I. Contracting Activity.
This Justification and Approval (J&A) to request authority for Other Than Full and Open Competition supports requirements generated for AFLCMC/WIUAG. The contracting authority for this requirement is AFLCMC/WIUKA. The purchase request number supporting this contracting action is
FD2060-16-94240.
II. Nature and/or description of the action being processed.
Due to unanticipated delays and the circumstances described herein, the Special Operations Forces (SOF) System Program Office (SPO) is seeking approval for an extension to the current Advisory & Assistance Services (A&AS) contract (FA8509-13-D-0002) for the SOF Fixed Wing Division for a period of up to six months using Other Than Full and Open Competition (OTF&OC) as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The extension option will allow sufficient time to complete the source selection process and award the follow on contract. The extension option will only be used to the extent necessary and for the shortest duration pending award of the follow-on contract. The resulting extension will mitigate the potential risk associated with not awarding the follow-on contract by 22 March 2016, thereby avoiding a lapse in coverage. Should a break in service occur, impact will be increased demand on existing manpower and subsequent increases in execution lead time that will cause delays and interruptions to war fighter customer support. Slippages will ultimately appear in many of the current modification and production schedules. A&AS support augments existing AFLCMC/WIUA organic resources in critical areas of logistics management.
The strategy is to add by modification up to a six month extension period using the Option to Extend Services (FAR 52.217-8). This will result in an extension to the Indefinite Delivery Indefinite Quantity (IDIQ) contract and existing order which is already negotiated on a Firm Fixed Price and Cost Reimbursable basis (FA8509-13-D-0002). In accordance with the clause, the option clause may be exercised more than once, but the total extension of performance thereunder shall not exceed six months.
The maximum period of performance for the extension is from 17 April 2016 through 15 Sep 2016. This requirement will be purchased from the following company:

III. Description of supplies/services required to meet agency needs.
This acquisition is to procure labor categories of A&AS support in the form of logistics management for the Fixed Wing Branch (AFLCMC/WIUA) of the SOF/PR & Rotary Division (AFLCMC/WIU) at Robins Air Force Base (AFB), GA. AFLCMC/WIUA provides cradle-to-grave acquisition, modification and sustainment support for all current AC-130U/W, EC-130J, HC-130N/P and MC-130H weapon systems and subsystems. Additionally, conversion and recapitalization efforts will soon bring newer AC-130J/W, HC-130J and MC-130J aircraft into the SOF/PR inventory. AFLCMC/WIUA does not have sufficient Government manpower to support and accomplish the work on the projects associated with these weapon systems, thus leading to this requirement for A&AS to augment existing organic support. Fourteen Contractor Manpower Equivalents (CMEs) work directly in the AFLCMC/WIUA organization supporting the above mentioned aircraft and they represent authorized personnel on the Unit Manning Document (UMD). additional CMEs work outside of AFLCMC/WIUA; however, they still provide support to Fixed Wing systems and subsystems in the areas of engineering, armament, and analysis support.
This extension will be funded primarily with 0100 Operations and Maintenance (O&M) dollars. The source of the funding is USSOCOM MFP-11. The maximum Period of Performance is from 17 April 2016 through 15 September 2016. The value of the extension is estimated at for the six month period.
Under the contemplated extension, HMR Tech will provide employees that will continue to provide the following services:

IV. Statutory authority permitting Other than Full and Open Competition.
10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Contract FA5809-13-D-0002 was awarded competitively on 16 September 2013. The existing contract ordering period expires 21 March 2016 and the current period of performance ends 16 April 2016. The extension of services contemplated by this action would extend the ordering period of this contract for up to six months (22 March 2016 through 21 September 2016) and the period of performance up to five months (17 April 2016 through 15 September 2016) to allow for sufficient time to award the follow on contract.
HMR Tech provides specialized logistics management support to augment existing AFLCMC/WIUA organic resources. The services are highly specialized as they require current, direct aircraft maintenance and logistics management knowledge and previous experience in supporting the weapon systems managed or supported by AFLCMC/WIUA. Therefore, this acquisition is for continued performance of a highly specialized service.
AFLCMC/WIUA believes that award to any other source would result in unacceptable delays in fulfilling the Air Force's requirements. A&AS support augments existing AFLCMC/WIUA organic resources in a critical area of logistics management and awarding to a non-incumbent contractor during this short period of performance will lead to increases in execution lead time that will cause delays and interruptions to war fighter customer support. Slippages will ultimately appear in many of the current aircraft modification and production schedules if a lapse of A&AS support occurs. Failure to retain the current contractor throughout the ongoing source selection will result in significant mission delays. Having a break in service will not only impact the mission during the break but there is a risk of lost continuity if current skilled employees seek employment elsewhere during a gap and will not be available for rehire on the follow on contract. The HMR Tech has skilled manpower, resources, and corporate knowledge to perform these highly specialized services. A lapse in the current support will inhibit continued performance critical to support the AFLCMC/ WIUA aircraft, mission, and customer.
The pending follow on effort is a competitive requirement under the Engineering and Professional Administrative Support Services (EPASS) office as a task order on the General Services Administration (GSA) Multiple Award Contract (MAC) One Acquisition Solution for Integrated Services (OASIS) Small Business (SB). This effort will result in a one year basic period of performance with four one year option periods. The anticipated period of performance start date for the follow on contract is 16 May 2016. This contract was originally scheduled to award 1 March 2016 but has been delayed. At the end of the technical evaluation portion of the source selection, there were no technically acceptable proposals. It was determined that the best course of action was to amend the Request for Proposal (RFP) to correct ambiguous terms. The need for an extension of services is a result of the additional time needed for this process.
Accordingly, HMR Tech is the only firm capable of providing the services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The current contract was synopsized and awarded based on full and open competition using a SDVOSB set-aside. The follow on contract will also be competed amongst the OASIS small businesses in the applicable pool for that effort.
The six month extension will be synopsized as required by FAR 5.201(b) in advance of issuance of the solicitation. A Sources Sought Synopsis (SSS) or Request for Information (RFI) synopsis will not be issued for the six month extension as (1) it would be late to need and would not change the outcome, and
(2) the follow-on effort for this requirement is being competed under OASIS contract. Senior Center Contracting Official (SCCO) signature/coordination of this J&A constitutes waiver of the requirement to conduct RFI/SSS (DFARS PGI 206.302-1(d)).
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The overall cost of this acquisition will be fair and reasonable to the Government. The contract amount for the extension of services will be within the limits and at the rates specified in the contract in accordance with terms of FAR 52.217-8, Option to Extend Services. The current contract prices were determined fair and reasonable through adequate price competition which was accomplished as a full and open competition using a SDVOSB set-aside.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for the current contract (FA8509-13-D-0002) was completed in March 2012. Market research for the follow-on effort was completed in July 2015 as required by FAR Part 10.
In the market research conducted in March 2012 for the current contract, a vendor survey was conducted using the Central Contractor Registration Dynamic Small Business search engine (DSBS) and past contracts for similar services. Using North American Industry Classification System (NAICS) code 541611 (Administrative Management and General Management Consulting Services) which is the preponderance of this effort, there were plenty of possible vendors identified as potential contractors in all categories.
Other criteria for the vendor survey included services and key words: program management or logistics or logistics support. The count for each report was 8(a) - 230, HUBZone - 69, Native American - 50, Service Disabled Veteran Owned - 364, and Women Owned - 391. It was determined the effort would be set aside for Service Disabled Veteran Owned Small Business (SDVOSB).
In the market research conducted in July 2015 for the follow-on contract, the Contracting Officer determined NAICS code541611 (Administrative Management and General Management Consulting Services) to be appropriate for the acquisition and representative of the preponderance of the work. NAICS code 541611 falls under Pool 1 of the GSA OASIS SB IDIQ and Pool 1 contains 43 contractors qualified to perform work using this NAICS code. Within Pool 1 (Source: GSA OASIS SB Socio-Economic Contractors by Pool as of 3 October 2014), 15 contractors were identified as potentially eligible for socio-economic set-aside as an 8(a) small business; three contractors were identified as potentially eligible for HUBZone socio-economic set-aside; eight contractors were identified as potentially eligible for socio-economic set-aside as a SDVOSB; and six contractors were identified as potentially eligible for socio-economic set-aside as an Economically Disadvantaged Woman-Owned Small Business (EDWOSB). For Fixed Wing, we leveraged the responses from the RFI sent for Rotary Wing. The responses received for Rotary Wing are applicable to Fixed Wing requirements. It was determined the follow-on effort would be set aside for SDVOSB.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
To avoid a lapse in coverage, this J&A allows for a maximum six month extension to current A&AS contract FA8509-13-D-0002. The follow-on effort will be a competitive contract set aside for SDVOSB.
The follow-on contract will be awarded under the OASIS SB contract through the EPASS office.
