Questions and Answers For
FA8532‐17‐R‐0016
Q: There are no sections L and M. Is a full technical proposal required or just a price quote? If a technical proposal is required, what is the page limit?
A: Correct, there are no sections L and M. All offerors are required to submit a price quote only.
Q: On page 3, CLIN 0001 has period of performance of 24 months (=730 days). However, the table on page 48 has the total period of performance as 930 days (technical report is due at this time). Should CLIN 0001 have a POP of 930 days as well?
A: Yes, the POP for CLIN 0001 should be 930 days ARO contract.
Q: With reference to page 43, there are requirements to visit Kadena, Anderson, and Kunsan bases. Is this to be priced as part of CLIN 0001?
A: Yes, the requirements to visit Kadena, Anderson and Kunsan bases should be priced as part of CLIN 0001.
Q. Since this is a FFP contract, please be more specific regarding which maintenance stand and towbar that will be provided for the LPTC application.
A. It will either be a B‐1, B‐4 stand and/or a tow bar for the C‐17, KC‐135, MD‐1. Much will depend on the availability of the equipment when we reach that point in the contract, and what the field is able to supply. The PWS was written in that manner to allow us reasonable flexibility.
Q. Please provide the location the equipment will need to be shipped from and delivered to?
A. The contractor should assume shipment to/from Guam since that’s the worst case scenario.
Q. With reference to PWS paragraph 4.3.1: "Further, the Contractor shall provide written and signed statement(s) from the LTPC OEM that indicates that the additive and inhibitor (to be identified) proposals presented to AFLCMC/WNZE, for testing considerations, are compatible with the LTPC system, and appropriate for PACAF AGE environmental applications."
In lieu of additive sign‐off by the LTPC OEM (Hentzen), will the government accept sign‐off from another qualified source? As written, the PWS does not allow for competition for this portion of the effort.
A. The requirement could be waive if the following applies….
3rd party has a PhD in Chemistry or closely related PhD (10+ years in related field)
Third party must research the product and provide a full‐spectrum analysis, compatibility review and support for their recommendations.
The OEM of Hentzen Powder Coatings must be willing to modify their formula/blend based on 3rd party recommendations.
The bidder would need to provide a plan of how future manufacturing will occur that would allow AGE support, with hopeful priority that Hentzen would be a player.
