SOURCE PRE-QUALIFICATION REQUIREMENTS
AMSC C: These parts require engineering source approval by the control activity to assure the integrity of the part. Alternative sources must pre-qualify by submitting a Source Approval Request (SAR) according to the design control activity’s procedures and receive approval from the applicable government engineering activity, WR- ALC/GRSEAB (C-5 Galaxy Division).
SECTION A: ITEM IDENTIFICATION
SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION
REQUIREMENT
The C-5 Ram Air Turbopump (RAT) is used to provide pressure to the No. 2 hydraulic system for flight control use in the event of an in flight emergency such as a multiple engine failure. The RAT, which is located in the forward portion of the left main landing gear pod, consists of a pressure pump and a six-bladed turbine which drives a fixed displacement hydraulic pump. The RAT is critical to the emergency operation of the No.
2 hydraulic system.
C-5 RAT repair requires strict control of processes to ensure adherence to quality control and testing requirements. Special tooling is required for the repair capability, and special equipment is required for testing of the RAT once it has been repaired. Consistent repair processes are needed to ensure that the RAT is repaired and will be operable in the event of a critical in flight emergency.
Failure of the C-5 RAT would place the aircraft and crew in an extremely hazardous situation due to loss of hydraulic pressure which will cause loss of flight control operation. Flight safety histories indicate that aircrew task saturation as a result of component failures dramatically increases the risk of an aircraft mishap if they occur in critical phases of flight. If this failure occurs under these conditions there is a risk of loss of life and/or aircraft.
SECTION C: QUALIFICATION REQUIREMENTS
Source approval information: Listed below are the minimum requirements necessary to become a qualified bidder on the equipment listed above. Prospective contractors should report in accordance with MIL-HDBK-831.
Stock Number
(NSN)
Part Number Vendor P/N Nomenclature
1650-00-450-4819 4H90007-113A 953004-5-1 C-5 Ram Air Turbopump
a. Potential bidders shall provide a summary of the company’s capabilities, including a detailed factory layout, a list of the machinery, fixtures, tooling and test and inspection equipment. At a minimum, vendors will be required to have the special tooling called out in T.O. 9P12-6-3 Table 2-1 and special test equipment called out in T.O. 9P12-6-3 Table 2-2. Alternates to the special tooling and/or test equipment may be used, provided the potential bidder can demonstrate that they have an equivalent piece of equipment that can accomplish the same task without damage to the RAT.
Alternate tools/equipment must be identified by part number and potential bidders must specify by part number which piece of equipment the alternate is replacing.
b. Potential bidders shall demonstrate the ability and have experience in repair of similar critical aircraft turbines and hydraulic pumps, which are currently in use on a large commercial or military transport aircraft. Potential bidders shall provide the following information on the similar items:
1. Contract Number
2. Procuring Agency
3. Contract Value
4. Number of assets shipped
c. Potential bidders shall provide a detailed quality plan implementing ISO 9002 (or equivalent).
d. Potential bidders shall provide a detailed repair plan describing repair and inspection procedures and shall provide for:
1. Traceability of batch/lot for repaired material
2. Identification of material sources. Sources for raw materials must be documented for each type of material. No material waivers will be granted.
3. Identification of sources for process not done in house shall be documented.
e. Potential bidders shall perform a minimum of 75% of the repair workload in-house.
Testing shall not be sub-contracted to a third party facility.
f. After qualification the repair plan processes, vendor sources, quality procedures etc.
shall not be changed without the approval of WR-ALC/GRSEAB, obtained through the contracting officer.
g. Conditional approval may be granted based upon submittal of a Source Approval Request providing the documentation requested herein. Full Pre-Qualification Status shall not be granted until bidders pass a one-time First Article test. Once vendors have had the Source Approval Request approved and passed First Article Testing, Pre-Qualification status will be granted.
h. This qualification process shall be waived for companies who have already passed pre-qualification. The following companies are currently qualified to repair, test, and manufacture:
Honeywell International (CAGE 70210, alternate CAGE 02LU7) Thomas Instrument and Machine Company (CAGE 5H860)
i. The Air Force may not qualify potential bidders who have had quality problems when delivering similar or identical items to the government. Potential bidders who have produced similar items for the commercial market shall also be considered for qualification and shall provide commercial brochures and at least five (5) references with phone numbers.
SECTION D: ESTIMATE OF THE TEST AND EVALUATION COSTS
Not applicable. All costs related to pre-qualification shall be paid by the applicant.
SECTION E: GOVERNMENT CONTRACT
The Government Point of Contact for the technical requirements specified for qualification is WR-ALC/GRSEAB, 235 Byron Street Suite 19A, Robins AFB, GA 31098.
