QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE
USE OF THE AUTHORITY CITED ABOVE fAPPLICABILITY OF

\ SNC has extensive experience working with the PSP on both the AC-130\V Stinger II and I AC-130.1 Crhost Rider. SNC is developing the source data l(1r the AC-l 30W Stinger JI Mission Operator Pallet (MOP), under contract F A8509- I 2-C-0003 with Robins AFB, GA. Due to the fact that SNC owns the PSP MOP Structural Environmental Testing Data that is required to complete this cff ort, SNC is the only source that can accomplish this effort. In addition, SNC built the AC- I JOW MOP and is currently developing the AC-130.1 PSP MOP under a contract
I with 645th AESG. Finally, SNC is currently producing lhc Dragon's Breath Stand-Off Precision Guided Munitions System doors under contract F A8677-1 l-D-0177 which is executed through Special Operalions Command DET-1. SNC's successful involvement \Vith these critical pieces of the PSP gives SNC unhindered access to the required dnnving packages and data required lo complete this effort.
1 Furthermore, SNC currently has a Contractor Logistics Support team and logistics shop at
· Cannon AFB supporting the AC-l 30W Stinger II fleet. While the MOP differs between the AC-130\V Stinger II and the J\C-130.l Ghost Rider. SNC developed, tested and integrated both products. SNC's relationship not only in reference Lo both MOPs. but also with the Combat Acquisition Detachments, operational units, and other support contractors, affords them the
I unique ability to provide detailed maintenance and provisioning support without an extensive .
1 and sleep learning curve that would be experienced by any other contractor. Sustainment and 1 logistics support have to he in place by 2017: only SNC can meet the Initial Operating Capability
(IOC) timcline. Reverse engineering lhc data, by the Government or any other Contractor.
would be significantly time consuming and expensive. It would take an additional $15-$20 Million and up to three (3) or four (4) additional years before any other vendor could reproduce the Structural Environmental Testing Data needed. The estimate of an additional $15-$20 i Million is based nn the cost of previous efforts alrc<1dy accomplished hy SNC.
I i
Most importantly, SNC owns the rights to Structural Environmental Testing Data for the PSP MOP on the AC-130.J. The MOP contains a multitude ol' equipment that provides the command and control of the PSP. The MOP serves as the brains of the PSP. The Structural Environmental Testing Data includes all environmental, engineering and integration for the MOP and its
, components. This documentation is vital to the development of complete TOs, drawings, LSA, I accurate configuration management. and provisioning support. Competition of the above ' mentioned efforts would require all interested sources to enlist the services of SNC. Since the initiation of the AC-130.J program SNC has successfully provided critical support to the platform and is responsible for developing much of the inflmnation needed for program completion. SNC docs not require further disclosure in format.ion. SNC was asked in July 20 l3 and in November 2014 and will not sell the required data rights to the (iovernment. They \vould not entertain cost discussions on either occasion.
fn summary, the Government would incur substantial duplication or cost and unacceptable delays in lulfi !ling requirements should further attempts he made to compete at this time.

VIII. DESCIUPTION OF THE MARKET RF.SF:ARCH CONDUCTED AND THE
IU:SliLTS, 01{ A STATEMENT OF THE IU<:ASONS MARKET lU~SF.ARCH
WAS NOT CONDUCTED
A Request for lnformation (RFI) was posted to the Federal Business Opportunities website on 0 I Novcm ber 2012 with industry responses required N LT 23 November 2012. Twelve (12) responses were received and were reviewed by the contracting 1.md technical team al Wright-Patterson AFB (AFLCMC/WISK and Al-"LCMC/WISS). The RFI included development or Hight mammls which this cffoti docs not include since USSOCOM Program Manager subsequently acquired AC-130.1 flight manual development via a separate contractual effort. In late 2013 the Program Executive Ortice at i\fLCMC/WI decided to migrate AC-130.1 program managemem duties to AFLCl\1C/WIU upon declaration of AC-130.l Initial Operating Capability in late 2017. Since the contractual ddiverablcs for this effort would enable all future logistical support for the AC-130.1 by the AFLCMC/WIU program onice, USSOCOM Program Manager tasked AFI ,CMC/WIU to leverage off the RFI and proceed with a contract to acquire the necessary services described herein.
Market Research, in accordance with I \ R 111, was conducted and completed November 2014. An RFI of the proposed acquisition was posted. advising industry of the pending
I I I acquisition and soliciting inquiries from interested parties and \\ill be synopsized IAW FAR I
5.201. The Rl;I was posted to the Federal Business Opponunities website on 01 November 2012 with industry_ responses required ~LT 23 Nove1~1bcr 2012. T:v~lvc (12) respons~s were received I and were reviewed by the contracung and tcchmeal team at \\lnght-Pattcrson /\Hl !
(AFLCMC/\VISK and AFLCMC/WISS). Each of the responses from the RFI was reviewed to :
determine the vendor's capability in fulfilling the Ciovcrnment"s requirement. Although several vendors responded to the RH stating they could perform the \Vork to develop and maintain PSP

I TOs, at tl~ls time th~ Gov~m1~1ent ~loes not ow1~ the PSP iv10I;· St~ctural ii;1~1iro;~~~~;;t~l ;I~~stlng Data required; therefore, the vendors do not have access to the PSP MOP Structural
I Environmental Testing Data. Even though the RFI was posted over 18 months ago, this 1 information is still current accurate and relevant. To accomplish an RFI at this time would not he necessary. because the outcome would be the same. Internet market research was conducted in Novemb~r 2014 for vendors lhat have experience \Vith technical order development and I sustainment, provisioning and/or configuration management. Each of the vendors that responded I i to the RFI was included in the results of the internet market research with having the capabilities I to perform the services required. However, the (lo\·crnment docs not own the PSP MOP I Structural Environmental Testing Data required. Therefore, the results of the RFI and internet
I. market research are identical and the vendors are s1~11.1:c1l able t~ meet this 1:e~1uirement be~ausc 1 they do not have access to the data that belongs to SNC. Therefore. no add1t10nal value will be j gained from another RrJ/Sourccs Sought.
In addition to the RrI and internet market research, a Dynamic Small Business Search was conducted in July 2014 under NAICS 541330 (Engineering Services) in c011junction with key word .. provisioning". The search identified an additional 25 small businesses. Only ten (10) specifically called out provisioning capabilities needed for this effort and only two (2) called out having experience with DoD systems: hmvever. they do not have access to the PSP MOP Structural Environmental Testing Data required. Therefore. SNC is the only source at this time able to accomplish these requirements.
The vendors rrom the RFI, internet market research and the businesses from the Dynamic Small Business Search are listed in Section X and will not be able to accomplish this requirement due to the foct that they do nol have access to the PSP MOP Structural Environment Testing Data that SNC owns. XI. A STATEMENT O:F THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY HARRIERS TO COMPETITION BEFOR~:
MAKING SllBSl~QllENT ACQlJISITIONS FOR THE SUPPLIES OR SERVICES
REQUIRED
rhis effort cannot be competed due to the fact that Government docs n()t mvn the PSP MOP Structural Environmental Testing Data that is required lo complete this effort. Reverse engineering and re-accomplishing this data is not an option to meet the program IOC in 2017.
However. upon completion of this effort. the Government 'IVill own all deliverables as a result or this effort such as TOs, drawings, etc. Therefore, any future modifications to the aircrnll requiring changes to the technical orders can he competed. Attcr performing internet market research of vendors with AC· l 30J PSP MOP experience, SNC was the only result. SNC is currently under contract with the 645th AESG to develop, build and install the AC-130.J PSP MOP. As of November 2014. confirmation with the 645th AESG and SNC revealed that 110 outside contractors have contacted either agency f(lr engineering specification documentation used to reverse engineer 1he MOP or the required Structural Environmental Testing Data. There are no Contractors currently reverse engineering or have reversed engineered lhe PSP MOP Structural Environmental Testing Data.
