TextField1: This Market Research Report is to determine potential repair sources for information and planning purposes only and does not constitute a solicitation. The government does not intend to award a contract on the basis of this document or otherwise pay for the information solicited.

TextField1: The Government is performing market research on potential sources for the Repair and Refurbishment of the Az/El Assembly which is part of the Radar Antenna in the AN/APG-68 Radar on the F-16 Aircraft.

A Sources Sought and Repair Qualification Requirement was posted on 27 Jun 2018 and closed 11 Jul 2018.

Logistics Manager received an email from Contracting Officer on 11 July 2018 stating Serco was interested in becoming a qualified repair source. Engineer provided an email to contracting buyer stating the procedures Serco needs to do to become a qualified source.

Last contract was a service contract for the maximum amount of $2,192,222 to a large business. The contract included four different stock numbers. The period of performance was Nov 2014 to May 2016.

TextField1: Repair entails total refurbishment to a serviceable like-new condition which meets specified performance. Repair of the Az/EI Amplifier Assembly requires extensive experience and technical knowledge of the design as available data has been determined incomplete or insufficient. A commensurate level of expertise, not limited to DIA, signal conditioning, high current op amps and surface mount parts is required to qualify for this repair and potential sources must demonstrate capability.

All work performed by the contractor shall comply with the specifications and technical data requirements set forth in the Performance Based Work Specification (PWS) and by the OEM drawings. The items returned to serviceable condition are required to pass the Acceptance Test Procedures (ATP) identified in the RDL.

TextField1: The current repair estimate for the Az-El Electronic Assembly is 13 each in 1 year.

Northrop Grumman (CAGE: 97942) is currently the only known source with the specialized expertise, facilities and equipment necessary to refurbish the assembly.

TextField1: Az-El Electronic Assembly is a non-developmental item as defined in FAR Part 2 and was developed

exclusively by the OEM, NGC. No approved commercial repair capability currently exists.

TextField1: Market trends are moving away from mechanical Antennas and steering towards solid state Antennas.

There are really no really insertion opportunities due to market trends and not many parts.

TextField1: This is not a Small Business Set-aside.

We are always open to small businesses. The investment capital is often the prohibiting factor in entering the weapon system business.

TextField1: The Federal Acquisition Regulations (FAR) sets the terms and conditions of government contracts. Warranty, payment plans, discounts, etc. are usually not offered or provided.
TextField1: The Az-El Electronic Assembly was designed for military applications and is compatible on United States Air Force (USAF) F-16 aircraft. There is less than one percent circuit card market. After searching the market, Northrop Grumman is the only provider for the Az-El Electronic Assembly.
TextField1: The government has in its possession MIL-STD-100 Level 3 defined engineering drawing package for the Az-El Electronic Assembly.

The government has unlimited Government Rights to this drawing package.

This drawing package is considered by regulation a complete production technical drawing package that is required to manufacture this part. The government has technical orders containing maintenance procedures that are sufficient and available to vendors qualified on repairing the Az-El Electronic Assembly.

Recommendation is services contract for this part and the identified potential source for repair of the Az-El Electronic Assembly be solicited. Additional sources are welcomed to apply for sourcing consideration by submitting a Source Approval Request (SAR) but may likely be unapproved for the following reasons:

• Repair of the AzlEI Amplifier Assembly requires extensive experience and technical knowledge of the design. A commensurate level of expertise including D/ A, signal conditioning and high current op amps are required to qualify for this repair and potential sources must demonstrate this capability.

• A concern of repair capability is due to the current commercial unavailability of OMS power op amp PIN: 563R072. Only the OEM is known to possess a surplus of this OMS part and DLA declined to stock it. The PWS addresses reclaiming this part as a reusable component for restoring the functionality of other Az-El Electronic Assembly.

However, this short-term repair contract will allow interested contractors the time to demonstrate their capability to repair the item and become an approved source for any potential follow-on contracts if qualified by the government engineer. It is anticipated it will take six months or longer to qualify additional sources.

On 19 Jul 2018, Logistics Manager conducted Internet searches (Google, Haystack, PRPS, and JEDMICS), and consulted knowledgeable persons in government and industry. JEDMIC drawing shows Northrop Grumman is build to print. Haystack and PRPS identifies Northrop Grumman as the only repair source. Goggle searches did not reveal any other repair sources other than Northrop Grumman.
