OVER & ABOVE WORK IAW PWS Dated 1 MARCH 2018 Labor categories and corresponding rates negotiated and agreed upon in support of CLIN 0005 repairs will be incorporated into the contract. The Contractor shall propose CLIN 0005 repair efforts utilizing the incorporated labor categories and rates along with rationale justifying the estimated hours, materials (if any), number of days required to conduct repairs (repair turn-around-time - RTAT). The Contractor shall not begin repair efforts prior to and/or until receiving Government approval to do so. The total repair cost shall not exceed the CLIN 0005 NTE amount.

Base Year -- 12 months ARO award.

Over and Above Procedures

In accordance with DFARS PGI 217.77, negotiations shall be in IAW DFARS Clause 252.217.7028. Request for consideration of over and above work shall be in writing utilizing procedures identified below.

Work Requests (WRs): Contractor shall identify any repair that is not covered in the standard repair CLIN as over and above work IAW DFARS 252.217-7028. In the event that over and above work is required the Contractor shall prepare a Work Request (WR). The following steps shall be followed:

Step 1- Contractor shall prepare a Work Request.

Each WR shall include at a minimum the following: Contract/delivery order, description of the repair required to bring the unit to serviceable condition and how many days required. In addition, the WR shall include a quote that list the required labor categories, labor rates, and number of hours with a justification. In addition, GFM shall be consumed first. If GFM is not available, and materials are required to repair the unit to serviceable condition the contractor shall also quote the materials and provide with it supporting documents that the price is fair and reasonable. This can be done by providing at least three quotes. If the materials can only be bought from one source then a justification is required. The total repair amount shall not exceed the NTE amount on CLIN 0005. Note: The contractor shall only quote labor categories and rates that were pre-negotiated prior to award of the contract.

Step 2- The contractor shall e-mail the WR, Acceptance Test Report (ATR), and the quote to 416 Supply Chain Management Squadron Program Manager, DCMA Administrative Contracting Officer (ACO) and the Procurement Contracting Officer (PCO).

Step 3- The Program office shall review and coordinate with the Contracting Officer. The Contracting Officer will send final approval/disapproval to the contractor prior to O&A related work commencing. The contractor shall not commence with the O&A work until the contractor has received the funding for it via a task order or modification to a task order.

OVER & ABOVE WORK IAW PWS Dated 1 MARCH 2018 Labor categories and corresponding rates negotiated and agreed upon in support of CLIN 3005 repairs will be incorporated into the contract. The Contractor shall propose CLIN 3005 repair efforts utilizing the incorporated labor categories and rates along with rationale justifying the estimated hours, materials (if any), number of days required to conduct repairs (repair turn-around-time - RTAT). The Contractor shall not begin repair efforts prior to and/or until receiving Government approval to do so. The total repair cost shall not exceed the CLIN 3005 NTE amount.

Option 3 -- 12 months after end of Option 2 (Year 3).

The total repair amount shall not exceed the NTE amount on CLIN 3005.
