SUBJECT: Request for Proposal FA8307-14-R-0002

1. We are pleased to provide you with a Request for Proposal (RFP) for the Mini Crypto (MC) acquisition. The attachment to this letter is the final RFP document and supersedes any information previously posted in drafts, RFIs, etc.

2. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

3. This acquisition consists of a basic period for Engineering & Manufacturing

Development (EMD), and options for Low-Rate Initial Production (LRIP), Full Rate

Production (FRP), and related support functions. The Government intends to award one contract for this effort.

4. The RFP will only be posted electronically via the Federal Business Opportunities

Website at https://www.fbo.gov. A hard copy of the proposal will not be issued by this office.

5. The attachment to this letter is the final RFP document. If you wish to submit a proposal, you must strictly comply with the instructions in Section L of the RFP.

6. Your complete proposal must be received not later than 3:00 p.m. local time, 15 JUL 2014 at the following address:

The hardcopy of Standard Form 33, with original official signature, must be included in the original copy of your proposal.

7. As the Government reserves the right to award without discussions, this may be your only opportunity to provide information in support of your proposal. You are advised that any non-concurrence to contract terms and conditions, contract attachments or required supporting information in your proposal may not be subject to discussion or negotiation, may be interpreted as a conditional offer, and may result in your proposal being considered unacceptable.

8. You are also required to state that your proposal may be accepted at any time up to

180 calendar days from the due date of the proposals.

9. As a reminder, after formal release of the RFP, the Contracting Officer (CO) shall serve as the sole focal point for inquiries from all potential or actual offerors. Government and support contracting personnel have been cautioned not to communicate with industry concerning the source selection unless authorized by the Contracting Officer.

10. All questions and concerns regarding this RFP shall be exclusively directed in writing to the Contracting Officer, Lori A. Robarge at lori.robarge@us.af.mil. We appreciate your interest in our program and look forward to your response.
