17 May 2016 Questions & Answers Revised
1) SubCLIN 100501 (and out-year "....01" SubCLIN's) do not list the type of repair. Is Teardown/Test & Evaluation ("TT&E"), Rebuild, Major Repair, or Minor Repair supposed to be quoted under this SubCLIN?
Verbally, you advised that this was a Minor Repair, however, please provide your answer in writing to assure that there is no misunderstanding.
There is only one "repair" of 5960-01-341-5198. No rewrite needed.
2) Should all the SubCLIN's repair pricing include the price for TT&E? Typically this is priced under a separate SubCLIN. If TT&E is to be included in the repair price, how will the Contractor be paid for TT&E in the event that a unit is determined to be beyond Economical Repair ("BER") or condemned? I suggest that a TT&E/BER SubCLIN be added.
Yes, TT&E cost should be absorbed in the subCLINS. On the last contract there were zero BERs. There is an older configuration (5960-01-284-1641) that was sent erroneously. They are easily identifiable, the contractor notifies us and they are returned as miss shipments and we send replacements.
3) Per the proposal instructions, extended pricing is required; however, extended pricing cannot be provided as there are no definitive quantities for the various CLIN's or SubCLIN's. Each year there is a possible quantity range of 1-152 CCTWT's and/or 1-40 MICAP CCTWT's that will require repair; however, there are 2 minor repair SubCLIN's and one major repair/upgrade Subclin for each of the standard deliveries and the MICAP's. It is impossible to know what the exact repair mix quantities will be (minor or major/overhaul) until we receive and evaluate the assets. If there are estimated quantities added to the SubCLIN level, extended prices and a total price could be provided.
There is no way of knowing how many will be on each of the subCLINS. That is why they are subCLINs.
In the supply system they are linked interchangeable. In another words when I do a search on one, all configurations are listed as one. History on the current contract (2014) shows the following to give them an idea of what to expect. Total sent 286, subCLIN 01 (repair 5960-01-341-5198) was 103, subCLIN02 (minor repair of 5960-01-153-8780) was 18, subCLIN 03 (major repair total rebuild of 5960- 01-153-8780) was 165.
MICAPS quantities are listed in the CLIN titled Surge.
The following numbers reflect the activity on the previous contract (2011):
Total sent 300 subCLIN 01 (repair 5960-01-341-5198) was 113 subCLIN02 (minor repair of 5960-01-153-8780) was 38 subCLIN 03 (major repair total rebuild of 5960- 01-153-8780) was 149 So the percentages have not changed much. Condemnation/BER is zero on this contract as well.
subCLIN 01 (repair 5960-01-341-5198) 37% subCLIN02 (minor repair of 5960-01-153-8780) 9% subCLIN 03 (major repair total rebuild of 5960-01- 153-8780) 54% Condemnation zero This is based on the last two contract history.

17 May 2016 Questions & Answers Revised
4) PWS/Appendix A, section 1.1.2 states that, "This repair consists of major overhaul including complete or substantial tear-down into component parts." However, this effort actually includes SubCLIN's for minor repair, not just major overhaul. As such, the PWS should be revised to indicate that both minor and major overhauls will be accomplished. Additionally, the definition for minor repair needs to be added to the PWS.
All of the sub-CLINs are for reliability data collection only. One price should cover all types of repairs.
The Government will send 1-152 TWTs for repair per year.
5) It is noted that the major repair/upgrade is actually a "totally rebuilt item", as defined by section 1.1.2 of the PWS. As such, is it possible to add a major repair category which would include a gun only repair? This is typically seen in CCTWT repair contracts. Most repair contracts include TT&E, Minor, Major and Rebuild CLIN's.
No.
6) In the PWS, section 4.1.6, "The Contractor shall not attempt to, without prior written approval of the CO/ACO, exceed 75% of the current Stock List Price (SLP) of a new item identified by the contract by the contract line item number (CLIN)." However, there is no SLP listed in the solicitation. Please provide the current Stock List Price. Also, please note that Totally Rebuilt/Upgraded units typically exceed the SLP as they are essentially new units, with the exception of some reusable hardware parts. As such, perhaps this statement should not apply to this effort?
Uncertain if this is proprietary information or not. My buy contract is SPRHA415D0001. The cost can be anywhere from 31,209 to 32,796. The cost in the fifth year is 35,126 to 36,912. I can't justify their comment on the other part of their question. It is up to them what they can do a total upgrade for.
This has been a nonissue in the past.
