Comment/Question No. 1: The Means doesn’t work sometimes on specific jobs. If there’s not a Line Item to fit, what are we going to do and how do we price it?”

Government’s response to Comment/Question No. 1: “Roof” components are usually in the Means. If there’s a component required by a specific Task Order that is not in the Means, the Contractor(s) would separately identify it in his proposal. Then, subsequent to Government evaluation of the proposal, the Government and the Contractor would negotiate a price for that component (non pre-priced item). Reference Page 10 of 43, Clause C-900. If the non pre-priced item becomes a continuing requirement, a Modification to the basic IDIQ Contract would be issued that incorporated the item as a pre-priced item.

Comment/Question No. 2: Regarding non pre-priced items, there’s a lot of stuff not in the Means. This Solicitation states (on Page 9 of 43, Clause B-900) that “Task orders shall not be issued which contain more than 15% non pre-priced items.” A more realistic determination of current conditions would dictate that this requirement be eliminated.

Government’s response to Comment/Question No. 2: The Government has looked at several IDIQ requirements at Robins AFB that have 15% in place for non pre-priced items, and they all seem to be working well. Clause B-900 (NON PRE-PRICED ITEMS), Page 9 of 43 of the Solicitation, will not be amended at this time.

Comment/Question No. 3: Different types of roofs require different labor burdens, so in effect, different types of roofs require different coefficients. How does a Contractor propose one (1) coefficient for all types of roofs?

Government’s response to Comment/Question No. 3: The coefficient table will not be amended at this time. The premium a Contractor pays for Liability Insurance is determined by the risk involved in the job, as well as the extent of claims he has had in the past. The rate charged by an insurance company, however, should be the same for “roofing” work, no matter what kind of roofing work is performed. Accordingly, multiple coefficients for different roof types are not considered warranted.
