| 1 | There is nothing contained in the RFP or other documents in SAM.GOV that informs the contractor(s) what documents we are required to submit to the Government. Is there a requirement to submit a Technical Proposal? Past Performance References? Pricing Proposal? | In the attached provisioning documents, it mentions submitting “Past Performance References”. There should be more guidance within those documents as to what needs to be provided for this effort. |

| 4 | In the PWS, paragraph 3.2 states " The Contractor shall establish (as required) a Proprietary Information Agreement with current PSP Contractor(s) supporting the AC-130J to obtain the most current PSP data required for this activity and should define how required data will be obtained. Would you please provide who the PSP contractor(s) is/are that we will have to establish the proprietary agreement(s) with? | Once the contract is awarded is when this will come into play. Whatever vendor is awarded the contract, they will be the ones to work with the PSP contractors. |
| 5 | In the RFP, the Government checked the block for FAR 52.222-42 Statement of Equivalent for Federal Hires. No where in any of the documents is there a reference to "which" federal hires (lookin for GS employees series and grades) that we will need for our pricing purposes. Can you provide this information? | This clause is required for all service solicitations. It does not tell the KTR which labor categories are required or which categories to propose. It would be the job of the KTR to make sure that this requirement is met if applicable. If none, then they will go by the Wage Determinations under Service Contract Labor Standards for equivalent pay rate based on labor category. |
| 6 | In the RFP, the Government checked the block for FAR 52.222-41 Service Contract Labor Standards Act. Since this requirement is for a program manager and a provisioning specialist (tech data support), why would the Service Contract Labor Standards Act apply as these Government employee positions are normally classified as executive, administrative and/or professional capacity employees. If this is correct, then the SCLA would not apply to this procurement. | This clause is required for all service solicitations. It does not tell the KTR which labor categories are required or which categories to propose. If it is not applicable to the labor categories proposed, then it will not apply. |
| 7 | The RFQ specifies FFP bid. What should be used/referenced to identify the number of parts that will be covered in the provisioning process for each of these systems? Advanced Threat Warning System (ATW), Digital GPS Anti-jam Receiver (DiGAR), 105mm gun, 105mm Recoil Mechanism (New re-design), 105mm Ammo Rack, 30mm gun, Infrared Suppression System (IRSS), and Palomar Secure Communication System, which includes, Digital Crew Units (DCU) and Digital Switching Unit (DSU). | This is a 1 year basic with 2 options. Within that timeframe, our effort should be supported. |

| 8 | Will the development of the Provisioning Parts List & Short Form Provisioning List (PPL & SFPPL) just contain items from the provided system package, or will it include items coming or modified from the existing C130-J aircraft? If the later, how can we estimate the coverage effort for this? | The Data Call Worksheet that Mr. Alejo provided (at least, the one saved on the shared drive) calls for PPL, SFPPL, DCNs and LLIL. For items that will be modified, the DCN should cover that. |
| 9 | Both the Provisioning Parts List (PPL) and Short Form Provisioning List (SFPPL) is listed as a requirement for this project, both of which have the exact same data fields listed as required. Is the Short Form Provisioning Parts List (SFPPL) requirement to identify and use of specific depot level part support for each system? Or maybe explain the difference in planned use between both PPL & SFPPL requirement. | A Short Form Provisioning Parts List (SFPPL) only lists items required to perform maintenance as indicated by the Maintenance Concept (Organizational or Depot); the Provisioning Parts List (PPL, or top-down sequence) on the other hand, lists every part in a given system, right down to stickers and screws |
| 10 | There is reference in the PWS of an ‘Initial Provisioning Conference’ and a ‘Spares Provisioning Conference’, is there an idea of how many provisioning conference there might be, 1 of each? | The Provisioning Guidance Conference (PGC, or as it's being referred to below as "Initial Provisioning Conference) is where we get together with the program office, DLIS and the contractor in order to gain a mutual understanding of what's required, regarding data delivery, format, etc. The Spares Provisioning Conference (SPC) on the other hand, takes place after the contractor has already delivered their data, and the contractor, DLIS, the ES from the program office, and the provisioner meet to review the contractor's data and assign applicable factors and codes, and issue price challenges, if necessary. There can be more than one SPC, if there are multiple submissions of data. |
