1 Introduction
1.1 Purpose
The purpose of this effort is to provide all Air National Guard (ANG) and Air Force Reserve Command (AFRC) Pre-Block (25/30/32) F-16C aircraft with upgraded Antenna Electronics Units (AEUs) and Global Positioning System (GPS) cards and all other Pre-Block (25/30/32) F-16C/D aircraft with GPS cards only. Specifically these aircraft will receive the Rockwell Collins Digital Integrated GPS Anti-Jam Receiver (DIGAR)-230 and the GPS Embedded Module (GEM)VII-2. This hardware will allow the use of enhanced signal processing to enable anti-jam and anti-spoof functions (DIGAR aircraft only) while meeting the Automatic Dependent Surveillance – Broadcast (ADS-B) Out mandate. Additionally, this effort will provide Selective Availability Anti-Spoofing Module (SAASM) and anti-jam capabilities through a hardware only solution with no Embedded GPS Inertial Navigation System (EGI) Operational Flight Program (OFP) change and no Group-A wiring changes. An EGI OFP change will be required to incorporate ADS-B Out.
1.2 Scope
This is a non-developmental effort to procure production assets. Aircraft installation services are not required. These products are to be purchased to support the EGI upgrade effort which will incorporate an upgraded GPS card (GEMVII-2) for all Pre- Block (25/30/32) F-16C/D aircraft and a replacement AEU (DIGAR) for all ANG and AFRC F-16C aircraft.
1.3 Background
The navigation equipment in the F-16C needs to operate with continued GPS accuracy in increasingly contested electro-magnetic environments. The design and operation of the current F-16C Pre-Block (25/30/32) GPS Receiver did not anticipate the current environments and its continued performance at the expected operational level is at serious risk. While the operating Radio Frequency (RF) environments have become more hostile, the available GPS signal processing technology has completed multi-generational improvements enabled by large speed and memory increases to real time computer processing components along with corresponding improvements to radio frequency processing software algorithms. The demonstrated result of these advances is 80 times improvement in interference rejection capability.
Additionally, the Federal Aviation Administration (FAA) has mandated that all commercial/military aircraft meet the ADS-B Out mandate by the year 2020. An upgrade to the GEM Card, coupled with an EGI OFP upgrade, would allow the F-16 to meet this mandate.
Therefore, the current F-16C Pre-Block (25/30/32) EGI and AEU must be updated to provide SAASM and enhanced Anti-Jam capability while meeting the ADS-B Out 2020 mandate.
Pre-Block (25/30/32) F-16C/D configuration and program objectives require specific modifications to support unique integration requirements on the platform. The following table displays current and future F-16C/D Pre-Block (25/30/32) AEU and GPS Card configurations:

GEMVII-2
The AE-4 look-alike, referenced above, is a GPS RF to RF amplifier while the AE-4 is a GPS RF to IF amplifier. The AE-4 look-alike fits in the same space as an AE-4, but functions differently. Instead of reducing the frequency and amplifying it, the AE-4 only amplifies the frequency. The part number is GPS-I-14633.
2 Program Management Program management will be the responsibility of the F-16 Systems Integration Section (AFLCMC/WWM) located at Hill Air Force Base (AFB), UT.
The government program manager will coordinate with other organizations as required.
All changes to the contract will be processed through the government PCO.
Execution of this program requires the contractor have access to classified material up to Secret. The government PCO will issue a Contract Security Classification Specification (DD-254) in conjunction with contract award to ensure the contractor has appropriate access to lab and flight test data.
3 Contractor Requirements
3.1 General Requirements
The contractor shall maintain a data management program and plan to ensure delivery of data items (Contract Data Requirements List (CDRL): A001). Data Item Description (DID) will be applicable when specified. The data management program and plan are due to the government program manager no later than 60 calendar days following contract award. Risk management and all entry and exit criteria required to meet key program milestones are to be included in the Management Plan.
The contractor shall provide a draft production schedule to the government at program kickoff meeting and a final production schedule within 25 calendar days following the kickoff meeting (CDRL: A002).
The contractor shall provide a monthly program status report for schedule, performance, and risk management efforts. Monthly status reporting begins on the last duty day of the first full month following contract award (i.e., if contract award is 23 Jan 18, the first report is due 28 Feb 18). Subsequent monthly reports are due on the last duty day of each month, for the life of the contract or until the government declares monthly reports are no longer necessary (CDRL: A002).
The contractor shall ensure all parts are packaged separately so as to prevent damage to part features and finishes during shipment.
The Contractor shall pack according to MIL/B packing following MIL-STD 2073-1E and MIL-STD 129R as guidance (i.e. Contract Line Item Number (CLIN) for part National Stock Number (NSN), Ship to Department of Defense Activity Address Code (DODAAC) and “Mark For” delivery address notes) for proper delivery and induction into the government supply system for kitting purposes.

Inspection is to be accomplished by DCMA.
The contractor shall provide a Quality Assurance (QA) report for each deliverable asset which is produced and delivered to the government. It is expected that the Acceptance Test Plans will contain the procedures for generating the QA reports (CDRL: A003).
The contractor shall deliver detailed Acceptance Test Plans for all parts for government approval no later than 60 calendar days following contract award (CDRL: A004).
The contractor shall deliver two (2) sets of test reports showing tests performed and results of those tests. The first test reports are due no later than First Article Delivery.
The second set of test reports will be due no later than delivery of the final Low Rate Initial Production (LRIP) asset. (CDRL: A005)
The contractor shall incorporate use of Military Standard (MIL-STD) components and Air Force stock listed parts to the maximum extent possible. Contractors are authorized to use Defense Logistics Agency (DLA) as a source of supply for consumable piece parts in support of this contract. DLA’s Aviation Supply Chain supports F-16 worldwide logistics demands. The use of available government inventory, in support of this contract, is encouraged. Contractor use of existing government inventory would be arranged between the vendor and DLA. This is a direct transaction between the contractor and DLA, with the parts considered Contractor Furnished Material (CFM) rather than Government Furnished Material (GFM). Inventory not readily available, delayed, or not meeting quality requirements through DLA’s Aviation Supply Chain, will not be the basis for relieving the prime contractor from performance metrics on this contract. Should the contractor elect to use DLA’s Aviation Supply Chain, a DODAAC to requisition material from the DLA Inventory Control Points will be assigned. Point of Contact (POC) for this effort will be coordinated through the government program manager; Capt Joseph Inkrott AFLCMC/WWM; 801-586-3186.
The contractor shall support a combined Program Kickoff, System Requirements Review (SRR) meeting, and site survey within 25 calendar days after contract award, at the contractor’s facility. The program kickoff meeting and site survey meeting will require contractor and government representation as well as any additional support required by the government. The government reserves the right to eliminate the requirement for a site survey if deemed unnecessary. If it is determined the site survey is not necessary, the government reserves the right to have the Program Kickoff meeting and SRR conducted using distance methods (teleconference, video teleconference, etc.). The contractor shall prepare conference and meeting agendas as necessary (CDRL A006). The contractor shall record and provide the government with copies of the minutes from the Program Kickoff and SRR meeting as needed (CDRL A007).
Following the Program Kickoff meeting and SRR, the contractor shall support bi-weekly teleconferences with the government through First Article Delivery. Following First Article Delivery, the contractor shall support teleconferences as required, not to exceed once each month. The contractor shall prepare meeting agendas as necessary (CDRL A006) and shall record and provide the government with copies of the minutes of these meetings as needed (CDRL A007).
The contractor shall support up to two (2) system-level Test Plan Working Group (TPWG) meetings, when requested by the government program manager, at the contractor’s facility. TPWG meetings will require contractor technical and government representation as well as any additional support required by the government. TPWGs will be used to document agreements between the contractor and the government on test requirements. The government reserves the right to have any TPWG meeting conducted through distance methods (teleconference, video teleconference, etc.). The contractor shall record and provide F-16 Systems Integration Section (AFLCMC/WWM) with copies of the agendas and minutes of the TPWG meetings (CDRL A006 and A007).
The contractor shall support up to three (3) system-level hardware Technical Interchange Meeting(s) (TIMs), when requested by the government program manager, at the contractor’s facility. TIMs will require contractor technical and government representation as well as any additional support required by the government. TIMs will be used to identify and/or resolve technical issues as they arise. The government reserves the right to have any TIM conducted through distance methods (teleconference, video teleconference, etc.). The contractor shall record and provide the government with copies of the agendas and minutes of this meeting (CDRL A006 and A007).
The supplier shall provide a maintenance technical manual which documents the procedures required to implement, verify, and support the integration requirements for the DIGAR-230 (CDRL A010). This manual will support initial installation of the DIGAR and provide operational-level maintenance information. It shall be delivered to the government program manager no later than 30 days prior to the first Trial Verification Installation (TVI).
The supplier shall provide an Interface Control Document (ICD) showing the end item, dimensions, and common connectors with their respective part numbers for the DIGAR-230 to allow the government to list the part as a stock item (CDRL A011).
The contractor shall request F-16 Systems Integration Section (AFLCMC/WWM) government program manager approval prior to making configuration changes after the First Article acceptance.
3.2 GPS Card Requirements
3.2.1 Performance Requirements
The GEMVII-2 GPS card shall be a form, fit replacement to the existing GEMII GPS card, part number 822-0452-005. The GPS card shall provide SAASM, PPS, and enhanced anti-jam capabilities.
GEMVII-2 software shall be able to be loaded through the EGI MIL-STD-1553 interface.
There shall be a single part number for GEMVII-2 to support all antenna electronics configurations listed in Table 1 (the government understands the aircraft configuration changes needed for United States Air Force (USAF) Test, Reserve Training Unit (RTU), Aggressor, and F-16D configurations to support this requirement).
GEMVII-2 ADS-B Out message shall be enabled and configured identically to the GEMVI Post-Block (Block 40/42/50/52) F-16 ADS-B Out message.
3.2.2 Quantity Requirements
The contractor shall deliver no less than 10 each GEMVII-2s per month during the three month LRIP period, and 20 each GEMVII-2s per month during Full Rate Production (FRP). LRIP deliveries shall start no later than 14 months After Receipt of Order (ARO) in adherence to Section 6 of this document unless schedule changes are agreed upon by the government and the contractor.
3.3 AEU Requirements
3.3.1 Performance Requirements
The contractor shall provide the DIGAR-230 to be a form, fit replacement to the existing GPS Antenna System (GAS)-1 Antenna Electronics unit, NSN 5985-01- 506-5380. The government shall provide the following Government Furnished Equipment (GFE) to the supplier for integration and verification testing.

If the government decides to purchase the AE-4 look-alike to support the F-16D then it will not provide the Amplifier listed above as GFE.
The DIGAR-230 shall be built to function with the upgraded GEMVII-2 card to allow the use of enhanced signal processing to enable anti-jamming and anti-spoofing functions.
There shall be a single part number for DIGAR-230 to support all antenna electronics configurations listed in Table 1.
The DIGAR-230 shall be integrated to provide beam forming anti-jamming capabilities, improved signal gain in all environments, and a digital interface to the GPS card.
The system shall have the ability to load AEU Digital Signal Processing (DSP) software without removal of the AEU from the aircraft (via the GEM through the aircraft 1553 bus).

The system shall have the ability to program the specific antenna table via use of the altitude entry in GPS initialization mode. For example, “-10001” altitude entered equals Ball antenna, “-10002” altitude entered equals Rockwell antenna. The DIGAR will retain this selection so that the maintainer will only need to perform this operation at the time of installation and not after each mission. The supplier shall provide the government with detailed programming procedures which will be included in the Maintenance Technical Orders (TOs).
The production DIGAR-230 shall be updated to output the Beam Cruncher Interface (BCI) serial data on J2. This will provide a direct connection to the GEMVII-2 in the EGI without modifications to aircraft wiring.
The system shall provide a GEMVII-2 Beamforming Indicator that consists of an average of the Carrier to Noise Ratios of all GPS satellite tracks which have basic characteristics (such as a minimum elevation angle above the horizon). This Average Carrier to Noise Ratio shall be included in an existing data block which is currently being passed from the GEMVII-2 to the EGI. The EGI software will take this value and put it in an EGI Miscellaneous Parameter. This EGI Miscellaneous Parameter will then be accessible to the maintenance personnel and to the pilot as an indicator as to whether or not the DIGAR is currently performing its beamforming function. If the average Carrier to Noise Ratio is above a determined value, it will be an indicator that the beamforming function is operating successfully.
3.3.2 Quantity Requirements
The contractor shall deliver no less than 10 each DIGAR-230s per month during the three month LRIP phase, and 20 each DIGAR-230s per month during FRP. LRIP deliveries shall start no later than 14 months ARO in adherence to Section 6 of this document unless schedule changes are agreed upon by the government and contractor.
3.4 Other Requirements
The contractor shall have a thorough understanding of Item Unique Identification (IUID) marking requirements, marking equipment, databases and their interfaces, engineering evaluation requirements, verification, and data and configuration management relating to IUID marking. The contractor shall maintain the IUID tags (markings) on all assets and spares purchased in accordance with (IAW) MIL-STD- 130N, dated 17 December 2007, contract clauses, DFARS (252.211-7003, 252.211- 7007), and the contractor’s IUID Marking Plan. The contractor will register each item using the IUID registry, located at https://www.bpn.gov/iuid and provide an IUID https://www.bpn.gov/iuid
Marking Plan to the government program manager no later than two (2) months following contract award (CDRL A008). The government will review and provide comments no later than 10 business days following receipt and the contractor will then have 10 business days to make corrections and resubmit. The contractor will also provide an IUID Marking, Verification, and Validation Report to the government program manager no later than First Article Delivery and subsequent reports no later than the last business day of the month until the end of the contract or until the government determines that the reports are no longer necessary (CDRL A009).
The supplier shall provide up to a total of 300 hours of engineering support, and five trips to government facilities after contract award as required throughout the life of the contract. This engineering support is exclusive of activities already defined in this Statement of Work. The government may request that these hours and trips be used to review and provide engineering subject matter expertise and recommendations for future software modification and GEMVII-2/DIGAR growth paths.
The supplier shall repair the DIGAR until the government is able to stand up an organic (Depot) repair capability/facility. This repair period is estimated to be five years following contract award.
The supplier shall provide the Buffer Box Communication (BBCOM) Software Toolkit (RCPN 613-9258-A09) for laboratory and installation use to assist in evaluating the operation of the Rockwell Collins GPS receivers.
4 Integration Testing Integration testing of the Pre-Block (25/30/32) F-16C/D requirements will occur in three phases:
-Supplier Laboratory Verification Testing -System Integration Laboratory (SIL) Testing at Hill AFB, UT -Aircraft Validation Testing
4.1 Supplier Laboratory Verification Testing
The supplier shall update performance requirements for the DIGAR-230 and GEMVII- 2 for requirements stated in section 3.2 and 3.3.
The supplier shall test the DIGAR-230 and GEMVII-2 performance for requirements stated in section 3.2 and 3.3.
The supplier shall document and deliver a test report for DIGAR-230 and GEMVII-2 performance testing no later than completion of flight test activities (CDRL A005). The test report will be in supplier format.
4.2 Government SIL Integration Testing
The government shall develop a SIL Test Plan. The SIL Test Plan is due to the contractor no later than 60 calendar days prior to the start of SIL testing in order to support the contractor timeline for first unit delivery.
The supplier shall review and provide comments to the SIL Test Plan. This shall be completed prior to the TPWG.
The supplier shall support “on site” government SIL testing located at Hill AFB, UT for up to two weeks.
4.3 Government Aircraft Validation Testing
Three aircraft configurations will be tested (reference Table 1).
The government will develop an aircraft validation test plan. The aircraft validation test plan(s) is/are due to the contractor no later than 30 calendar days prior to the start of flight test in order to support the contractor timeline for first unit delivery.
The supplier shall review and provide comments to the aircraft validation test plan.
The supplier shall support “on site” government aircraft validation testing located at Air National Guard Air Force Reserve Test Center (AATC) Tucson, AZ for up to two weeks.

6 Schedule Performance of the contract will require schedule adherence by both buyer and seller. First LRIP deliveries are required 14 months ARO. The following integration schedule outlines the major milestones required for successful completion of Pre-Block (25/30/32) F-16C/D unique activities to achieve 14 months ARO:
