About this file
This document is a Single Source Justification for a brand name procurement of a Main Compressor Rebuild Kit and Main Compressor for the Automated Radioxenon Concentrator and Spectrometer (ARCS) system, which supports the United States Atomic Energy Detection System's Nuclear Treaty Monitoring mission. The estimated contract cost is $81,641.27. The Gast Mfg compressor is the only model that meets the ARCS's strict power, flow, pressure, size, and form factor requirements. Changing the compressor would require significant testing and configuration control approval, so a brand name procurement from sole source manufacturer MilMotion is justified. The justification details efforts to identify alternate sources, but states the Gast compressor is the only one that satisfies the mission-critical requirements. The contracting officer has determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).
The related federal contract opportunity is Solicitation Number FA8307 for the Main Compressor and Rebuild Kit, with the same product details and justification for the brand name procurement from sole source MilMotion. The ARCS system was designed and built by Teledyne Brown Engineering, and the solicitation is just for the main compressor and minor replacement parts to keep the system operational.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFLCMC/HNCK
Project/Program Name: Main Compressor Rebuild Kit and Main Compressor
Purchase Request / Local ID Number: F3KTK74138AW01
Estimated Contract Cost (including Options): $81,641.27
Section B: Description of the Supplies/Services Required
The United States Air Force, Cryptologic Systems Division, Technical Applications Products (TAP) Branch, requests the purchase of a Compressor, Part Number 120R689-P101-N800NX and Main Compressor Rebuild Kit, Part Number K1028 120R, Service Kit, both manufactured by Gast Mfg.
These assets support the Automated Radioxenon Concentrator and Spectrometer (ARCS). The ARCS supports the United States Atomic Energy Detection System mission in its Nuclear Treaty Monitoring mission. This will be a Brand Name procurement effort.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Nuclear Treaty Monitoring mission garners attention from national leadership. Without the assets to support this mission, the ARCS network can no longer provide critical sampling data to national decision mission-makers. The ARCS system has been baselined and is under configuration control. Different hardware would require a significant investment of time and money.
Time to test the new configuration, changing the system software to support the change in hardware and firmware would take years and would result to additional cost as well. In addition to the strict requirements of the ARCS configuration control board, these specific compressors 1.) fit in a very tight space completely enclosed inside a unit 2.) have been tested and require the exact amount of flow and pressure required, and 3.) are called out specifically by part number in the current tech data and drawings.
Compressors are a common item, however finding a compressor with the specific ARCS operational/performance requirements proved to be difficult. The GAST compressor is ideally suited for the TAP mission in-regard to power, flow, pressure, size and form.
The ARCS compressor must operate in a very tight space completely enclosed inside the unit, within a limited power range, but still provide specific pressure and flow. Form, fit, and function is of great importance. Most compressors with this flow and pressure are too large for our application or use too much power. The GAST compressor meets these exact requirements.
Section D: Efforts to Obtain Competition
Continuous research testing and qualifications are constantly ongoing to identify additional compressors that will meet the requirements to support the ARCS. TAP Engineer is spearheading

Section E: Steps to Preclude Future Single Source or Brand Name Awards
The government continues to research and identify multiple sources for all our resource requirements.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
