PR: FD2060-18-31276 PWS REVISION: 0

Distribution Statement: A

Performance Work Statement for

T-38 ESUP Centrifuge and Parachute Packing Press Repair and Maintenance Services

Purchase Request: FD2060-18-31276

February 28, Distribution Statement A: Approved for Public Release. Distribution is unlimited.

1.0 Description of Services: On-site contractor repair and scheduled five year and ten year maintenance for the Combined Centrifuge Time and Altitude Test Set and Parachute Packing Press. The Centrifuge is used to test the Automatic Backup Unit, the Barostatic Time Release Unit and the Time Delay Unit to ensure these components will properly function if the aircrew member must eject from the T-38C aircraft. The centrifuge is capable of testing components in altitude and/or on gas fired units to 32,000 feet and acceleration up to 10g and timings to a second. The Packing Press is a piece of support equipment used to pack the recovery parachute into the head box for the US16T ejection seat which is the USAF standard for the T-38C aircraft.

Repairs and scheduled five year and ten year maintenance of compressor and receiver assembly for the parachute packing press is required due to the press being pneumatically powered with its own compressor and 25 liter receiver which are mounted in the base of the press with the their respective controls.

1.1 Objective(s): This Performance Work Statement (PWS) describes the services required to support US16T ejection seat support equipment. The US16T ejection seats provide egress capability to student pilots training in a high-altitude, supersonic jet aircraft as they progress from initial flight trainers to high performance military operational aircraft. These services include on-site repair services and the scheduled five year and ten year maintenance for ten

(10) centrifuges and 14 parachute packing presses. The ultimate goal is to keep the equipment 100% operational at all times due to insufficient technical data which limits the field users to maintain the equipment.

1.2 Benefit to United States Air Force (USAF): This effort will benefit the United States Air Force (USAF) by keeping the Centrifuge and Packing Press operational at all times which will ensure US16T ejection seat maintenance can be performed as scheduled and not negatively impact aircraft availability.

1.3 Background: “In 1994, Congress mandated that Joint Primary Aircraft Training System (JPATS)/T-6 be designed to train a more diverse pilot population; however, the operators found that many individuals who were able to train in the T-6 could not train in the T-38C because they were too small or too large to safely operate and egress from the aircraft. After review by a core team, ESUP was proposed to be accomplished in two increments with the first increment focused on improving escape system performance with a requirement in an Operational Requirements Document (ORD) revision to not degrade cockpit accommodation in the first increment. The second increment, if approved, would focus on cockpit redesign to achieve full accommodation.

The ESUP first increment improves escape system performance with zero/zero capability as well as other features and improves the cockpit accommodation problem by opening the T-38C trainer to a wider range of students through the gains made in accommodation. The Martin-Baker seat increases cockpit accommodation levels from 25% to 41% for the female military population and from 84% to 92% for the male military population and also increases the low and high weight ranges for safe ejection. The T-38C escape system performance became a “Chief of Staff Interest Item” with corresponding attention from Air Staff. In January 2004, a decision was made at Air Staff to establish a program to procure and install ejection seats and an Interseat

Sequencing Systems (ISS). The Air Staff subsequently funded the program for up to 451 aircraft at five AETC bases. In August 2004, an updated ORD was approved. The basic contract and initial delivery order for the low rate production was awarded to Martin-Baker Aircraft, Ltd on 30 June 2005. The Full Rate Production (FRP) decision was signed on 7 July 2009 with full rate modifications commencing on 1 August 2009.” However, the data purchased at this time was insufficient for maintainers to make the necessary repairs to ensure the fleet remained operational.
