About this file

This solicitation requests engineering services to conduct an obsolescence study and trade study for the Programmable Armament Control System (PACS-46) used on the F-15E aircraft. The contractor will evaluate obsolete components, identify a form, fit, function, and interface replacement, and provide a quote for the replacement including engineering support, prototype fabrication, testing, and travel. Responses are due by August 7, 2023. The Air Force Sustainment Center is seeking these services to address obsolescence and ensure the PACS-46 can support the F-15E through its planned retirement in 2045. Deliverables include an engineering evaluation report, technical reports, monthly status reports, cost data, and a management plan. Hamilton Sundstrand is the incumbent as the original equipment manufacturer.

Statement-Of-Work 1 April 2023

Project: F-15E Programmable Armament Control System (PACS-46) Study

Program Manager: Matthew Williams

Period of Performance: 30 Sept 2023 - 30 Sep 2024

1 Background The Programmable Armament Control System (PACS-46) is a signal data converter and an electronic sequencing unit (ESU) that controls the targeting, arming, and release of all weapons on the F-15E aircraft. Hamilton Sundstrand (now Collins Aerospace) is the Original Equipment Manufacturer (OEM), developer, and producer of the PACS-46 which was developed specifically for the F-15E's mission and operational requirements. The PACS-46 system is a military-unique item that has been certified for nuclear weapons capability. The PACS-46 is expected to remain on the F-15E fleet for its remaining life cycle currently scheduled for 2045.

2 Objective/Purpose

This Statement of Work (SOW) is for the Obsolescence/Trade Study of National Stock Number (NSN) 1270-01-550-2010FX, Programmable Armament Control System (PACS-46) which is applicable to the F-15E aircraft. The purpose of this effort is for the contractor to do an in-depth Obsolescence/Trade Study on the F-15E PACS-46 and provide the Government a way forward with the Form, Fit, Function, and Interface (F3I) replacement of the F-15E PACS-46. The contractor shall deliver an Obsolescence/Trade Study in the form of a Whitepaper that will identify the level of effort for a F3I replacement of the PACS-46.

3 Tasks

The contractor shall deliver an Obsolescence/Trade Study in the form of a Whitepaper that will identify the level of effort for a F3I replacement of the F-15E PACS-46, NSN 1270-01-550- 2010FX. The Obsolescence/Trade Study shall address piece part modernization and part availability that is fully compatible to the specifications of the current NSN. The Whitepaper shall outline the technical design of the replacement, discuss the Obsolescence/Trade Study, detail how the contractor shall address the obsolete components’ issues/risks, the steps they’ll take to mitigate these issues/risks in the future F3I replacement effort, and provide an official quote. The F3I replacement shall be verified capable of meeting Airworthiness and Nuclear Certification requirements of the current NSN 1270-01-550-2010FX. The subassemblies of the new design shall be compatible with the legacy F-15E PACS-46 configuration currently in use.

These redesigned subassemblies shall be used to repair the legacy F-15E PACS-46 configurations. The official quote for the F3I F-15E PACS-46 Replacement shall include a breakdown of cost elements that includes but is not limited to: Engineering Support, Prototype

Fabrication, Technical Data, Testing, Develop & Design Prototype, & Travel along with the expected Period of Performance.

3.1 Obsolescence Correction

The Contractor shall redesign the existing certified equipment to eliminate obsolescence problems and do not adversely impact the original design. Any redesigned modules shall be interoperable with all interfaces, in all modes of operation, and in accordance with the requirements of the latest revision of the specifications on the F-15E PACS-46 Drawing Specification. All redesigned SRUs shall be F3I equivalent to the existing assemblies.

3.2 Parts Control

The Contractor shall establish a parts control and standardization program using internal policies.

Commercial Off-the-Shelf (COTS) materiel may be used to help reduce cost and risk; however, government approval is required before implementation. The Contractor shall use MIL-HDBK- 965 as a guide.

3.3 Human Factors/Performance

The incorporation of any new PACS-46 components or Circuit Card Assemblies (CCAs)/Shop Replaceable Units (SRUs) to correct obsolescence shall permit satisfactory operation and maintenance with minimal demands on personnel skill requirements. Any unique or extensive requirements identified during the Obsolescence/Trade study shall be reported as early as possible. Human engineering and obsolescence correction criteria and principles shall be applied.
