1.0 Description of Services: This PWS establishes the services required for the TH-1H aircraft to comply with Title 14 of the Code of Federal Regulations (14 CFR) Part 91, § 91.225 and §

91.227 requiring ADS-B OUT performance when operating in designated classes of airspace within the U.S. National Airspace System (NAS) after 1 January 2020. ADS-B is the transition from the current NAS to the Next Generation Air Transportation System. The primary purpose of this effort is to accomplish an antenna placement analysis, non-recurring engineering for system integration, design reviews, development of Airworthiness documents, aircraft integration technical data packages, kit-proof support, trial installation support, ground and flight test support, and fielding support.

1.1 Objective(s): All work performed under this PWS will be in accordance with the publications, technical manuals and specifications identified herein. All activities/services shall be under the guidance of Government personnel. The Contractor shall furnish all necessary labor, supervision, equipment, tools, materiel, consumable supplies and facilities, except as otherwise noted herein. The ADS-B requirement shall also include the deployment of a Contractor Field Teams (CFT) for installation. The Contractor shall possess current, direct aircraft maintenance and extensive logistics and program management knowledge of and experience on the TH-1H helicopter or other rotorcraft. The Services Summary highlights and establishes performance standards for the following tasks: provide an Integrated Master Schedule (IMS) and adhere to all schedule performance parameters as described in the IMS, provide quality (accurate, thorough, and errorless) and timely delivery of Monthly Status Reports (MSR), provide quality Contract Data Requirements List (CDRL) deliverables, provide timely CDRL deliverables, and establish/maintain Contractor Manpower Reporting in eCMRA to include Order Data, Contact Data and Location Data. The Contractor shall also ensure all Contractor aircraft technicians have required qualifications in accordance with PWS paragraph 4.0 Technical Requirements. This service is to be performed primarily at the Contractor’s facility with travel to a location capable of supporting the aircraft and CFT for installation.

1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by allowing the TH-1H helicopter to provide uninterrupted undergraduate pilot training meeting the mission and training requirements established by the Air Force Air Education Training Command (AETC). This requirement cannot be fulfilled organically due to lack of Government owned technical details involving the fielded avionics suite onboard the aircraft.

1.3 Background: On 28 May 2010 the Federal Aviation Administration (FAA) announced the Final Rule on ADS-B OUT performance requirements to support Air Traffic Control (ATC) services. The mandate requires aircraft operating in controlled airspace within the continental United States to be equipped with ADS-B Out no later than 1 January 2020. The rule has since been incorporated in 14 CFR Part 91, § 91.225 and § 91.227. Due to the change in Federal Regulations, the TH-1H helicopter must be in compliance when operating in designated classes of airspace within the NAS by 1 Jan 20. ADS-B is a next generation surveillance technology incorporating both air and ground aspects that provide ATC with a more accurate picture of the aircraft’s three-dimensional position in the enroute, terminal, approach, and surface environments. The aircraft provides the airborne portion in the form of a broadcast of its identification, position, altitude, velocity, and other information. The ground portion is comprised of ADS-B ground stations, which receive these broadcasts and direct them to ATC

PR: FD2060-17-30434 PWS Revision 2 4 automation systems for presentation on a controller’s display. In addition, aircraft equipped with ADS-B IN capability can receive these broadcasts and display the information to improve the pilot’s situational awareness of other traffic.

2.0 Services Summary (SS):

Provide an IMS and adhere to all schedule performance parameters as described in the IMS.

4.4 A draft IMS shall be submitted 10 business days after

contract award and shall be reported on/updated through MSR. The Government will have 10 business days to approve/disapprove draft. The Contractor shall have five business days to resubmit the draft if changes were deemed necessary by the Government. The Contractor shall remain within five business days of schedule parameters set forth in the IMS unless revised. Any revision must be requested in writing and approved by the Government. The Contractor shall be held to the same five day standard described. The Contractor shall not exceed three schedule slippage incidents for the duration of the program.

Provide quality (accurate, thorough, and errorless) CDRL deliverables

4.2.1 There shall be no more than one rejection of each

deliverable. There shall be no more than two total rejection(s) of deliverables each contract year. The Government will reject a deliverable if one or more technical errors or five or more minor errors are found within the deliverable. A technical error is defined as the format not being in accordance with the CDRL or the content not being accurate and complete in accordance with the CDRL, PWS or contract. A minor error is defined as a typographical or grammatical error. The rejected deliverable shall be corrected and resubmitted within 10 business days of notification of Government rejection.

Provide Timely CDRL deliverables.

4.2.2 There shall be no more than one late submission of

deliverables each contract year. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government.

Establish and maintain Contractor Manpower Reporting.

5.8 - 5.8.3 Within 30 calendar days of contract/order award, the Contractor shall establish a record for the contract/order in eCMRA including Order Data, Contact Data and Location Data and make the annual report no later than October 31 of the following fiscal year.

3.0 Government Property and Services

3.1 Government Property: The Contractor shall be responsible for Government property in their possession in accordance with Federal Acquisition Regulation (FAR), Part 45, and

PR: FD2060-17-30434 PWS Revision 2 5 applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.

3.2 Government Property to be Provided: Government property to be provided in accordance with contract attachment.

3.3 Reporting of Government Property: The Contractor shall create and maintain records of all Government property accountable to the contract, including Government-Furnished Property and Contractor-Acquired Property in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.

3.4 Loss of Government Property: Reporting Loss of Government Property, the Contractor shall use the Defense Contract Management Agency (DCMA) eTools software application to report loss of Government property at the site below in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. The reporting requirement does not change any liability provisions or other reporting requirements that may exist under the contract/order. http://www.dcma.mil/aboutetools.cfm

3.5 Return/Retention of Government Property:

3.5.1 All property provided by the Government remains the property of the Government and shall be returned to the Government upon completion of the contract/order unless the Procuring Contracting Officer (PCO) directs the Contractor to retain the property for continued use under a successor contract. Retention of the property by the Contractor shall require modification of both losing and gaining contracts in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. All Government property shall be returned to the Government in the condition provided unless approved in advance by the PCO.

3.5.2 All material generated under the contract/order becomes the property of the Government and shall be returned to the Government upon completion of the contract/order. All Department of Defense (DD) Form 1423-1, Contract Data Requirements List (CDRL), deliverables become the property of the Government upon receipt.

4.0 Technical Requirements: The Contractor shall provide the services necessary for integration of an FAA-Approved ADS-B system. Tasks include engineering services, technical documentation, development of Airworthiness documentation, engineering drawing changes/updates, testing support, trial installation support, kit proof and technical support and kit manufacture. The Contractor shall implement all plans required by this PWS and shall not deviate from an approved document without explicit permission from the Contracting Officer (CO). Existing data, documentation, reports or other data that apply to this program shall be used to the fullest extent possible as authorized by the procuring activity. The TH-1H ADS-B integration design shall not degrade the aircraft’s current capabilities. Tasks associated with this effort will require kit installations. As needed, the Contractor shall provide aircraft technicians that have applicable qualifications to the job they are performing (i.e. certificate issued by the Federal Aviation Administration (FAA), Federal Communications Commission (FCC), http://www.dcma.mil/aboutetools.cfm

Professional Aviation Maintenance Association, or two years documented on-aircraft experience). Contractor shall be required to sign off all aircraft work in the aircraft 781A forms to include the corrected by and inspected by signature blocks. To meet the requirements of this contract, the following tasks will be required: Antenna placement analysis, engineering for system integration, design reviews, development of Airworthiness documentation, aircraft integration technical data packages, kit-proof support, trial installation support, ground and flight test support, and fielding support. System integration with the Glass Cockpit avionics suite will be required for ADS-B to be operational. The final ADS-B design will rely on data from the pitot static system, Enhanced Software Configurable Air Data Unit (ESCADU), Transponder (MST-67A) and ARINC 429 Databus.

4.1 Period and Place of Performance:

4.1.1 Contract Period of Performance: The basic Period of Performance (PoP) is for 18 months with one 12 month option and one six month option.

4.1.2 Place of Performance: These services will be performed primarily at the Contractor’s facility. Travel may be required to the aircraft located at Cairns Army Airfield, AL and/or a facility capable of supporting the CFT.

4.2 Contract Data Requirements List deliverables:

4.2.1 The Contractor shall deliver all data/reports associated with all CDRLs, with no more than one rejection of each deliverable. There shall be no more than two total rejections of deliverables per contract year. The Government will reject a deliverable if one or more technical errors or five or more minor errors are found within the deliverable. A technical error is defined as the format not being in accordance with the CDRL or the content not being accurate and complete in accordance with the CDRL, PWS or contract. A minor error is defined as a typographical or grammatical error. The rejected deliverable shall be corrected and resubmitted within 10 business days of notification of Government rejection, in accordance with the associated DD Form 1423 instructions/requirements.

4.2.2 The Contractor shall deliver all CDRLs with no more than one late submission of deliverables per contract year. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date.

The data/document shall be delivered by the revised delivery date acceptable to the Government.

4.2.4 Distribution Limitation: Technical documents and other data materials generated under this contract shall be marked with the following distribution statement and destruction notices on the cover and title page (if any):

4.2.5 Digital Delivery: Per DOD policy every attempt shall be made to provide “paperless” electronic or digital deliveries. For example, Monthly Status Reports and the Final Report shall be submitted by E-Mail in a Microsoft Office compatible format.

4.2.6 Acceptance Criteria: The procedures for initial inspection and acceptance of deliverable items are outlined in the DD Form 1423-1’s attached to the contract. A technical error is defined as the format not being in accordance with the CDRL or the content not being accurate and complete in accordance with the CDRL, PWS or contract. A minor error is defined as a typographical or grammatical error.

4.3 Program Management: The Contractor shall establish and maintain a quality focused program management system in accordance with (IAW) Society of Automotive Engineers (SAE) AS 9100C, which shall direct and control the administrative, technical, logistical, financial, and production functions of this program.

4.4 Schedule: The Contractor shall develop an IMS showing the detailed tasks necessary to ensure successful program execution. A draft IMS shall be submitted ten business days after contract award and shall be reported on/updated through MSR. The Government will have ten business days to approve/disapprove draft. The Contractor shall have five business days to

PR: FD2060-17-30434 PWS Revision 2 8 resubmit the draft if changes were deemed necessary by the Government. The Contractor shall remain within five business days of schedule parameters set forth in the IMS unless revised.

Any revision must be requested in writing and approved by the Government. The Contractor shall be held to the same five day standard described. The Contractor shall not exceed three schedule slippage incidents for the duration of the program. After IMS approval, program performance will be in accordance with this IMS. The IMS shall be updated to show progress against the baseline and submitted along with the Status Report each month. Any change to the IMS requires concurrence from both the Government and Contractor. The Contractor shall remain within four days of schedule parameters set forth in the IMS unless revised. The Contractor shall not exceed three slippage incidents for the entire program. (CDRL A001; DI-

4.5 Configuration Control: The Contractor shall be responsible for documenting and maintaining configuration control of the aircraft for this effort. The Contractor shall update existing technical data (drawings, drawing trees, etc.) as a result of this effort. The Contractor shall submit data, technical plans/procedures/reports/code in accordance with the established suspense for completion of the tasks identified in this PWS and associated CDRLs. Government directed revisions shall not exceed one per quarter. Revisions shall be submitted within 30 working days after notification that report must be rewritten. The Contractor's updated submittal shall incorporate 100 percent of the Government's directed changes. Any changes or comments not addressed shall be discussed with the Government before re-submittal and the rationale for not incorporating a change shall be included with the re-submittal.

4.6 Basic Requirements:

4.6.1 Performance Requirements: The Contractor shall select, purchase and integrate a Commercial off-The Shelf (COTS) ADS-B system approved by the Government during Critical Design Review that will meet the performance requirements as defined in the following documents:

4.6.1.1 14 CFR § 91.225 and § 91.227: Code of Federal Regulations, Title 14, Chapter I, Subchapter F, Part 91.225 and Part 91.227

4.6.1.2 TSO–C154c: Universal Access Transceiver (UAT) Automatic Dependent Surveillance- Broadcast (ADS–B) Equipment Operating on the Frequency of 978 MHz

4.6.1.3 RTCA/DO-282B: Minimum Operational Performance Standards for Universal Access Transceiver (UAT) Automatic Dependent Surveillance Broadcast (ADS-B)

4.6.2 Baseline Aircraft: The baseline aircraft for the integration specified in this PWS is the TH-1H aircraft. Under no circumstances shall the Contractor’s efforts degrade the baseline aircraft’s functional and operational capabilities. The Contractor shall ensure that there is no physical interference between the current equipment installations and the modification components.

4.6.3 Airworthiness: The Contractor shall utilize an approach to airworthiness certification of the final aircraft configuration that complies with AC No: 20-165B and AFI 62-601. The

Contractor shall develop Modified Airworthiness Certification Basis and Compliance Report (MACC) IAW MIL-HDBK-516C and Government provided template to identify the specific certification criteria that apply to the modified aircraft. The Contractor shall deliver a MACC for both test and operational flight release, along with all referenced documentation in order to support USAF certification of the Aircraft in accordance with the IMS. The Government will have 20 business days to approve or reject the draft documents. The Contractor shall have 15 business days to resubmit if the draft is disapproved. A copy of both reports shall be submitted as an attachment to the Final Report. (CDRL A002; DI-MISC-80711A), (CDRL A003; DI-

4.6.4 Wiring: Aircraft wiring shall conform to latest SAE AS50881F, Wiring, Aerospace Vehicle and Technical Order (TO) 1-1A-14 to include permanent wire markings, cable supports, etc. Individual wires and cables shall be laser marked IAW SAE AS50881F, and TO 1-1A-14.

No polyvinyl chloride, chlorinated polymer, or Kapton® insulated wiring or sleeving shall be used. Heat shrinkable sleeving shall conform to the requirements of SAE-AMS-DTL-23053.

4.6.5 Electrical Loads Analysis (ELA): As required, the Contractor shall perform and document a complete ELA and its electrical demand on aircraft power in typical modes of operation and update the baseline ELA as appropriate. The load analysis shall meet the requirements of MIL-E-7016F. The data shall be summarized and presented in draft form at Critical Design Review (CDR) for Government concurrence. The Government may waive the aircraft test if, after review of the paper analysis, it determines sufficient capacity remains on the affected aircraft electrical buses. The TH-1H ELA Spreadsheet shall be updated in electronic format (Excel) and submitted as an attachment on the Final Report. (CDRL A002; DI-MISC-

4.6.6 Antenna Propagation Study: The Contractor shall perform an Antenna Propagation Study to determine the optimal position for installation of the ADS-B antenna(s). This study shall ensure that the antenna will provide sufficient signal strength and maximum azimuth coverage. Additionally, the study shall ensure airworthiness criteria for antenna performance IAW MIL-HDBK-516C is met. The draft report is due 20 business days prior to the Critical Design Review (CDR). The final report shall be submitted as an attachment on the Final Report

4.6.7 Electromagnetic Interference (EMI): All electrical components shall conform to the guidelines set forth IAW Military Standard (MIL-STD)-461G, Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems and Equipment. All COTS electrical and electronic components at minimum shall conform to DO-160E, F, or G Section 20, Environmental Conditions and Test Procedures for Airborne Equipment. Aircraft-level system integration shall be designed IAW MIL-STD-464C, Electromagnetic Environmental Effects Requirements for Systems, and shall be tested by a Government appointed test agency. The Contractor shall strive to select proven equipment in the commercial marketplace or in other military applications and shall ensure the equipment will be used in the same environment and under the same conditions for which it was designed. The Government may determine additional qualification or developmental testing is required if a commercial item is modified or used in an environment different from that which it was designed. As required, the Contractor

PR: FD2060-17-30434 PWS Revision 2 10 shall complete and report on MIL-STD-461G lab-level tests of applicable modification electrical subsystems and equipment. The Contractor shall correct deficiencies identified during testing.

4.6.8 Electromagnetic Interference/Electromagnetic Compatibility (EMI/EMC) Testing:

As required, the Contractor shall support Lead Developmental Test Organization (LDTO)-conducted aircraft level EMI/EMC ground and flight tests in accordance with MIL-STD-464C, Electromagnetic Environmental Effects Requirements for Systems. The testing shall ensure no safety-of-flight conditions or performance degradation of aircraft or ADS-B system exist as a result of EMI and to verify overall system-level compatibility. These tests shall include simultaneous operation of source and victim subsystem. The Contractor shall correct deficiencies identified during testing as required. (CDRL A002; DI-MISC-80711A)

4.6.9 Safety: The safety criteria and consideration set forth in MIL-STD-882E will be used in establishing system safety design features. Warning notices shall be provided where applicable.

A system safety hazard analysis (SSHA) Failure Modes, Effects and Critically Analysis (FMECA) shall be performed in accordance with MIL-STD-882E. The SSHA shall cover all mechanical and human interfaces affected by the modification. A draft Report of the SSHA shall be submitted 10 business days before CDR. The Government will have 10 business days to approve or reject the draft documents. The Contractor shall have 10 business days to resubmit if the draft is disapproved. A final copy of the SSHA shall be submitted as an attachment to the Final Report. (CDRL A005; DI-MISC-80508B), (CDRL A006; DI-SAFT-80101B)

4.6.10 Human Factors: The principles, criteria and procedures of human factors engineering shall be applied to the design and aircraft integration IAW the guidelines established in MIL- STD-1472G, Human Engineering. A draft report, if necessary, shall be submitted at CDR. The Government will have 10 business days to approve or reject the draft documents. The Contractor shall have 30 days to resubmit if the draft is disapproved. The final Human factors report shall be submitted as an attachment to the Final report. (CDRL A002; DI-MISC-80711A), (CDRL

4.6.11 Weight and Balance: The Contractor shall conduct weight and balance analysis required to track weight and center of gravity of the components associated with this task and verify that this modification will not result in deleterious effects to the aircraft performance and safety. The Contractor shall develop basic weight and balance information for this modification per TO 1- 1B-50 and TO 1H-1(T)H-5. This data shall be summarized and presented for Government concurrence in draft form at CDR, and shall be sufficient for inclusion in the Time Compliance Technical Order (TCTO) and the aircraft Form “F” and Chart “C.” A weight and balance report shall be submitted IAW the IMS. The Government will have 20 business days to approve or reject the draft documents. The Contractor shall have 10 days to resubmit if the draft is disapproved. The Final Weight and Balance Report shall be submitted as an attachment to the Final Report. (CDRL A005; DI-MISC-80508B), (CDRL A007; DI-MGMT-81501A)

4.6.12 Information Assurance Strategy: The Contractor shall perform an Information Assurance study to assess vulnerabilities. (CDRL A008; DI-MGMT-80004A)

4.6.14 Program Environmental Safety and Health Evaluation (PESHE): The Contractor shall provide a Program Environmental Safety and Health Evaluation. (CDRL A009; DI-

4.7 Logistics

4.7.1 Interchangeability: All parts having the same manufacturer’s part number shall be functionally and dimensionally interchangeable and replaceable with each other. Any deviations shall be discussed and agreed upon by Contractor and the Government.

4.7.2 Parts Selection: The Contractor’s primary source for Group A parts shall be items cataloged within the Federal Logistics Information System (FLIS) and/or items belonging to an active Qualified Products List (QPL) or Qualified Manufacturers List (QML) as maintained by Defense Supply Center Columbus. Parts not contained within FLIS or an active QPL or QML will be considered “Non-standard Parts.” If non-standard parts are selected, the Contractor shall submit a request for deviation/waiver approval to the Program Office.

4.7.3 Commercial Off-The-Shelf (COTS): The Contractor shall utilize COTS hardware to meet requirements of this PWS to the maximum extent practical for execution of this contract.

4.7.4 Discrepancies: Any discrepancies discovered on the aircraft which affect the installation of the ADS-B system, and were not caused as a result of Contractor actions shall be reported to the CO and to AFLCMC/WIUBA immediately for disposition and/or engineering evaluation.

Report shall include a detailed description of the issue, photos if possible, recommended course of action or options, and estimated hours to complete repair. Request for engineering disposition shall include the same information and be submitted via AFMC Form 202, Nonconforming Technical Assistance Request and Reply.

4.7.5 Provisioning Technical Documentation (PTD): The Contractor shall identify and recommend logical spare/repair parts sufficient to meet system/equipment operation and supportability objectives in accordance with the Air Force Initial Provisioning Performance Specification (IPPS) and CDRLs. GEIA-HB-0007B (Logistics Product Data Handbook) should be used as a guide. Format must be consistent with existing Government Provisioning data system. Provisioning meeting will be hosted at a Government specified location. (CDRL

4.7.6 Spare Kits: The Contractor shall assemble and deliver three spare kits. The kits shall include line replaceable items based on the final configuration. The Contractor shall package all the required parts into a kit.

4.8 Trial Kit and Kit-Proof Installation

4.8.1 Trial Installation Kit: The Contractor shall produce a trial installation kit in accordance with the Technical Requirement Document (TRD) and the design approved at CDR to integrate the ADS-B system into the TH-1H aircraft. This includes manufacturing and/or procuring all parts required for the kit.

4.8.2 Trial Installation: The Contractor shall conduct a trial installation on an aircraft utilizing the trial installation kit. The Contractor shall provide any necessary engineering support to install the kit. The Contractor shall correct all trial installation kit deficiencies that are revealed by the trial installation. Contractor shall note and ‘redline’ any affected drawings and kit lists that require changes as result of information learned from this trial installation. Drawings shall be revised to reflect deficiency resolution. The trial install shall be retrofitted, if necessary, after Kit-proof to be configured as a production aircraft. The Contractor shall submit a report describing the results of the trial installation in detail IAW the IMS. The Government will have 20 business days to approve or reject the draft report. The Contractor shall have 10 business days to resubmit if the draft report is disapproved. (CDRL A002; DI-MISC-80711A)

4.8.3 Kit-Proof: The Contractor shall assemble a kit-proof kit to install and integrate on TH-1H aircraft IAW the TRD and the design approved at CDR, to include corrections to the TRD for discrepancies found during the Trial Installation. The Contractor shall note and ‘redline’ any affected drawings and kit lists that require changes as result of information learned from this kit proofing. The Contractor shall submit a report describing the kit-proof in detail IAW the IMS.

The Government will have 20 business days to approve or reject the draft report. The Contractor shall have 10 business days to resubmit if the draft report is disapproved. (CDRL A002 DI-

4.8.4 Production Kits: The Contractor shall assemble and deliver production integration kits for installation. The kits shall be the final configuration resulting from all changes identified during the trial installation and kit-proof installation. The Contractor shall package all the required parts into a kit.

4.8.5 Item Unique Identification (IUID):

4.8.5.1 Item Identification and Valuation, unique item identification is a method of marking items with unique item identifiers which have machine-readable data elements.

Unique item identification is required for all items to be delivered to the DoD that meet the criteria established in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.

4.8.5.2 The Contractor shall mark items in accordance contract clauses, and MIL-STD- 130N, Department of Defense Standard Practice / Identification Marking of U.S. Military Property.

4.8.5.3 In accordance with the Department of Defense Guide to Uniquely Identifying Items Assuring Valuation, Accountability and Control of Government Property, the Government agent or Contractor representative responsible for causing “life cycle events” (i.e., abandoned, consumed, destroyed by accident, destroyed by combat, PR: FD2060-17-30434 PWS Revision 2 13 donated, exchanged – repair, exchanged – sold, exchanged – warranty, expended – experimental/target, expended – normal use, leased, loaned, lost, reintroduced, retired, scrapped, sold – foreign government, sold – historic, sold – nongovernment, sold – other federal, sold – state/local, and stolen) will update applicable item record(s) in the IUID Registry. 4.8.6 Kit Packaging, Handling, Storage, Shipping, and Transportation: The Contractor shall package and mark material in accordance with the contract in accordance with the attached Air Force Materiel Command (AFMC) Form 158, Packaging Requirements. The Contractor shall ensure that classified material is packaged, marked and delivered in accordance with Department of Defense (DoD) 5220.22-M, National Industrial Security Program Operating Manual (NISPOM). The Contractor shall package and mark material in accordance with other applicable Government regulations including, but not limited to, those regarding security, safety and environmental concerns.

The Contractor shall package and mark material for movement, shipment, receipt and storage in a manner that ensures the protection and preservation of the material for shipment to and storage at the destination. The Contractor shall package electronic parts susceptible to electrostatic discharge damage in accordance with MIL-STD-1686C, Department of Defense Standard Practice / Electrostatic Discharge Control Program for Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices), and MIL- HDBK-263B, Military Handbook / Electrostatic Discharge Control Handbook for Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices).

In accordance with MIL-STD-2073-1E, Standard Practice for Military Packaging, shipping containers received, which meet the requirements of the AFMC Form 158 and are suitable for return shipment of serviceable assets, shall be reclaimed and stored for reutilization. Unsuitable shipping containers shall be disposed of and replaced with new containers that meet the requirements of the AFMC Form 158.

4.8.7 Counterfeit Electronic Parts: The Contractor shall establish and maintain a counterfeit electronic part detection and avoidance system to mitigate the risk of counterfeit electronics parts being installed in end items or otherwise entering the USAF/DoD inventory. The system shall incorporate processes/procedures to address the requirements listed in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract. The Government's review of the Contractor’s system will be accomplished as part of the evaluation of the Contractor’s purchasing system in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract.

4.8.8 Physical Configuration Audit (PCA): Using MIL-HDBK-61A as a guide, the Contractor shall conduct PCA of the TH-1H ADS-B kits, their construction, physical identification, engineering changes, modifications, and resolve any reported discrepancies between the documentation and the qualified configuration. The Contractor shall support Government participation in the audit and prepare a Configuration Audit Summary Report to record and

PR: FD2060-17-30434 PWS Revision 2 14 report the result of the audit, to include the status and final disposition of identified discrepancies.

Inspection report shall be submitted within 20 business days after completion. The Government will approved or reject the report within 20 business days. Rejected reports shall be resubmitted to the Government within 10 business days. (CDRL A00B; DI-NDTI-80809B)

4.9 Tests

4.9.1 Support: The Contractor shall provide technical and engineering support to the LDTO for any ground and flight tests required to verify system operation IAW the TRD. Tests shall demonstrate all functions, operating modes and critical parameters to ensure performance requirements are achieved.

4.9.2 Test Plan: The Contractor shall develop Acceptance Test Plan (ATP) Procedures, to include all testing requirements, both ground and flight (as required) for the purpose of accepting the modification kit installation. The content of the test procedure shall include Pre-Mod and Post-Mod operational ground-tests. The ATP shall address each requirement in the TRD and MACC to provide a methodology to test each requirement and identify criteria for pass and fail conditions. The test procedure shall cite existing operational checks contained in the appropriate maintenance TOs to verify proper installation and functionality of the system and disturbed existing systems. The ATP and Test Report shall be submitted IAW the IMS. The draft ATP shall be submitted not later than 20 business days prior to CDR. The Government will approve or disapprove the report within 20 business days of receipt. Contractor shall have 10 business days to resubmit if draft report disapproved. Final Test Plan shall be submitted not later than five days after approval of draft. Results of all tests shall be documented in a Final Test Report. A Test Report shall be submitted within 20 business days after completion of test. The report must be delivered by the specified date complete and accurate at which time the Government will have 20 business days to approve or reject the report. The number of rejections shall not exceed one per submittal. Rewritten reports shall be resubmitted to the Government within 10 business days.

4.10 Specific Data Requirements

4.10.1 Documentation: The Contractor shall provide the specified data necessary for integration of the ADS-B system into the TH-1H aircraft. All data shall be delivered on electronic media in a current version of a Microsoft Office product format. All final data deliverables will be accompanied by two hard copies. Other formats may be acceptable upon prior approval of the Government. In accordance with DoD policy, every effort shall be made to provide “paperless” electronic or digital deliveries.

4.10.2 Risk Assessment: The Contractor shall conduct a risk assessment and develop a Risk Management Plan to include a risk matrix. The risk management plan will be presented at the kick-off meeting and updated and submitted as part of the monthly status report. (CDRL A00P;

4.10.3 Interface Control Document: The Contractor shall develop a TH-1H Avionics Interface Control Document to supplement the TH-1H Detail Specification. (CDRL A00G; DI-SESS- 81248B)

4.10.4 Specification Requirement Verification Matrix: The Contractor shall prepare the Specification Requirement Verification Matrix, as required. (CDRL A00H; DI-MISC-81283/T)

4.10.5 Technical Requirements Document (TRD): The Contractor shall document all requirements and issues presented at the guidance conferences and program reviews and shall prepare a TRD to define the system installation, functionality, aircrew operation, system limitations, and level of integration with existing aircraft systems. The TRD shall be submitted IAW the IMS. The Government will have 20 business days to approve or reject the draft report.

The Contractor shall have 10 business days to resubmit if the draft report is disapproved. A copy of the report shall be submitted as an attachment to the Final Report. (CDRL A002; DI-MISC-

4.10.6 Engineering Data: The contractor shall develop/produce/maintain and deliver a Technical Data Package (TDP) that accurately depicts the final product. The TDP shall represent the approved, tested, and accepted configuration of the defined delivered item(s). TDP data includes, but is not limited to, Computer Aided Design (CAD) data, CAD models, model based definition data sets, Gerber data and Master Bill of Materials (BOM). The TDP shall provide the necessary design, engineering, manufacturing, testing and quality assurance requirements information necessary to enable the procurement or manufacture of an interchangeable item that duplicates the physical and performance characteristics of the original product without additional design engineering effort or recourse to the original design activity or any third party. Vendor Item Control Drawings shall be used to specify the requirements for purchased items when such items have been approved for use in the design and are used without alteration, selection or source qualification (testing of an item prior to procurement action to ensure that it satisfies the specified requirements). All engineering product definition data created using Government funding as a result of this contract shall be considered a part of the TDP and shall be delivered to the Government with unlimited rights. The TDP shall be delivered in accordance with Air Force Product Data Specification drawing 9579776 Revision M (CAGE 98752), reference attached DD Form 1423 Block 16. (CDRL A00J; DI-SESS- 81000E/T)

4.10.7 Relationship of Contractor with Subcontractors/Vendors: The contractor shall levy on sub-contractors and sub-vendors the same requirements for Technical Data Packages (TDPs) as are levied on them by this contract. This requirement shall apply at all tiers of sub-contractor/vendor levels associated with the program.

4.10.8 Time Compliance Technical Order (TCTO): The Contractor shall develop a new TCTO to document the final configuration and instructions for installation. TCTO shall be developed in accordance with MIL-PRF-38804C Time Compliance Technical Orders – Preparation. The TCTO verification shall be accomplished during Kit Proof installation. TCTO and associated data shall be submitted IAW the IMS. The Government will have 30 business

PR: FD2060-17-30434 PWS Revision 2 16 days to approve or reject the document. The Contractor shall have 30 business days to resubmit if the document is disapproved. (CDRL A00K; TM-86-01)

4.10.9 Technical Orders (TOs): The Contractor shall propose TO development practices and procedures that ensure TOs and data are compatible with the Air Force Technical Order Concept of Operations (CONOPS) and the Enhanced Technical Information Management System (ETIMS).

The Contractor shall review the applicable TOs and prepare properly formatted data IAW the TM-86-01, Technical Manual Contract Requirement. (CDRL A00K; TM-86-01)

4.10.10 Monthly Status Reports: The Contractor shall provide status reports to the Government no later than the 15th day of each month. The report shall contain no more than five typographical errors or technical inaccuracies. Errors shall be corrected within five business days after notice of rework required. The reports shall cover work performed the previous month. The Contractor shall document task status, data deliverables, risk management, contract issues and actions, problems, as well as anticipated future tasks to be completed during the next reporting period. The Contractor shall provide a list of projected travel requirements in the monthly status report. The report should compare program progress with the program schedule milestones and shall identify problems, risks, and propose effective solutions. The Contractor shall ensure that the status report is delivered on the appropriate delivery date. Once the report is received, the Government will have five business days to approve or reject the report. A rewritten report must be resubmitted to the Government within five business days of a report rejection. Every attempt shall be made by the Contractor to provide “paperless” electronic or digital deliveries. Monthly Status Reports shall be submitted by e-mail in a Microsoft Office-compatible format. 4.10.11 Final Report: The Contractor shall create and submit a Final Report to the Government for review and approval. This report shall detail the activities and evaluations accomplished during the contract period. The report shall include trip reports for any trips taken, the antenna placement analysis, the stress analysis, system safety and hazard analysis, list of all protective treatments, weight and balance information, and any other required information. These documents shall be prepared as attachments to the Final Report. A draft of the Final Report should be submitted no later than 20 business days prior to the end of the period of performance for the contract. The Government will have 10 business days to approve or reject the draft report. The Contractor shall have five business days to resubmit if the draft report is disapproved. The final copy of the Final Report shall be submitted at the end of the period of performance. (CDRL A005; DI-MISC-80508B)

4.11 Meetings and Reviews

4.11.1 Kick-Off Meeting: The contract activities shall begin with a face-to-face “kick off” meeting within three weeks after receipt of contract. The meeting shall be convened at a site and on a date agreed upon by the CO and the Contractor. The purpose of the meeting is to review and evaluate the Contractor’s interpretation of the basic contractual requirements and to provide necessary direction and guidance. Proposed agenda shall be submitted at least 10 business days prior to meeting. Meeting minutes shall be submitted within 10 business days after the meeting.

The minutes shall constitute the review report and shall require approval of the Government

Program Manager prior to distribution. The meeting minutes shall be complete and accurate, so that the number of report rejections shall not exceed one per submittal. Once the report is received, the Government will have five business days to approve or reject it. Rewritten reports shall be resubmitted to the Government within five business days. 4.11.2 Engineering Data Guidance Conference: Engineering Data Guidance Conference: The contractor shall support and co-chair a Guidance Conference with AFLCMC/LZPEM for engineering data within 60 days after contract award. The Conference shall be convened at a site and on a date agreed upon by the Government contracting officer and the contractor. The contractor shall prepare an agenda and record the minutes of the Guidance Conference. The contractor shall address, discuss, and provide status on the following:

a. Understanding of all CDRL requirements, applicable DIDs, specifications and standards.

b. TDP review requirements and schedules.

c. TDP delivery requirements and schedules.

d. Contractor's drafting practices/procedures/TDP drawing formats/CAD programs.

e. The contractor's quality assurance procedures relating to TDP documents, including quality control of subcontractor and vendor data.

f. The role of subcontractors and vendors who may deliver TDP documents under this contract.

g. The contractor's configuration management system, including methods for releasing documents, approving documents, and incorporating changes into documents.

h. Digital Technical Data Package (TDP) deliverables.

Note: Guidance Conference may be held in conjunction with other meetings or conferences.

4.11.3 Provisioning/TO Guidance Conferences: The Contractor shall participate in Provisioning Conferences as identified in the Initial Provisioning Performance Specification. The Conference shall be convened at a site and on a date agreed upon by the CO and the Contractor and shall be scheduled by the Prime Provisioning Activity (PPA) within 45 days after receipt of the contract. The Contractor shall prepare an agenda and record the minutes of the Guidance Conference. Proposed agenda shall be submitted at least 10 business days prior to meeting.

Conference minutes shall be submitted within 10 business days after meeting. The minutes shall constitute the conference report and shall require approval of the Government Program Manager prior to distribution. The meeting minutes shall be complete and accurate, so that the number of rejections shall not exceed one per submittal. Once the minutes are received, the Government

PR: FD2060-17-30434 PWS Revision 2 18 will have five business days to approve or reject it. Rewritten minutes shall be resubmitted to the Government within five business days. The Guidance Conference may be held in conjunction with other meetings or conferences. If a Provisioning Guidance Conference (PGC) is not desired, the Contractor shall submit a written request for waiver of the PGC to the PPA. In the event a waiver is approved, a mutual understanding of the Provisioning requirements must be communicated in some forum in which the AFMC Form 718, Provisioning Performance Schedule (PPS), must be documented/completed, signed by both the Government and Contractor and a contract modification issued if required. PGCs by telecom are an option. When done by telecom, minutes and AFMC Form 718 are still required to be completed and signed.
