Statement of Work
PART 1 – GENERAL
1.01 STATEMENT OF WORK:
A. Location: Accomplish work at Robins AFB, Georgia
B. Price: The original contracted price includes special work times for utility outages and repair of damages.
C. Contract Documents: Follow details shown by the specifications and drawings.
D. Project Scope, Objectives and Criteria: Provide all labor, material, plant, equipment, supplies, testing and coordination and supervision as follows:
1. General: Work shall consist of the removal of the existing steel standing seam metal roof system and the installation of a new PVC insulated roofing system over aircraft hangar Docks 1 thru 4 at B81 and installing a metal Retrofit standing seam roof over areas C & D. Work shall also be performed to correct excess movement in the roof/roof purlin area. No work will be required for any of the adjacent lower roofs associated with incidental hangar functions. Project is listed as urgent – work will be performed on a minimum of a 6 day work week and 10 hours a day minimum. The General contractor shall provide a certified roof installer, certified by the manufacturer. This individual will be required to be on-site when new roof work is being performed.
2. Existing Conditions: During inspections of the roof system performed in response to roof leaks, broken “X” bracing between the roof purlins was noted. Multiple rows of “X” bracing had broken, allowing for excess movement of the metal roof panels. Long unbroken panel runs contributed to stress in the roof system The scope of this project is to correct stress/movement issues within the roof system and install a new roof. This project has been listed as urgent due to the potential impacts to aircraft maintenance operations.
3. Preparation, Protection and Safety: Provide all work necessary to protect the existing building components from damage due to work activities. Contractor shall inspect existing building prior to starting work, denoting any areas not included within the work scope that have existing damage. Report shall be issued (including photographs) to 78 CEG/CEN before beginning work. Install all barriers needed to protect existing building components from damage within the vacated dock below during the current phase of work (dock will be vacated). Install additional barriers as necessary to protect equipment and personnel in adjacent aircraft hangar docks from damage and injury, including a 6 feet high chainlink fence around the perimeter of the immediate work area (dock), the fence will relocate as each of the phases change). Protect openings from stormwater intrusion during demolition and construction. All damage incurred during construction shall be repaired at no cost to the Govt. Coordinate removal roof components to prevent structural overloading of building components during storm events
(provide engineering analysis sealed by a registered engineer who derives the majority of their
Statement of Work income from design of roof systems to determine maximum opening size at any one time and additional construction phasing).
4. Work Scope and Phasing: The work will be scheduled in a minimum of five phases to minimize impact to the user. Reference drawing below for the floor plan and work scope areas.
Phases and the corresponding work are as follows:
a. Scheduling for this project will be as follows (all days are calendar days):
(1) Phase 1 – Building analysis, mobilization, order materials ------------------------ 45 days
(2) Phase 2 – Dock 3 roof demolition and replacement ------------------------------- 90 days
Transfer (Xfer) --------------------------------------------------------------------- 14 days
(3) Phase 3 – Dock 4 roof demolition and replacement ------------------------------- 60 days

** These two docks may be reversed based on scheduled aircraft maintenance operations.
Each dock will be vacated by the Govt. prior to the start of work for that phase. Work on the dock shall be complete by the end of the appropriate phase including clean-up activities. Contractor shall allow for a two week Govt. transfer from one dock to the next
(both docks will be considered as occupied by the Govt. during those two weeks).
Contractor may reposition equipment and supplies outside of the hangars during this period provided that such activities are coordinated with the user and will not cause a delay in the transfer. As the project progresses, accurate scheduling may minimize the 14 day crossover. Any time savings in 1 phase transfer will be added to the allowable transfer for the next phase. Should the total transfer time between phases required by the
Govt. exceed 42 days, an appropriate contract modification will be negotiated for time and cost incurred.
Contractor shall provide a CPM schedule for Govt. reference for all work component items at the beginning of the project. Weekly progress meetings will be held between the contractor, CE and the user. Scheduling issues will be identified and discussed at the meetings, and adjustments will be made to the CPM by the contractor. Meeting schedule and location will be determined at NTP.
Statement of Work
The plan below identifies the location of areas described within each phase:
b. Phase 1: Provide analysis of the existing structure and design work required to perform work detailed in Phases 2, 3, 4 and 5. All documents shall be submitted to and approved by
78 CEG prior to ordering materials. After review and approval, mobilize and order materials sufficient to accomplish the work for Phases 2, 3, 4 and 5.
c. Phase 2 (Dock 3): Immediately prior to the start of this phase and for this phase only, provide 2 restroom trailers (1 handicap accessible, 1 standard) to accommodate displaced facilities adjacent to Dock 4. Install handicap ramp and steps as required to meet applicable codes. Provide electrical and potable water connections. Both facilities will require bladder tanks since sanitary sewer connections are not readily available. Provide dumping services for the tanks as needed for sanitary requirements.

Provide a protected walkway path from Dock 4 to the access doors for the restrooms and break room in dock 3 and to all access doors for the modular (both floors). Protection shall be provided as shown in the drawing above and shall extend above all access stairs to the 2 story modulars. Protection shall be structural with a solid ceiling configured to prevent falling debris from injuring pedestrians below (i.e. metal scaffolding with walkboards and plywood ceiling).
All materials lifted onto and off of the roof in dock 3 shall be done from the hanger door end of the dock. Install all protection devices as required for protecting existing work to remain.
Remove existing roof panels, insulation, gutters, flashings and roof accessories as required for the installation of new work. Install new PVC roofing, rigid board insulation, rigid board flute-filler insulation and required slip/protection sheets over new metal decking on existing purlins. Install new flashings and downspouts. Provide and all additional accessories as required for a Class A rated roof system with required warranties. Install new lightning protection system. Follow the design analysis requirements for roof section phasing to prevent overloading of roofing components due to wind events.
Remove all existing roof purlin bracing and replace as required based on design analysis requirements. Paint all new components white (primer + 2 finish coats, alkyd based, low
VOC). Contractor shall retension all adjustable bracing (sag rods, rod “X” bracing, etc.)
within the dock to re-align building components and reduce building movement.
Inspections: A minimum of one inspection for this phase is required of the roofing manufacturer. Additional follow-up manufacturer inspections will be required until all defects are corrected. A letter of no defects and acceptance of the dock roof by the manufacturer will be required prior to proceeding with the next phase. Both a pre-final and final Govt. inspection will also be required. Provide at least a 10 day notification to CE prior to Govt. and manufacturer’s inspections. All inspections, corrective work and final acceptance of the work for that dock/phase shall be performed prior to the start of the next phase.
d. Phase 3 (Dock 4): Install all protection devices as required for protecting existing work to remain. Remove existing roof panels, insulation, gutters, flashings, downspouts and roof accessories as required for the installation of new work. Install new PVC roofing, rigid board insulation, rigid board flute-filler insulation and required slip/protection sheets over new metal decking on existing purlins. e. Phase 4 (Dock 1): Install all protection devices as required for protecting existing work to remain. Remove existing roof panels, insulation, gutters, flashings, downspouts and roof accessories as required for the installation of new work. Install new PVC roofing, rigid board insulation, rigid board flute-filler insulation and required slip/protection sheets over new metal decking on existing purlins. Install new gutters, flashings and downspouts.
Provide and all additional accessories as required for a Class A rated roof system with required warranties. Install new lightning protection system. Follow the design analysis requirements for roof section phasing to prevent overloading of roofing components due to wind events.
Provide a protected walkway path from the trailer on the northwest side of B81 to the airfield and at the interior center modular. Protection shall be provided as shown in the drawing.

The standing seam Retro fit on roof sections C & D are to be accomplished during the roof replacement in Docks 1 and 2. All new eave and rake trim, as well as gutters, shall cover the wall panels to same elevation as existing trim. Install new retrofit roof components in a manner that ensures existing building remains watertight and protects occupants from any falling debris. Replace all closures and roof to wall flashings where these roofs intersect with the hanger wall. The design basis for retrofit framing shall be equal to or better than the
Roof Hugger retrofit purlin system. System shall be designed by a Georgia registered professional engineer and include design analysis, drainage calculations, engineered detail drawings for roofing and retrofit system in accordance with IBC 2012, ASCE 7-10. Design analysis engineer shall have full access to project for any inspections they wish to perform.
New metal roofing shall be designed and installed in a manner that it has no panel end laps and requires no field fabrication of panels in direction of installation (i.e. panels shall be installed on correct module and rake trim fasteners in flat of roof panels shall not be acceptable). Install new polyisocyanurate rigid board insulation flute filler, cut to nest in the existing roof panels, in a manner that it is protected from the elements while new roof panels are being installed. Install new 24 gauge industrial metal roof system with 3” minimum height trapezoidal mechanically seamed standing seam roof panels by an IAS AC472 accredited manufacturer, 360° mechanical seam shall be seamed onsite (90°/180°/270° seams not allowed) with maximum panel width of 24 inches. Roof panel system shall be a hydrostatic system (watertight panel system) – hydrokinetic system will not be allowed.
Panels shall have intermediate low profile ribs, flat pans not allowed. New roof panels, rake trim, gutter, and downspouts shall have a Kynar 500 or Hylar 5000 polyvinylidene fluoride
(PVDF) factory finish with a 20 year finish warranty. All flashings shall be of the same gauge and level of finish as roof panels. All new curbs (same color as roof) shall have integral up-slope crickets. Both curbs and flashings shall be included in the roof manufacturer’s weathertightness warranty. New gutters shall have gutter screens installed.
Roof warranty shall be a 20 year single source NDL (no dollar limit) on material and labor warranty. Warranty shall cover weather-tightness, design wind speeds, and finish of the roofing and flashing components. The following exclusions are not allowed within the weathertightness warranty: wind uplift different from the design (per IBC/ASCE 7-10), Statement of Work workmanship or exclusion of manufacturer during the installer’s warranty. Prior to acceptance, the manufacturer shall perform the necessary roof inspections required to determine that installation is per the manufacturer’s instructions and issue a letter to that effect. Roof shall not be accepted without this letter. Construction Manager must be onsite during any inspections. All inspections, including Pre-final, shall be requested in writing thru the Contracting Officer and Construction Manager a minimum of 10 days in advance.
One additional final Govt. inspection will be required on completion of all phases.
5. Roof Work Components: Install a new PVC roof system on hangar docks 1 thru 4 and a metal standing seam retro fit system over sections C & D of Building 81. Install new gutters, flashings, lightning protection and roof accessories for a complete system. The roofing system shall meet the following criteria:
a. System shall be designed by a Georgia registered professional engineer( engineer must derive the majority of their income from the design of roof systems) and include design analysis, drainage calculations, lightning protection shop drawings, engineered detail drawings for roofing, insulation and metal deck systems in accordance with IBC 2012 and
ASCE 7-10. Complete roof system shall comply with the requirements for Class A fire resistive design. Design analysis engineer shall have full access to project for any inspections they wish to perform. Analysis shall also be performed delineating phasing required of demolition and installation to prevent structural overloading due to exposure of building interior to wind loads (excessive roof openings). Engineer shall seal all drawings and analysis documents.
b. Metal Deck: Install a metal B-deck (22ga minimum, engineer to determine final thickness) as required to support the PVC roofing, insulation and roof loading requirements.
Deck shall have a white finish on the hangar side (side facing down) to provide light reflectivity within the hangar. (Design Basis: D-Mack Industries Type “B” Grade 80)
c. Roof insulation: Install new rigid board insulation over top of metal roof deck, mechanical fastened per uplift requirements. First layer shall be EPS polystyrene board conforming to the metal deck flute profile to fill voids between flutes. Install Vapor barrier
(Design Basis: Duro-Guard Sopravap’r). Install a minimum of 3 ½ inches of mechanically attached ISO insulation. (Design Basis: Duro-Guard ISO)
d. PVC roofing: Shall be minimum 60 mil thickness polyvinylchloride complying with the requirements of ASTM 4434, Type III. Basis of design is Duro-Last as manufactured by
Duro-Last. Roof system shall be mechanically fastened and hot air welded at all seams.
Provide all additional protection membranes, fasteners (extra heavy duty) and accessories complying with the manufacturer’s requirements for a complete roof system.
e. Gutters, downspouts, flashings and accessories. Flashings shall as required by the roofing manufacturer and will be included in the manufacturer’s weathertightness warranty.
Install new gutters with gutter screens. All metal flashings, trims, gutters and downspouts shall be minimum 24 ga. Flashings (exposed to view), trims, gutters and downspouts shall
Statement of Work also have a polyvinylidene fluoride (PVFD) finish, Kynar 500 or equal, with a 20 year finish warranty. Gutters and downspouts shall be sized for a minimum 9.9 in. per hour rainfall rate.
f. Warranty: Roof warranty shall be a 20 year single source NDL (no dollar limit) on material and labor warranty. Warranty shall cover weather-tightness, design wind speeds, and finish of the roofing and flashing components. Prior to acceptance, the manufacturer shall perform the necessary roof inspections required to determine that installation is per the manufacturer’s instructions and issue a letter to that effect. Roof shall not be accepted without this letter. Warranty will not include the following exclusions: wind uplift different from the design (per IBC/ASCE 7-10), workmanship or exclusion of manufacturer during the installer’s warranty.
g. Lightning protection: Install new Franklin Rod lightning protection system in accordance with requirements of UFGS. Roofing manufacturer shall provide a letter of acceptance that lightning protection system does not void roof warranty. Lightning protection system installer shall provide letter with continuity and ground resistance test results as required by
Design Analysis Engineer.
h. Quality control: Construction Manager must be onsite during any inspections. All inspections, including Pre-final, shall be requested in writing thru the Contracting Officer and
Construction Manager a minimum of 10 days in advance.
F. Project Requirements:
1. The contractor shall provide the technical knowledge and skill necessary to perform services to meet standards set forth in this Statement of Work for base facilities, equipment and systems and at a minimum meet manufacturer’s requirements.
2. All stored equipment shall be stored and protected in accordance with manufacturer’s recommendations.
3. This project will require daily reports to be filled out daily and submitted to the project manager on a weekly basis. Daily reports at a minimum shall contain the following information, Amount and type of work accomplished
Materials delivered to the site
Weather conditions and impact to work and schedule
Labor workforces on site
Construction equipment on site
Safety inspection performed and violations noted
Any outstanding issues, i.e. delays, RFIs, etc.
4. All items shall be installed in accordance with the manufacturer’s installation instructions, unless the Base Facility Standards, specifications, drawings, contract clauses, schedule, attachments, manufacturer’s requirements, and other contract documents are more stringent.
The most stringent requirement shall be met at no additional cost to the Government. If
Statement of Work meeting the more stringent requirement will void the manufacturer’s warranty the contractor shall notify the Contracting Officer and the inspector prior to voiding the warranty.
5. Crane: Due to location of the hangar on the airfield, crane total height above ground shall be less than 200 ft. with the crane in the highest possible position.
6. Roof Access: Contractor shall provide a stair tower from grade level to the roof line for both
Govt. and contractor access. Stair tower shall have typical tread/riser configuration complying with OSHA requirements. Alternating tread and ladder configurations are not acceptable.
7. Coordination shall be required between different disciplines.
G. Evacuation: Before fencing off the construction area, notify the Contracting Officer in writing
30 days before ready to start so that Contracting Officer’s Representative and Project Manager can notify appropriate personnel.
H. Physical Security:
1. The contractor shall be responsible for safeguarding all government personnel and property being modified or adjacent to the new work. The contractor shall identify any existing problems in writing prior to start work.
2. At the close of each work day, all government facilities, equipment, and materials shall be secured and back in operation unless agreed on prior to the work starting. The contractor shall be responsible for controlling access into an area that has been turn over to them for construction.
I. Contractor Operations: Comply with Occupational Safety and Health Administration (OSHA), Corps of Engineers Safety Manual (EM 385-1-1), the contract safety provisions, Air Force
Occupational Safety and Health (AFOSH) Standards, and National Fire Protection Association
(NFPA) standards.
1. Contractor Employees:
a. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is the obligation of the contractor.
b. The contractor shall furnish to each of his/her employees a place of employment that is free from recognized hazards.
c. The contractor shall brief his/her employees on the safety requirements of this contract and on hazards associated with prescribed tasks.
d. This contract shall in no way require persons to work in surroundings or under working conditions that are unsafe or dangerous to their health.
e. The contractor must coordinate and perform work so as not to impact the safety of government employees or cause damage to government property.
f. This requires providing personnel with protective equipment and associated safety equipment as may be necessary.

g. The contractor must also protect government personnel from hazards generated by the work.
2. Contractor Badges: All employees to enter Robins AFB shall have government provided badges. Contact the Project Manager/Badge Agent for the current badge application form.
Badge request shall be submitted a minimum of 10 days prior to the employee’s arrival.
3. Fire Reporting:
a. Brief all workers and subcontractors as to the location of telephone and fire alarm pull stations.
b. Report all fires as soon as discovered. The fire reporting number for on Base phones is
911. The fire reporting number for off Base phones is 478-222-2900. The caller should give his or her name and location of what is on fire. Also, give any other information that may be requested by the Fire Department dispatcher. Stay on the telephone until the dispatcher has obtained all necessary information.
4. Work shall be performed to, but not be limited to, the requirements set forth by the following:
a. Robins AFB – Base Facility Standards (last edition)
b. Occupational Safety and Health Administration (OSHA)
c. All other applicable federal, state and local codes to ensure the system/s are installed in accordance with manufacturer’s specifications.

j. The contractor shall correct work not meeting these specifications at no additional expense to the government.
k. The contractor shall coordinate work between the different disciplines.
5. Permits & Utility Outages:
a. It shall be the contractor’s responsibility to attend permit and outage request meetings.
b. Before any “hot work” is performed on the job, an AF Form 592, USAF Welding, Cutting, or Brazing Permit, must be obtained and displayed at the work site for the duration of the permit.
c. Permits can be obtained by contacting the Civil Engineer Construction Inspector/Army
Corp Project Engineer assigned to the job. The Fire Alarm Dispatch Center can be reached at 478-926-3487 or 478-926-3488.
d. Permits will be returned to the fire department, Bldg. 377 Fire Station Number 1, on the day they expire.
Statement of Work
e. Adequate number and type of portable fire extinguishers, supplied by the contractor, will be as close to the work as possible. At least a 10 lb ABC type fire extinguisher shall be located at close proximity to the work being performed. In certain circumstances, one or two 20 lb ABC type fire extinguishers will be required for hazardous locations. The fire inspector issuing the welding/burning permit will determine the required level of protection at the time of permit issuance.
f. A digging permit will be required before any digging, driving of stakes or post starts.
g. Digging Permits are obtained on Monday at 0800 hours of each week at building 1555 break area. If Monday falls on a holiday, the permits will be issued on Tuesday following that Monday.
h. Utility Outages will be signed off on during the weekly outage meeting held on
Wednesdays at 1000 hours in building 1555. Request utility outages in writing to the
Base Civil Engineer, with a copy to the Contracting Officer a minimum of 21 days before the proposed outage.
i. Outages shall be scheduled at the Government’s convenience and may be at times other than normal working hours. For example, the times may be on weekends or during the second and third shifts (including holidays, holiday weekends, and work curtailment days). These are at no additional cost to the Government.
j. These hours are subject to change.
6. Superintendent: A full time Superintendent is required for this delivery order.
a. The Superintendent can be a working superintendent. The job foreman certified by the materials manufacturer shall be on the roof at all times when any contractor or subcontractor personnel are on site installing roofing. If the superintendent is a working superintendent he must at all times be available to the Government and be totally aware all aspects of the project.
b. The contractor shall provide the Contracting Officer a letter designating a competent person as site superintendent and certified installer foreman. The letter shall state that the superintendent and or the certified installer foreman has full authority to act for the
Contractor and will be the primary Point of Contact for the Government. The
Government reserves the right to disapprove the proposed superintendent and or the certified installer foreman.
c. The Government through the Contracting Officer or Technical Representative of the
Contracting Officer (CEA Project Manager) reserves the right to shut down all Contractor site activities if the manufacturer’s certified foreman is not on site at such times. Site work shall not resume until the foreman has returned to the site. Several violations of this requirement are cause for termination for default.
7. Site, Maintenance, Clean-up and Restoration:
a. Maintain the work site in a neat, orderly and safe manner.
b. Remove scrap, waste and excess materials promptly. Provide signs, barricades and lights as required to protect base personnel.

c. Do not allow trash and debris to accumulate and become unsightly. Sweep up and collect in contractor-maintained disposal containers daily. Dispose of collected debris weekly as a minimum.
d. Restore the project site to its final condition as required by the contract as soon as possible.
8. Rejected Work: If work performed by the contractor or a subcontractor does not meet the plans, specifications, national standards, Base Standards, applicable codes, industry standards, or acceptable workmanship the contractor shall accomplish the rework at no additional cost to the government. Rework will be rescheduled for the next normal workday.
9. Equipment Damaged by Contractor: The contractor shall take before and after photographs of the work site. Prior to starting work the contractor shall photograph, annotate, and bring to the attention of the inspector any noticeable damage to equipment, ceilings, walls, doors and frames, furniture, floors etc. The location of the annotated and photographs needs to be well defined. If the damage is not documented then the contractor shall be responsible for the repairs. The contractor shall be responsible for the repair of any of the above damaged in the process of performing their work. The repairs shall utilize original manufacturer’s approved parts and comply with manufacturer’s specifications. When the contractor finishes the repair, the equipment shall function within acceptable manufacturer’s specifications.
This shall be accomplished at no cost to the Government.
10. Contract Qualifications: The contractor shall ensure that all employees performing work under this contract have all applicable licenses and certification to work on the item/s in question. At a minimum the contractor shall hold all applicable license/s required by the state for the type of work being accomplished. Supporting documentations shall be provided if requested. At any time, work performed by a non-qualified person/s may be rejected as noncompliance and may not be acceptable.
1.02 CONTINUED OCCUPANCY:
A. Access: Building 81 shall remain in partial operation during the work (see phasing schedule).
The contractor will be given full access to the project area included in each phase of the work during that phase.
B. The work area is in a restricted area requiring airfield driving privileges.
C. Beneficial Occupancy: The Government reserves the right to take beneficial occupancy of parts of the project area before the total project completion date. This is not final acceptance, and identified deficiencies must still be corrected.
1.03 HOURS OF OPERATION:
A. Standard Work Hours: The contractor shall perform the services required under this contract during the following hours: MON – SAT, 0600 –2000, except federal holidays and as noted herein. Length of hours will be shortened as daylight hours change (no night work allowed).
The contractor may be allowed to work, with prior approval of the contracting officer
Statement of Work representative, extended hours to ensure timely completion of work at no additional cost to the government. Permission to work extended/alternate hours shall be requested in writing a minimum of 5 days prior to when the alternate work hours are desired. The Government reserves the right to deny the contractor’s request.
B. Holidays: The contractor is not required to work on the following days without written approval:
New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday. Permission to work on holidays shall be requested in writing a minimum of 5 days prior to when the alternate work hours are desired. The Government reserves the right to deny the contractor’s request.

PART 1 - GENERAL
1.1 SPECIAL REQUIREMENTS:
A. Controlled Areas (General):
1. This project includes work in one or more Controlled Area(s). The Contracting
Officer will assist in getting proper notation on personnel badges for applicable areas (, such as warehouses, the Flightline, Command Posts, and similar.)
2. Use no radios, pagers, or walkie-talkies in these areas.
3. Allow 15 minutes wait at arrival for escorts.
4. The contractor is responsible for all controlled/restricted area badges issued for this project. Fifty dollars ($50.00) per badge will be deducted from the final contract payment for badges lost or not returned, regardless of the reason for said loss/nonreturn. If a receipt is desired for badges turned in during the contract period, the contractor must furnish it for coordination.
B. Airfield Zone Waivers:
1. Construction Waiver: UFC 3-260-01, Appendix B, Section B1-2.5.4.7, requires a temporary waiver be obtained for construction on the airfield. This applies to any construction, construction equipment storage, or hauling of materials or waste products that will take place within the boundaries of the Airfield Zone as shown on the Location map of Drawings. The Base Project Manager has advised the
Base Community Planner to accomplish the necessary internal documents to obtain the temporary construction waiver for that area, and they are in process. Do not start any work in the Airfield Zone until the Technical Representative of the Contracting Officer (TRCO = CE Inspector) has provided a copy of the approved waiver to the Contractor.
2. Crane Permit: If a crane is required for construction on the airfield, the Contracting Officer will work with the Civil Engineering Community Planner to obtain this permit. Any crane activity on the airfield requires approval from the 78 ABW Commander prior to starting work. Submit a request in writing to the Contracting officer at least 45 days prior to the start of the work. The request shall detail the schedule for such work, hours of operation, height of the crane, and location of the crane. Be prepared to abide by any restrictions noted on the approval documents.
C. Airfield Zone Site Requirements:
1. The Airfield Zone is shown on the Location map of Drawings. It is also referred to as the Flightline. Note that Section 01580, Safety Requirements, contains additional guidance on eliminating Foreign Object Damage (FOD) to the aircraft on the Flightline.
2. Schedule: Furnish a schedule to the Contracting Officer on the anticipated work schedule for each area in the contract.

3. Storage Site Request: Request in advance and obtain approval from Airfield
Operations Management for any storage sites for all equipment and materials used on the contract.
4. Haul Route Request: Request in advance and obtain approval from Airfield
Operations Management for all haul routes or other travel requirements on the Flightline.
5. Prior to driving on the Flightline, the contractor shall ensure that all personnel required to operate vehicles on the Flightline are trained and certified. The contractor is responsible for scheduling the training through 78 OSS/OSAB, (478) 926-2114, with adequate lead-time so as not to interfere with the contract schedule. Upon completion of the training, an
AF Form 483 (Certificate of Competency) will be issued by the Airfield Manager’s office, which certifies that the individual has been trained on Flightline driving. This certification must be in the possession of the vehicle operator when driving on the Flightline.
6. Forms to Return: Upon completion of the contract, turn in the AF Forms 483 to the
Contracting Officer so that final payment will not be delayed.
7. Prior to the start of work each day, coordinate with the Chief of Airfield
Operations Management at (478) 926-2114 or (478) 926-2115. The contractor will advise
Airfield Operations Management of the current work schedule, location and duration of work, and the type of equipment at the site for the day. The contractor shall also coordinate with
Airfield Operations Management before leaving the site for the day.
8. Contractor employees requiring vehicle access to the controlled area of the
Flightline shall display their company's name on both the right and left sides of the vehicle.
Lettering shall be at least one and one half inches high and may be either permanently or magnetically affixed to the vehicle. The Government will deny entry to contractor vehicles not displaying the company name.
9. Provide an escort for all material suppliers or vendors transporting equipment or material to/from the Flightline job site. The certified escort can be a passenger or operate a lead vehicle no further than three vehicle lengths in front of the escorted vehicle. Ensure that all subcontractors comply with all Flightline requirements.
10. In addition to the validated AF Form 483, vehicle operators shall have valid state driver's licenses in their possession when driving on the Flightline. Vehicle operators shall adhere to Flightline driving procedures contained in RAFB Instruction 13-206, Control and Operation of
Vehicle on Robins AFB Flightline and Industrial Area.
11. The contractor is responsible for ensuring that all contractor personnel, subcontractors, and suppliers meet all Flightline requirements. The Government may, at its discretion, remove any contractor, subcontractor, or supplier employee from and prohibit access to the Flightline for the duration of this contract for violations of Flightline procedures.

12. Employ a minimum of one person for each area where construction activity is underway whose full time job is to monitor radio traffic from the base control tower to ensure that no Flightline violations occur.
13. Under no circumstances shall contractor employees enter any Flightline building or area not covered by the contract or authorized for access to the contract area.
14. If a crane is required and approved for construction on the airfield, store the crane in such a manner as to not pose a hazard to flight operations. Contact, through the Inspector, 78
OSS, 926-2114, to receive instructions on how to store the crane each night.
15. Provide continuous cleanup at the work site. All areas shall be kept so clean as to prevent the spread of materials that may be tracked into other aircraft areas or which may be windblown in such a way as to cause a hazard to aircraft traffic. Materials will not be allowed to accumulate in such a manner as to create an eyesore. Clean all haul routes as required to maintain aircraft safety and site order.
1.2 UTILITY REQUIREMENTS

1.4 SAFEGUARDING COMMUNICATION FACILITIES: For work that will interfere with Local
Area Network (LAN) cable, aerial cable, house cable, underground cable, or other communication facilities, notify the Contracting Officer in writing 21 days before the scheduled construction. Do no work until receiving written approval.
PART 2 - PRODUCTS - OMITTED
PART 3 - EXECUTION
3.1 DIGGING/EXCAVATION REQUIREMENTS: The Drawings show underground utilities and structures as presently shown on the best available record drawings of the site, and these may have some inaccuracies. The information is provided for general bidding purposes only. Actual locations and quantities must be determined at the site while obtaining the form below.
A. Digging/Excavation Permit (Obtained on Base): Digging permits are obtained at 0800 Monday mornings, only, in Building 1555. The Contractor, along with the technical representative, shall meet with Civil Engineering utility personnel at this time to make all necessary arrangements for the excavation permit before any digging. The Contractor will be given instructions on how to prepare and properly complete Digging/Excavation Permit. This includes coordination before beginning any work involving digging/excavation and location of buried structures and utility lines. Before getting signatures, provide a drawing indicating the full extent of digging/excavation (width/depth/length of trench or hole). Civil
Engineering utility personnel will meet with the Contractor at the site and locate their underground utility lines and buried structures that might be affected by any digging/excavation. Do not do any digging until all parties have approved the permit (three day maximum). The digging/excavation permit shall be effective only for the time period indicated by the final signature authority.
B. Re-coordination of the Digging/Excavation Permit with all organizations and the technical representative shall be required for any additional time required after expiration of the original time period. No digging/excavation shall be done after l600 hours on weekdays or anytime on weekends unless prior approval is obtained.
C. Location of Buried Structures and Utility Lines: Accurately locate and stake buried structures and utility lines indicated.
D. Excavation, trenching, and backfilling: Excavate to the required depth by hand digging within three
(3) feet either side of the buried structures or utility line. Do not use motorized equipment within these parameters. Only open those trenches for which material is ready for replacement. As soon as approved
01040 - 5 of 8 by the technical representative, backfill trenches as required by the drawings or specifications. As a minimum, replace topsoil and grass the disturbed area by seeding and watering.
E. Damage: The contractor is responsible for any damage to underground structures and utility lines identified on the drawings and any identified and marked in the field as a result of obtaining the digging/excavation permit. If any underground utility is damaged, notify the technical representative immediately.
F. Cutting of Roads, Streets, and Paved Parking Areas:
1. Mark, barricade, and illuminate construction work on or near roads or streets which may present a traffic hazard in accordance with the Manual on Uniform Traffic Control
Devices (MUTCD) 2000. Closures of streets, parking lots, and other traffic areas will not be permitted unless approved by the Contracting Officer after written request 30 days before the scheduled closure.
