Section Heading Topic Question 1 4.6.8 Platform Load Test Load Test Is the Platform Load Test to be tested in a static or dynamic state of the UMS?
The Load Test will be tested in a static state of the UMS.
2 4.6.8 Platform Load Test Load Test Is the unit to be tested in a retracted state or extended state of scissors?
The Load Test will be tested in both a retracted and extended state of the scissors.
3 4.6.8 Platform Load Test Load Test What is the duration of the Platform Load Test?
The Load Test duration is left to the discretion of the contractor.
4 4.6.8 Platform Load Test Load Test Is the Load Test weight equivalent to four times the rating of the platform or 4x the rating of the panels? Specify weight to be used.
The Load Test is four times the Maximum Platform Load (2000 lbs found in Section 3.13 Functional Characteristics).
5 3.10 Mobility Forklift transport The UMS is gross weight is stipulated to not exceed 15,600#, yet it is to be transportable by a 10,000 lb capacity forklift? Please explain.
The forklift specified was incorrect, the PD will be revised.
6 3.5 Platform Platform Access Opening
Would a gate that swings closed to block ladder access be considered as "interfering with the working area of the platform", if it were to swing into the platform area while gaining access to the platform and swing closed and out of the working area once the operators are on the platform?
No
7 3.5 Platform Platform Dimensions
Are there dimensional requirements for the platform?
Yes, the PD will be revised.
8 3.6 Adjustable Deck
Section Sensors U.S. AF aircraft are known to utilize special coatings that specifically prevent detection by many common methods. What limitations on emitting/receiving detector systems should be considered for proximity alarms for such aircraft?
Are proximity sensors intend only to prevent damage to aircraft from sliding panels?

PURCHASE DESCRIPTION
10 3.6 Adjustable Deck Section
Extension Does extend and retract apply to both the adjustable deck sections and the platform as a whole or only to the adjustable deck sections? No mention of extension or retraction of the platform is given in 3.5.
Just the adjustable deck sections.
11 3.13 Functional Characteristics
Batteries Please define the term "operation" when used in the phrase "8 hours operation with a 25% duty cycle, or 2 hours of continuous operation."
Operation when used with "8 hours operation with a 25% duty cycle" stipulates an intermittent usage, power is on but the UMS is not in constant movement, when used with "2 hours of continuous operation" stipulates constant movement.
12 3.13 Functional Characteristics
Wheels Would the Air Force consider the use of wheels other than split rims bolted in the middle that would achieve the objectives defined in section 3.13, Tires?
No.
13 3.13 Functional
Characteristics Electric Motor Would the Air Force consider the use of an electric motor other than the
115/220 V, 3 phase 50/60 Hz motor defined in the solicitation that would meet the safety and operational objectives defined in Section 3.13, Electric Motor?
Yes.
14 3.8 Emergency
Lowering Location Should the UMS be equipped with a means of emergency lowering at the ground level.
Yes, the PD will be revised.
15 3.10 Mobility Towbar Stowage Can the tow bar be disconnected from the steering mechanism for vertical stowage? This is a self-propelled steerable unit so the tow bar would be a potential pinch/crush hazard if left attached to the steering mechanism. With reference to the two points of attachment, is it intended that the towbar not steer the UMS during towing?
Yes, the towbar can be removable. Two points of attachment for towbar are to help provide control UMS during towing.
16 3.10 Mobility Air Shipment "The UMS shall be capable of being configured for air shipment in less than 10 minutes and re-assembled to towing configuration in less than 5 minutes."
Is there a time constraint on re-assembly for use?
No

Yes, the PD will be revised.
13 3.13 Functional Characteristics
Hybrid Technology/Prim e Movers
The requested integration of electric and diesel drive systems is not currently considered off the shelf technology for this application. Given the inherent RAM issues during any development phase, does the Air Force intend that the successful offeror develop this hybrid concept on the UMS?
The AF does not consider the UMS or all of its components as COTS items, some design and development may be required.
