(Updated 28 June 2007)
SECTION 01005
STATEMENT OF WORK
Project Description:
This is an indefinite delivery, indefinite quantity contract (IDIQ) for construction efforts at Robins AFB, GA. Each construction project will be awarded by an individual Task Order (T.O.) issued against the basic contract and specifying work in support of equipment installation and real property maintenance, repair, alteration, and new construction. The Base Civil Engineer (BCE) will identify construction tasks required to complete each specific job and the Contracting Office (CO) will issue Requests for Proposal (RFPs) and award individual T.O.s to the contractors to complete those jobs. It is anticipated that the majority of the Task Orders will be awarded based on competition. The contractors shall furnish all materials, equipment and personnel necessary to manage and accomplish the work unless otherwise directed by the government.
The contractors shall provide sufficient technical support and project management to assure quality and completeness of designs and drawings, accuracy of estimates; accommodate a number of concurrent “active” projects; provide flexibility of management staff, in-house work force, and subcontractor pool to handle rapid increases in work volume, perform according to schedule, process submittals in a timely manner; and present a professional demeanor.
This is a general overview of the project. Follow details shown by the overall project specifications, and the specifications and drawings from each Task Order, interpreted in accordance with contract clauses.
Work by the Government
The Government reserves the right to accomplish work, the same type or similar work as contracted for herein, using Government or other contractor work forces, as the Government deems necessary or desirable, and to do so will not breach or otherwise violate this contract.
Unit Price Book and Cost Estimating Requirements
Definitions Unit Price Book (UPB): The list and price information for all pre-priced items covered in this contract. The R.S. Means Facilities Construction Cost Data Guide shall be used for the purpose of this IDIQ contract. Two current volumes shall be provided to the government by each contractor during each year of the contract. The volumes become the property of the Government.
Line item: An item or system denoted in the UPB by a unique line item number.
Coefficient: Factor(s) applied to UPB price data (bare cost) to calculate Task Order prices. Coefficients cover costs such as overhead, profit, minimum design costs, and G&A expenses including employee access needs, bond premiums, and gross receipts taxes. Note UPB line items specified in the Pre-Priced Unit Price Book, shall be covered by the contractors’ coefficients. Since costs for work in secure areas is added to the total cost of a Task Order, the coefficient for work in secure areas should only include additional costs, and not duplicate costs in other coefficients.
Non-pre-priced line item (NPI): An item or system not covered in the UPB.
Special Robins Item (SRI): An NPI that will be used repeatedly over the duration of the contract.
Conventional line item: A very specific item listed in the UPB. These are the vast majority of the line items contained in the UPB.
Selective demolition line item: The removal of material with no concern for its replacement. If a line item can be found in the UPB for selective demolition, that line item will be used. If there is no line item for selective demolition, the Contractors will locate the material line item in the UPB. Then the Contractors will create an alternate pre-priced line item removing the cost for the material, and the remaining amounts in labor and equipment will be multiplied by 50%. This will be used as the means to demolish that item. This line item will be pre-priced. If the line item cannot be found in the UPB, the demolition will be an NPI.
Removal and replacement line item: An item that is to be removed and then replaced without damaging the item. If a line item can be found in the UPB for removal and replacement, that line item will be used. If there is no line item for removal and replacement, the Contractors will locate the material line item in the UPB. Then the Contractors will create an alternate pre-priced line item removing the cost for the material, and the remaining amounts in labor and equipment will be multiplied by 150%. This will be used as the means to remove and replace that UPB line item. This line item will be pre-priced. If the line item cannot be found in the UPB, the demolition will be an NPI.
Bare costs: The UPB cost of a line item without any multiplier or coefficient applied.
Multiplier: The City Cost Indexes (CCIs) for task orders at Robins AFB, GA will use the Weighted Average CCIs for labor and materials for Macon, GA. Note CCI adjustments are updated quarterly. Quarterly updates shall be provided by the contractor. The UPB is updated annually.
4. Commencement, Prosecution and completion of Work A. Response Time: Projects ordered under this contract will be classified as routine, urgent, or emergency and the contractors shall respond accordingly. If the project is to be classified as urgent or emergency it will be so noted in the SOW.
1. For emergency work, contractors shall respond to the Government’s requirements by arriving at the job site within 24 hours of notification, including weekends and holidays, prepared to commence work immediately and upon verbal approval/direction of the CO. Emergency work shall consist of major roof damages or repairs, mission essential requirements (IAW DODI 302037) or damage to mission critical facilities shall only include work necessary to alleviate emergency conditions. Any follow on work shall be subject to routine work procedures and coefficients. The contractor may expect 3 to 5% of work to be classified as Emergency.
2. For urgent work, contractors will be required to conduct a site-visit with the CE representative within 2 calendar days of receiving an initial RFP/SOW and providing a complete proposal within 5 calendar days of the site visit. The contractor may expect 5 to 10% of work to be classified as Urgent. Upon verbal direction of the CO or his/her designated representative, the contractor shall commence work.
3. For routine work, contractors will be required to conduct a site-visit with the CE representative within 2 calendar days of receiving an initial RFP/SOW and providing a complete proposal within 14 calendar days of the site visit.
4. For Warranty Work, contractors will be required to respond to warranty calls within 24 hrs after being notified by contracting officer. A detailed letter of how much time it will take and when the work can start can be coordinated between the contractor, Civil Engineering Project Manager and the contracting officer. All warranty repairs and work will be tracked by CE and contracting office.

The Contractor is expected to make site visits with the CO; the Contracting Officer’s designated Representative (COR) or the PO prior to a delivery order being issued. A Performance Period, Statement of Work, and Progress Schedule (for work over 60 days) will accompany the DO. The Delivery order will be based on the Unit Price Schedule (UPS) also referred to in the solicitation/award as the Bidding Schedule.
15.1 An Urgent Delivery Order (UDO) may be issued to the Contractor for emergency repairs as opposed to a DO. An UDO will allow the Contractor to proceed with repairs based upon receipt of verbal direction and from the CO. UDOs will require the Contractor to start work within 24 hours after notification. The contactor may expect 3 to 5% of the work to be issued as a UDO. The CO will notify the Contractor if the DO is to be classified as urgent.
15.2 A Repair Delivery Order (RDO) may be issued to the Contractor for immediate repairs on several facilities. An RDO will allow the Contractor to proceed with repairs based upon receipt of verbal direction and from the CO. RDOs will require the Contractor to start work within 2-5 days after notification. The contactor may expect 2 to 5% of the work to be issued as a RDO. The CO will notify the Contractor if the DO is to be classified as repair.
Upon the issue of a RDO, the Contractor will be provided an initial location and scope of a roof repair. The Contractor, upon receipt of verbal direction from the CO, shall proceed to each facility (accompanied by the PO), identify the location of the repair work and make all necessary (immediate) repairs. The Contractor is to use line item # X220AA, per facility for assessment of the damage and any immediate repair. In addition to the assessment line item, the Contractor is to use the UPS for the quantities of materials used in the repair.
The Contractor can expect that a RDO will be limited in scope (requiring a minimum amount of materials) and, as such, will include several different facilities bundled together. The amount of work to be accomplished shall determine the number of facilities to be issued per RDO. The mobilization charge (line item # X246A__) per RDO shall be no more than 20% of the maximum amount of work to be accomplished (including each assessment line item). The overall delivery order shall only incur one mobilization charge.
15.3 Contractor may receive preliminary notice of a pending requirement for roofing services by receipt of a preliminary work order from the PO. Upon receipt, the contractor and CO, COR or PO shall visit the project site to become familiar with the project scope. Procedures, requirements, site conditions, etc., shall be discussed and resolved at this time. After the site visit, the contractor shall prepare and submit a proposal to the CO, with copy to PO, within 14 days. The negotiated rates contained in the UPS of the basic contract shall serve as the basis for establishing the cost of the work to be performed. Upon receipt of the contractor’s proposal, the Government will review for completeness. If necessary, the contractor, CO and PO shall meet to resolve any major differences in the proposed quantities, non-pre priced items, and the performance period required. At the conclusion of negotiations, the delivery order will be issued based upon the terms and conditions agreed upon.
15.4 The contractor shall prepare and provide a schedule of on-going delivery orders. The schedule shall be submitted no later than the 10th day of each month to the CO and PO. The schedule (usually a spreadsheet) shall be in an approved format (by the CO and PM) and contain at a minimum the following information of each DO: the description, start date, estimated completion date, and current status (percentage) complete.
16. Communication: The Contractor shall maintain a 24 hour per day telephone number for response to emergency and warranty calls regarding buildings on which he is working. The Contractor shall respond to all emergency calls within two (2) hours. This requirement includes weekends and Holidays. Emergency calls may include water leaks, safety issues, severe weather conditions, or loose debris.
For coordination purposes of each DO, the Contractor is to provide the PO with a list of job foremen and their alternates.
17. WARRANTIES:
17.1 CONTRACTOR WARRANTY: If the warranty option is ordered, the Contractor shall provide the Government with a Written Warranty for Workmanship. The Warranty shall cover the period of years ordered and start from the date of the Government’s acceptance of installation. If, within the warranty period, the roof leaks, the contractor shall repair the roof at no additional cost to the Government. The Contractor shall also provide the Government with a written set of instructions of how the Government is to report items of warranty work to the contractor for repairs, a Point of Contact within his organization that is authorized to speak in the contractor's behalf, and a definite and acceptable time frame the contractor will be on the site to make repairs.
17.2 MANUFACTURER’S WARRANTY: The Contractor shall also provide the Government with a manufacturer's written warranty for the roofing material. The warranty shall cover the period of years exercised and start from the date of the Government’s acceptance of the installation. If, within the warranty period, the roofing material fails and it is determined that it is by manufacturer’s defect, the Contractor and manufacturer shall replace the roof at no cost (including both labor and materials) to the Government.
17.3 The contractor is to provide the Government with a metal sign with the following Warranty information:
A. The Contractor’s name, address and phone number.
B. The Contractor’s Point of Contact.
C. The Project Officer’s name, base organization, and phone number.
D. The date the Roof was accepted by the Government.
E. The date the Warranty expires.
F. The Project Number.
The sign shall be brown with white lettering and shall not be more than 24”x18”. A copy of the Base Sign Standards will be provided by the PO or CO for the Contractor’s use. The number (maximum 3 per facility) and location of the signs shall be determined by the PO and the CO. The sign is to be mechanically attached to the facility at each major access point to the roof.
18. PROTECTION OF EXISTING LANDSCAPE DURING CONSTRUCTION
18.1 The following requirements shall be observed by the Contractor in order to protect existing landscape and facilities during construction operations:

ENVIRONMENTAL PROTECTION
1. GENERAL:
1.1 The action required by this section consists of furnishing all labor, materials, and equipment and performing all work required for the abatement and prevention of pollution during and as the result of construction operations under this contract, except for those measures set forth in other Sections of these specifications. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances; detrimentally impact on biological species and/or their habitat; or degrade the aesthetic and recreational value of the area. The control and prevention of environmental pollution requires consideration of impacts upon air, water, land, archeological sites, and/or biological species/habitat and involves noise control, solid waste management, and resources conservation to include management of hazardous and/or toxic materials and management of radiant energy and radioactive materials, as well as other pollutants.
1.2 Technical assistance for complex environmental problems shall be coordinated with Base Environmental Coordinator, 78 CEG/CEV.
2. APPLICABLE CRITERIA:

3. NOTIFICATION: The CO will notify the Contractor in writing of any noncompliance with the provisions of paragraph 2 above and the action to be taken. The Contractor shall, upon receipt of such notice, immediately take corrective action. Such notice, when delivered to the contractor or his authorized representative at the site of the work, shall be deemed sufficient for the purpose.
4. SUBCONTRACTORS: Compliance with the provisions of this section by subcontractors shall be the responsibility of the Contractor.
5. PROTECTION OF WATER RESOURCES: The Contractor shall not pollute storm or sewer lines, or swales with fuels, oils, bitumen’s, calcium chloride, acid, construction wastes, or other harmful materials. It is the responsibility of the contractor to investigate and comply with all applicable Federal, State, County and Municipal laws concerning pollution of river and streams. All work under this contract shall be performed in such a manner that objectionable conditions will not be created in streams through or adjacent to the project areas.
6. HAZARDOUS AND/OR TOXIC MATERIALS:
6.1 Hazardous materials are defined as any materials with the characteristics of ignitability, corrosiveness, reactivity, or toxicity, or any combination of these characteristics. These materials, if not properly controlled, pose a potential hazard to human health or other living organisms because they are non-degradable, persistent in nature, lethal, or may otherwise cause or tend to cause detrimental cumulative effects.
6.2 Waste material is defined as any material for which no use or reuse is intended and which is to be discarded.
6.3 Any and all hazardous/toxic materials brought to the job site shall require the completion of the Material Safety Data Sheets (MSDS) (Re: FARS 52.223-03) as directed by the clause entitled Hazardous Material Identification and Material Safety Data. This is an anticipated listing and does not release the Contractor from identification, proper handling of hazardous/toxic materials, and submittal of the appropriate MSDS to assure adequate safety and protection of life and property.
6.4 Disposal of hazardous waste, containers or components thereof, shall be disposed of in a hazardous waste disposal site only: no other location shall be utilized for such disposal. Only hazardous waste sites that are permitted by the US Environmental Protection Agency, the State of Georgia, or the state in which the disposal will occur, shall be utilized for such disposal actions. Coordination with the Base Hazardous Waste Operations Branch, 78 CEG/CEVOH, 6-1176 for disposal/storage activities is mandatory prior to disposal.
6.5 Disposal actions shall be accomplished in compliance with the "Manifest System" for shipment and ultimate disposal. The Contractor shall ensure that such transporting and disposal are in strict compliance with the established criteria (40 CFR Parts 260 thru 265 and Part 761). A copy of the completed manifest shall be provided to the Base Environmental Coordinator and the CO. Copies of the appropriate criteria are available from the Base Environmental Coordinator and assistance/guidance to ensure compliance will be provided upon request.
6.6 Hazardous waste disposal, generated as a result of the contract action, is the Contractor's responsibility to be accomplished at his expense and no separate or direct payment will be made and this cost thereof shall be considered incidental to and included in the contract prices.
6.7 Contractor shall not use any class I Ozone Depleting Chemicals (ODC's) in performance of the contract nor require delivery of a separately identifiable Class I ODC as an Item of supply or as part of any service.
A. Air Permits - Other Emission Sources: For air emission sources that require permits construction and operation as defined in Georgia EPD Rules for Air Quality Control, Chapter 391-3-1, the Contractor shall submit data required on the permit application form. Since an approved permit to construct is mandatory prior to start of construction, the contractor shall not order and install the equipment until the permit has been approved and government approval of the contractor's submittal has been obtained. Contractor shall anticipate 90 days from the issuance of Notice to Proceed for this to occur.
B. Other Submittals, Notifications, and Approvals: The following submittals, notifications and approvals are required to maintain compliance:
1. Solid Waste Disposal: When applicable, the Contractor shall provide a solid waste disposal plan which will include a notarized letter from the contractor stating how all materials leaving Robins AFB will be disposed of.
(a) The letter shall certify that the Contractor shall dispose of all materials in compliance with all Federal, State of Georgia, and local laws. This letter will be signed by a senior official of the company. The plan shall address the disposal of each item addressed in Sections 3.01 and 3.02 as applicable. Non-hazardous solid waste shall be broken down into individual types, i.e., asphalt, concrete, wood, brick, etc.
(b) The plan shall address each landfill to be used. A copy of all landfill permits shall be provided unless the Houston County landfill is to be used. The plan shall designate the employee who will be responsible for verifying that all materials removed from Robins AFB are disposed of in accordance with the above referenced laws. The employee shall be an employee of the contractor and shall have authority to act for the contractor. Provide five copies of the Disposal Plan to the CO prior to the Pre-construction Conference or 14 calendar days prior to the start of disposal operations if no pre-construction conference is held.
(c) Provide a copy of a Solid Waste Handling Permit, issued by GA EPD, which allows the Contractor to handle solid wastes. This is not required if the contractor is operating under the inert waste landfill permit-by-rule provision.
(d) Establish and maintain a waste disposal log. The log shall be updated daily. Each load of materials that leaves Robins AFB shall be accounted for in the log. The log shall list the load number, bill of sale number/date, or other record for recycling and who from the contractor verified that the material was disposed of properly and how verification was accomplished.
(e) Keep on hand evidence of proper disposal of construction debris as well as providing this evidence to the CO. Examples of evidence include dump tickets from a licensed sanitary landfill and copies of a current landfill permits from the State of Georgia (unless Houston County landfill is used.), manifest, bill of sale, or other record for recycling. This evidence shall be provided the workday after the load is carried off.
(f) After contract work is completed and prior to final payment, the Contractor shall submit a notarized letter of certification signed by a senior official of the company certifying that all materials removed from Robins AFB have been disposed of in accordance with all applicable Federal, State, and local laws. Attach a copy or duplicate of the Waste Shipment Tracking Document for each load transported to the Houston County Landfill. See paragraph 3.01.B.2.a.(1)
2. Recycling: Provide a letter indicating what materials will be treated as recovered materials under GA EPD regulations and show how the criteria for recovered materials are met. See Section 3.0.1.B.2.d.
C. Disposal of Waste/Excess Material: Non-hazardous Solid Waste or Excess Material, except topsoil and suitable fill material, shall be removed from the base daily. Dispose in a manner approved by the US Environmental Protection Agency and the Georgia Department of Natural Resources, Environmental Protection Division (EPD). Also comply with applicable local codes and requirements. Equipment/material to be removed from the project but not turned in to the Government is the property of the contractor.
1. Solid Waste Handling: All persons engaged in solid waste handling or operations of solid waste handling facilities or disposal sites shall have a solid waste handling permit. The provision of Georgia EPD regulations concerning proper handling of solid wastes and applicable prohibitions (e.g., handling in such a manner as to create a nuisance and cause insect or rodent infestation) shall govern.
2. Disposal: Use one or more of the following methods to dispose of non-hazardous solid waste.
(a) Sanitary Landfill: All solid waste may be disposed of in a sanitary landfill properly licensed by the State of Georgia. If a landfill other than the Houston County sanitary landfill is used, provide a copy of the landfill license. Provide proof that any Georgia municipal solid waste disposal facility to which they propose to bring RAFB waste, except Houston County, is operated by someone who has obtained the certification required by the Georgia Solid Waste Management Act, O.C.G.A. 12-8-24.1.
(1) All non-hazardous wastes disposed of in the Houston County Landfill must have a Waste Shipment Tracking Document signed by the Contractor’s hauler certifying that no hazardous waste was introduced into the waste while in his custody. (A copy of the form is attached at the end of this section.) The government (Environmental Management) has filled out the top of the form. The contractor will complete the bottom of the form. The contractor must provide this form with each load disposed of. Also attached is a copy of the completed Special Waste Acceptance Application (SWAA) giving the results of the government’s testing during the design phase of the project of the materials expected to make up the waste stream.
(b) Inert Waste Landfill: Materials not likely to cause production of leachate of environmental concern may be disposed of in an inert waste landfill. Only earth and earth-like products, concrete, cured asphaltic concrete, rock, bricks, yard trimmings, and land clearing debris such as stumps, limbs, and leaves are acceptable for disposal in an inert waste landfill... These materials shall not be from construction demolition, but only from land or site clearing operations. Vegetation may come from a demolition site, if it is removed prior to other demolition and is kept segregated from other construction and demolition wastes. Provide a copy of the written notice of commencement of operation by the landfill as given to the Georgia EPD.
(c) Construction/Demolition Disposal Site: Only wood, metal, wallboard, paper, cardboard, and materials that can go in an inert waste landfill may be disposed of in this facility. Provide a copy of the landfill license.
(d) Recycling: Recycling of materials is strongly encouraged. Materials destined for recycling must meet the definition of non-hazardous wastes under federal/state hazardous waste regulations. Materials defined as “recovered materials” by GA EPD regulations are excluded from regulation as solid wastes. Direct all inquiries to 78 CEG/CEVQ, Pollution Prevention Division, (478) 327-3976.
(e) All materials to be disposed of in other than a sanitary landfill must be kept segregated at the project site from those materials, which are allowed only in a sanitary landfill.
3. Solid Waste Disposal Outside of Georgia: Dispose of no solid waste outside the state of Georgia without prior written approval of the CO. If the contractor desires this, he shall provide sufficient information as determined by the contracting officer to allow verification of compliance with the law.
