I. Purpose:
This Statement of Objectives (SOO) defines the requirement for products and services to support and sustain multiple Automatic Test Systems (ATS) within the Air Force Life Cycle Management Center (AFLCMC). The Period of Performance (PoP) for this Multiple Award Contract (MAC) vehicle will be no less than 10 years. This contract will subsume existing contracts as they expire and satisfy any future contractual needs of the Agile Combat Support (ACS) ATS Division, AFLCMC/WNA located at Warner Robins - Air Logistics Complex (WR-ALC), GA.
The ATS Division manages and supports end-to-end life cycle of ATS encompassing complex-aircraft and armament-system-specific test systems in support of warfighter operations and maintenance (O&M) at operating locations worldwide. The supported aircraft platforms include but are not limited to fighter, bomber, cargo/airlift/tanker, unmanned aerial vehicles (UAVs), and helicopters. ATSs are used for testing and maintenance of various integrated aircraft systems including Line Replaceable Units (LRUs) and Shop Replaceable Units (SRUs). ATSs consist of a computer-controlled suite of electronic test equipment including instrumentation hardware, software, documentation, and ancillary items designed to verify at any level of maintenance the functionality of Unit Under Test (UUT) assemblies. Users of the ATSs range across multiple Services and Organizations including United States Air Force (USAF), USAF Reserve (USAF-R), Air National Guard (ANG), F-35 Joint Strike Fighter (JSF), Foreign Military Sales (FMS), and other Department of Defense (DoD) Services.
II. Scope:
The overall scope of this SOO is to establish the requirements for the ATSA-I Indefinite Delivery Indefinite Quantity (IDIQ) MAC to include, but not limited to the following overarching ATS-related focus area categories:
1) ATS Sustainment/Logistical Support
2) ATS Integration/Development
3) ATS Digital Engineering/Innovation
III. Execution:
Each individual task/delivery order will have its own established performance period based on the requirement as well as supporting Contract Line-Item Numbers (CLINs) and Contract Data Requirements Lists (CDRLs). All CDRL deliverables are required to be delivered through the Multiple-User Engineering Change Proposal Automated Review System (MEARS). The Contractor shall electronically deliver all contractual data using the Government-controlled method of delivery, MEARS. The Contractor shall work with the Government to ensure that an adequate number of Contractor personnel obtain and possess Public Key Infrastructure (PKI) certification from an accepted Government source. The Contractor shall be receptive to the training offered by the Government on the MEARS system. The Contractor shall prepare, maintain, and track the contract data status, schedule, and ensure timely data deliveries. An
Source Selection Information – See FAR 2.101 and 3.104 alternate method of delivery when MEARS is down for maintenance will be the Defense Information Systems Agency (DISA) application, known as DoD SAFE, https://safe.apps.mil/. It will be available to all DoD Common Access Card (CAC) holders or Contractor personnel who possess PKI certification from an accepted Government source.

Unless specifically authorized in the task/delivery order, the use of Class 1 Ozone Depleting Substances as defined by the Environmental Protection Agency shall be prohibited in performance of the contract, in delivery of any supply item, or as a part of any service.
IV. Objectives:
1) Provide acquisition , sustainment, and logistical support for the ATS Division’s portfolio of systems ranging from a single piece of Automated Test Equipment (ATE) to a complex system-of-systems.
2) Provide integration and development support to identify automatic test solutions and design/develop hardware and software to integrate them into new or existing ATS.
3) Incorporate digital acquisition and sustainment practices to support Digital Materiel Management (DMM) which includes Digital Engineering (DE), Agile Software, and Open System Architecture (OSA).
V. Special Areas of Interest:
1) Development planning activities to identify a near-term plan to develop and transition individual tester concepts into acquisition and fielding. This includes work at the technology level and system level for testing, modeling, and analysis to document fidelity for senior leaders.
2) Use of agile enabling processes such as DE and OSA to accelerate acquisition and provide capability to ATS customers faster.
3) Maintain and modify system models using Systems Modeling Language (SysML) tools to reflect the technical baseline for the system on contract and be able to provide Engineering Change Proposals (ECPs) that include anticipated system modifications from the SysML reference architecture.
4) Initial and periodic analysis of secure configuration of any Commercial Off-The-Shelf (COTS) and/or Non-Developmental Items (NDI) to ensure that they are appropriately configured, that software/hardware/firmware is controlled, and that any unique risks posed are mitigated.
5) Maintain a system baseline which contains the configuration document that provides a snapshot upon which the Security Controls Assessor (SCA) and Authorizing Official (AO) base their risk decision and comply with specific instructions as directed by the Government.
6) Explore new technologies to support and enhance ATS systems and allow for rapid integration on both legacy and next generation testers. This includes initiatives for the
Source Selection Information – See FAR 2.101 and 3.104 rapid execution of innovative, emerging capabilities and technologies for testers and related products by developing, integrating, and proving through rapid prototyping and demonstration.
7) Provide Business Intelligence (BI) tools by leveraging DoD investment in high performance computer centers. Provide data mining and transformation for BI tools.
Generate concise reporting and analysis products such as contract analyses, enterprise risk analyses, business case analyses, and cost-benefit analyses.
8) Digital Transformation: Digital Engineering and Management, Agile Processes, and Open Architecture. The offeror(s) shall demonstrate some or all the following abilities:
a. Utilize DE and MBSE methodologies to include the development of an Integrated Digital Environment that integrates the relevant technical data, models, analyses, and associated digital artifacts as part of the Authoritative Source of Truth (ASoT) to be utilized over the lifecycle of a program. The offeror shall coordinate with the Government to provide continuous live access and updates to the DE Environment.
b. Develop a Digital Environment or components thereof using models as an integral part of the technical baseline that includes requirements, analysis, design, implementation, verification/validation, manufacturing, and general product life-cycle management.
c. Develop a detailed DE/MBSE Plan which outlines the DE/MBSE strategy for the lifecycle over the program to include maturation of the digital thread and digital twin as well as use of the Government Reference Architecture (GRA).
d. Adhere to the GRA provided by the Government. The GRA is a general-purpose architecture design consisting of data models that capture the physical, logical, and functional description of a common open systems architecture. The GRA clearly identifies key government-owned interfaces based on the Government acquisition objectives and identifies trade space for design flexibility.
e. Develop a Contractor Reference Architecture (CRA) based on the GRA IAW the DE/MBSE Plan.
f. Use commercially available software tools as defined by the Government as part of the Technical Stack.
g. Incorporate a cybersecurity architecture at the beginning of the development effort.
h. Conduct model-based program reviews such as the System Requirements Review
(SRR) and Preliminary Design Review (PDR).
i. Delivery of all data in accordance with laws and regulations.
9) Program/Logistics Management support to include but not limited to:
a. Contractor Manpower Reporting
b. Mission Essential Services
c. Cost, Schedule, and Performance Control
d. Status Reports (SR); i.e., monthly/quarterly
e. Systems Engineering
f. Product Support
g. Information Technology Services
