Roofing Coefficient Information
It should be noted that each time "R.S. Means Facilities Construction Cost Data” book is mentioned, we are including the City Cost Index (CCI) adjustment too. The CCI for Macon, Georgia in the R.S. Means Facilities Construction Cost Data book applies to the Robins AFB location.
1. Offerors are required to insert coefficients (percentage factors) in decimal format, i.e. 1.1 or 1.2, for each of the items in the table above. Offerors shall propose coefficients of 1.0 or higher for each of the item numbers in the above table. A proposal which fails to propose coefficients of 1.0 or higher for each item in the above table, or which fails to complete the above table, will be contrary to the terms and conditions of the RFP and may result in the rejection of your proposal in accordance with Clause M-900. The Government will not make a partial award as a result of this solicitation.
2. Items X00101 through X00106:
(a) These coefficients shall be multipliers against the R S. Means Facilities Construction Cost Data Book (to include the CCI adjustment). See Specification Section 01005, Para. 3A1 and note the requirement for each awardee to provide 1 copy of the current edition of the R. S. Means Facilities Construction Cost Data Book to the Government. Any coefficient proposed as 1.0 is understood to equal 100 percent of the unit price. Any coefficient proposed as 1.2 is understood to equal an increase to the unit price. The following examples are provided:
$1,000.00 R.S. Means bare cost x 1.1 coefficient = $1,100.00 $1,000.00 R.S. Means bare cost x 1.2 coefficient = $1,200.00
(b) The $100,000.00 qualifier applicable to Items X00101 through X00104 is understood to be the sum of the R.S. Means Facilities Construction Cost Data Book items including the CCI, but without any coefficient applied, on a per task order basis. Normal working hours are Monday through Friday from 7:00 AM to 4:30 PM, excepting those holidays described in Para. 3.1. Of Specification Section 01010 (General Requirements) It is estimated that 5 percent of the work will be accomplished during other than normal work hours.
(c) Item X00105: Emergency/Time Critical projects require contractor availability and support 24 hours a day, seven days a week, including holidays.
(d) With the exception of Item X00106, only one Category-of-Work coefficient shall apply per task order.
3. Item X00106: This coefficient shall be an additive to the coefficients in Items X00101 through X00105, when the work site is in a secure area and compensates the contractor for any additional direct or indirect cost associated with working in secure areas. This coefficient shall not duplicate any costs included in Items X00101 through X00105. Therefore, on task orders where work is required in a Secure Area, Item X00106 coefficient will be ADDED to the total of price of the effort. For example, submitting a coefficient of .10 would indicate an addition of 10% for work in a secure Area. Submitting a coefficient of 1.00 or more will double the calculated price of the task order and would be considered unreasonable.

Coefficients shall be multipliers of the bare costs only of the R.S. Means Facilities Construction Cost Data Book after being adjusted by the CCI. Overhead and profit costs are excluded from the R.S. Means Facilities Construction Cost Data Book. Offeror’s proposed coefficients should include all costs including, but not limited to, mobilization, demobilization, overhead, general and administrative expense, engineering services, project design work, bond premiums, insurance, expenses to comply with environmental and tax laws, and profit. Coefficients shall also be used as a basis for pricing nonprepriced items. No allowances will be made later for any cost other than that of the prepriced items of the R.S. Means Facilities Construction Cost Data Book and nonprepriced items.
5. A sample calculation can be found in Section J as Attachment 9.
B-900 NON PRE-PRICED ITEMS
Items of work not covered by the R.S. Means Facilities Construction Cost Data book, but within the scope and general intent of the contract, may be negotiated by the Contracting Officer. Added items of work shall be incorporated into and made a part of the task order and shall be performed at the negotiated unit price. The negotiated unit price will include the actual cost of the item times the coefficient. Non-prepriced items (NPIs) shall be identified separately in each contractor-prepared proposal and identified separately in each task order. Task orders shall not be issued which contain more than 15 % non pre-priced items. The cumulative non pre-priced items will not exceed 10% of the cumulative contract total at any time during the life of the contract. Unit prices for non-pre-priced items may be negotiated and added to the contract by modification at any time during the life of the contract.
Section C - Descriptions and Specifications
C-900 Ordering/Selection Procedures
1. All requirements contemplated under this contractual vehicle will be evaluated on a case-by-case basis for suitability based on magnitude and complexity. Before task orders are issued under this contract, a decision will be made regarding whether to compete or restrict in accordance with AFFARS 5352.216-9000, Awarding Orders under Multiple Award Contracts. Price proposals for individual task orders shall not exceed the negotiated coefficients as established by the basic contract award.
The Contracting Officer or his authorized representative shall issue a Request for Order Proposal (RFOP) either verbally or in writing, of an existing requirement in accordance with the established urgency of the requirement as specified in paragraphs 4.A.1 (Emergency Response), 4.A.2 (Urgent Response), 4.A.3 (Routine Response), or 4.A.4 (Warranty Response) set forth in Specification Section 01005, Statement of Work (SOW), Attachment 2. The contractor(s) will be provided with a Project Description/Statement of Work and/or drawings, if appropriate.
Upon receipt of the notification, the contractor(s) shall respond to the needs of the Government within the time specified in paragraphs 4.A.1 (Emergency Response), 4.A.2 (Urgent Response), 4.A.3 (Routine Response) or 4.A.4 (Warranty Response) set forth in Specification Section 01005, Statement of Work, Attachment 2. This response shall be made by:
Visiting the proposed work site in the company of the Contracting Officer or his authorized representative, or, Establishing contact with the Contracting Officer or his authorized representative to further define the scope of the requirement.
Upon establishment of the scope of the individual requirement, the contractor shall prepare his proposal for accomplishment of the task.
a. The R.S. Means Facilities Construction Cost Data Book shall serve as the basis for establishing the value of the work to be performed.
b. Non-prepriced work, if required, must be separately identified in the contractor’s proposal.
c. The contractor’s proposal should include each applicable line item, quantity, unit price, total price and applicable multipliers (CCI and Coefficient) and must be supported by necessary documentation to indicate that adequate engineering and planning to accomplish the requirement have been done. Examples of documentation that might reasonably be expected would include drawings, calculations, catalog cuts, specifications, architectural rendering, etc
d. The contractor shall submit its proposal to the Contracting Officer within 5 calendar days of being notified by the Government for Emergency Work, within 7 calendar days of being notified by the Government for Urgent Work, and within 16 calendar days of being notified by the Government for Routine Work, unless otherwise directed by the Contracting Officer.
Upon receipt of the contractor’s proposal, the government will review the proposal for completeness. The Contracting Officer will negotiate with the contractor all non-pre-priced items, quantities for pre-priced items, and performance time. To ensure sufficient competition, contractors competing for award of task orders/delivery orders are permitted to propose lower coefficients than were awarded in their basic IDIQ contract. However, contractors shall not, under any circumstances, propose coefficients that exceed those awarded in their basic IDIQ contract.
When task orders are competed, the contractors will receive a request for proposal. The award of competitive task orders will be made based on an integrated assessment of all the consideration factors set forth in Clause 5352.216-9000 (Awarding Orders Under Multiple Award Contracts) set forth elsewhere herein, in order to determine the contractor that provides the best value.
7. Firm-fixed-price Task Orders will be issued by the Contracting Officer using a Standard Form 1155. Each Task Order will include the following information:
a. Date of the Task Order.
b. Contract number and Task Order number.
c. Item number and description, quantity, unit price and total.
