement unnecessary and not applicable to an FFP contract type and remove the requirement from the RFP. NOTE: This question is not related with Contractor Manpower Reporting requirement which we understand is mandated to be accomplished annually after contract award.

a. Answer: The Government will require this information to ensure that offerors pricing is balanced. Additionally, this information will provide additional information to the technical team to ensure that each offeror understands the requirements of the performance work statement and solicitation.

2. Question: The requirements in the Statement of Work do not specify requirements for NVIS

Compatibility. Is there a requirement for all added equipment to be NVIS compatible? Can this requirement be met with NVIS filters?

a. Answer: NVIS compatibility is not a requirement.

3. Question: CLIN 0006 requires delivery of "Initial Spares (Provisioning) and references SOW Paragraph 4.8.6. First, we assume this is an erroneous reference and is meant to reference SOW Paragraph 4.7.6. Second, SOW Para 4.7.6 requires delivery of "three spare kits" and mentions inclusion of all Line Replaceable Units". Typically, Group B kits include the LRUs (including Antennas). Is the Government looking for 3 complete Group A and Group B kits or just 3 Group B kits (to include all LRUs and Antennas)?

a. Answer: Amendment 02 changed CLIN 0006 PWS reference to Para. 4.7.6. The requirement is for a total of three spare kits composed of Group B kit LRUs.

4. Question: The PWS States that the new ADS-B solution will interface with the existing Mode S MST- 67A Transponder indicating that the current transponder will remain in the aircraft with the ADS-B System. However, the current Transponder control head for the MST-67A will not allow entry of all of the information required to for ADS-B out. Installation of a control head that provides enough information could mean two transponder control heads in the aircraft simultaneously. Is dual control heads acceptable to the Government?

a. Answer: Yes, dual control heads would be acceptable.

5. Question: The DoD AIMS Program Office is responsible for testing and certification for of new transponder/IFF systems placed installed on USAF aircraft to certify airworthiness and operational performance in accordance with DoD AIMS 03-1000. Transponder Ground Test Plans are required to be compliant with DoD AIMS 03-1102, and Transponder Flight Test Plans are required to be compliant with DoD AIMS 03-1103. There is no specific mention of DoD AIMS testing in the PWS. In fact, PWS Paragraph 4.6.3 states the Contractor shall deliver a MACC for both test and operational flight release, along with all referenced documentation in order to support USAF certification of the Aircraft in accordance with the IMS. Additionally, PWS Paragraph 4.9.1 states the Contractor shall provide technical and engineering support to the LDTO for any ground and flight tests required to verify system operation IAW the TRD. PWS Paragraph 4.11.11 states the Contractor hosted TPWG will develop and document the ground and flight testing processes and procedures required to certify the H-1 modification flight worthy with input provided from the LDTO. Is the DoD AIMS certification testing required and will the LDTO be responsible for coordinating the use of DoD test facilities, providing the specialized test equipment that is to be utilized for DoD AIMS certification of the TH-1H ADS-B system, and ensuring DoD AIMS certification of the installed system if it is required?

a. Answer: The Government has coordinated with the DoD AIMS office and since the current transponder is anticipated to remain, the ADS-B hardware solution will require an FAA Supplemental Type Certificate (STC) in order to satisfy AIMS certification requirements. The Government, with input provided by the Contractor, will work with the DoD AIMS office to satisfy all AIMS requirements. The LDTO in conjunction with the TH-1H Program Office will coordinate the use of any DoD test facility and/or test equipment required.

6. Question: AFI 63-137 requires CNS/ATM Tailored Performance Matrices to be developed and included in the Airworthiness Certification Basis for most USAF projects with CNS/ATM modifications? The CNS/ATM performance matrices are not mentioned in the PWS. Are the requirements of AFI 63-137 applicable to this modification?

a. Answer: Yes, the intent of AFI 63-137 applies to this modification. PWS Para 4.6.1 provides the source for Performance Requirements and CDRL A00H identified in PWS Para 4.10.4 is intended to satisfy the Tailored Performance Matrices, identified in AFI 63-137.

7. Question: Will the pin out of the ESCADU be made available, to the successful offer, after contract award?

a. Answer: The Penny and Giles Enhanced Software Configurable Air Data Unit (ESCADU) part number D51610-1704 is integrated with the ARINC 429, MFDs and GPS. The successful offeror will have access to all wiring drawings and Technical Orders required to complete this modification.

8. Question: Will an update to the RTCA/DO-178B certified software for the MFDs be required as part of this modification, or will the MFD software be updated as part of a future OFP block cycle release?

a. Answer: No, any/all MFD software updates will be coordinated by the Government with the MFD OEM.

9. Question: Does the page count provided by the Government include the front matter for each manual that is required to be modified when the material in the body of the TO is changed? Can we assume that the page count provided for the Technical Orders does not account for new material (text and graphics pages) that would have to be added to document the ADS-B system?

a. Answer: No, the page count initially provided does not include the front matter.

However, the Government is providing a revised page count estimate that includes the front matter. The pages are current estimates and do not include any changes as a result of this program.

10. Question: Can you please provide the model and part number of the current TH-1H transponder system test set used by the Government at Cairns Army Airfield, AL?

a. Answer: Tel-Instrument Elec Corp, Model# T-47G, Part # 90000087
