SECTION 6 APPENDICES 15

1.0 Description of Services:

1.1 Objective(s): This PWS is for the depot level repair of the Data System Transfer (DTS) of the National Stock Numbers (NSN), 7025-01-492-4335SO, Part Number (PN) 65000-02/65000- 03, and Airborne Data Loader (ADL) (NSN) 7025-01-386-1252SO, (PN) 40200-003-000. The extent of repair work required shall be determined by the initial inspection/bench check and required disassembly to return this item to a serviceable end item. Original design of the end item and parts thereof, or the design functional capabilities of the end item, shall not be changed, modified or altered unless such changes are mutually agreed in writing by the parties prior to implementation and then authorized in writing by the Procuring Contracting Officer (PCO). No government personnel or equipment shall be used for testing after repair of items. Delivery schedule shall be met for all requirements through CAVAF reporting or the submittal of required information via a contractor formatted document. All repairs for this contract is subject to the availability of parts and test equipment. Cannibalization is the prime supply of parts for obsolescence assets.

Perform modifications/conversions to the Data Transfer System units in accordance with the Engineering Change Proposal associated with order FA8524-17-F-0044.

Desired Turn Around Time (TAT) is 60 days.

1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by providing a solution with this Engineering Chance Proposal (ECP) to the obsolescence of DTS loading floppy disk media allowing the USAF HH-60G helicopters to have a reliable DTS system which will contribute to completing the mission more efficiently.

Background: The primary mission of Personnel Recovery (PR), HH-60G helicopter, is to recover downed aircrew members and other isolated personnel in austere and hostile territory. The aircrew uses several onboard systems to provide navigation information in support of the mission. These inputs include integrated navigation solutions, flight plan displays, and moving maps. The Data Transfer System (DTS) provides a means to load, though a floppy drive and a Personal Computer Memory Card Interface Adapter (PCMCIA) Card, the mission data and operational flight program (OFP). The floppy drive is obsolete and has reached its End of Life (EOL). The Original Manufacture of Equipment (OEM), Teledyne Technologies Inc., retains all inventory for said item and has notified the USAF that stock was depleted through preceding repairs. Approximately 60% of DTS’ returned to the OEM for repair are due to floppy drive failure. To date, there are no other floppy drives on the marketplace that will fit within the DTS. TEAC and SONY, two of the largest manufacturers of floppy drives, have exited the market, leaving only small business behind with limited capital. Under the current contract, FA8524-15-D-0002, Teledyne is performing modifications and testing on 10 units to solve obsolescence issues. The mechanical changes include the removal of the floppy drive, floppy drive isolators, floppy drive mounting bracket, and associated fasteners. If the modifications and testing are successful and approved. All units that are not modified under the current contract will be on this follow on contract.

The HSU currently in use by the repair organization consists of a DOS based computer with a 1553 interface. A custom software program allows the HSU to communicate with the DTS. Another HSU in the same computer cannot be built due to the obsolescence of the computer, Disk Operating System (DOS) and the internal 1553 module. The test equipment used for this proposal will consist of a new Microsoft® Windows-based Operating System (OS) computer with a MIL-STD 1553 interface.

The software currently used to support the DOS based computer will be ported to operate in the new OS environment. This new equipment will be used for the functional qualification and verification testing. Two (2) test computers will be manufactured; one (1) to support the environmental qualification effort and one (1) to support the functional testing.
