The Supply Chain Management Groups provide program management and engineering support for the Item Unique Identification (IUID) program at the group level. The purpose of this effort is to support those activities within the 448 SCMW.

Scope The scope of the work for this task order includes engineering, technical, analytical, and strategic services for the 638 SCMG, the 748 SCMG, and the 848 SCMG in support of IUID part marking activities. Support will encompass engineering expertise, non-recurring engineering, and process development support. It will include review, adjudication, and technical data modification and publication for approximately 10,000 NIIN’s. All supported NIIN’s, including Phase I, beyond Phase I, and Nuclear Weapons Related Material, shall be Class IX, Budget Code 8, depot repairable assets.

Objectives Solicitation Objectives This Performance Work Statement (PWS) provides the objectives in support of the IUID effort. It provides the Contractor flexibility to develop cost-effective solutions and the opportunity to propose innovative alternatives for meeting the Government’s identified objectives.

The purpose of this PWS is to solicit a proposal for program management and engineering support for the IUID effort in the supply chain management groups.

This effort will include a base year and three option years.

Program Objectives The objective of this effort is:

Receive, under a performance-based, Firm Fixed Priced (FFP) arrangement, highly reliable and secure technology based services defined herein, ensuring support that meets or exceeds customer requirements and expectations. Vendor should have at least two years of recent and relevant experience.

Logistics/Integration – Provide logistics and integration activities and support for IUID marking activities.

Personnel - Provide a proper skill mix, experience, and number of qualified personnel.

Materials - Procure all necessary supplies, spares, consumables, software, automatic data processing equipment, documentation, and other applicable properties, in the most cost effective/efficient manner ensuring that the requirements for purchasing of materials and other ODCs (to include travel, and subcontracted labor) are in full compliance with the Core Task Order terms and conditions.

Organizational processes - Provide internal controls, management oversight, and supply support.

Obtain sufficient rights to any technical data generated by this effort, both software and hardware, such that the Government can maintain and modify any software, hardware or data systems utilized by or generated in this effort using Government personnel and third party Contractors as required now and in the future.

Use electronic technologies to reduce paper copies of program information generated throughout the life of this contract.

Use electronic technologies to communicate and pass data between Government and Contractor organizations to the maximum extent feasible.

Tasks Tasks for this module can be summarized as follows:

Task 1: non-recurring engineering support for the IUID effort at the 638 SCMG, the 748 SCMG, and the 848 SCMG.

Requirements Non-Recurring Engineering Support Track remaining Phase I NIIN’s through Engineering Order (EO) and Technical Order (TO) processes to completion of drawing and TO updates (several hundred NIIN’s). This population includes approximately 1000 NIIN’s, approximately 2/3 are in the drawing revision/JEDMICS publication process, the remaining 1/3 are in the tech order revision/publication process.

Provide non-recurring engineering for NIIN’s beyond Phase I to include: a) Review and adjudication of NIIN’s with IUID marking requirements (currently defined as approximately 10,000 NIIN’s); b) creation of EO’s to update drawings; c) creation of Air Force Form 252 to update TO’s.

Target completion rate for NIIN’s beyond Phase I to be at least 200 NIIN’s per month.

The contractor shall research and develop solutions to problems that the government personnel identify including the technical, analytical and strategic services in support of the Class IX marking activities.

Nuclear Weapons Related Material Support Provide non-recurring engineering for approximately 80 Nuclear Weapons Related Material (NWRM) NIIN’s to include: a) Tracking of EO’s thru publication in JEDMICS; b) Creation of Air Force Form 252 to update TO’s; c) Support for label creation; d) Tracking of the marking of approximately 10,000 assets.

DoD IUID Registration The contractor shall provide support, IUID expertise, requirements definition and integration services to accomplish DoD registration and facilitate depot utilization of IUID marking.

The contractor shall support process development in registration of marking data in the DoD IUID registry. This will include support of efforts for UII registration of marks made on marking carts using Triad software and non-Triad based machines. It will also include supporting the sunsetting of EDCL and the development of a replacement or temporary work-around for EDCL until the MROi system is in place and providing that function.

Depot Use-Case Development Provide non-recurring engineering for the development of IUID use cases for depot utilization with the goal of enabling process flow through automated IUID data capture.

Database Utilization The contractor shall track all NIIN’s for Class IX status, IUID marking requirement, and thru the JEDMICS and TO publication processes.

The contractor shall manage, maintain, and update the IUID Program Management Database used for tracking all NIIN’s for Class IX status, IUID marking requirement, and thru the JEDMICS and TO publication processes.

The contractor shall manage, maintain and update the Marking Data Association Tool (MDAT) database. Train government personnel in the use and support of MDAT for maintaining marking data, syncing all marking machines to prevent the creation duplicate UII’s. Manage and support the transition away from EDCL as appropriate.

Software The contractor shall provide support, IUID expertise, requirements definition and integration services for the Maintenance, Overhaul and Repair Initiative (MROi). This is an enterprise tool being developed that utilizes the UII to track assets thru the MRO processes. The long term plan is for MROi to subsume Impresa, LDMS, 4L, Maximo and similar maintenance data tracking systems. The MROi effort has recently been awarded.

Any software or database products produced under this contract shall be considered Government work and shall have no license encumbrances and shall be delivered to the Government with unlimited data rights.

Materials - Consumables The contractor shall provide consumable items as needed for process development and demonstration.

Travel The contractor shall travel in support of IUID Program Management Reviews as needed, typically 3 per year. Other travel may be needed to support the Robins or Tinker locations.

Deliverables The Contractor shall provide a monthly status report of all work accomplished (CDRL A001).
