1 INTRODUCTION
1.1 Purpose
1.1.1 The purpose of this contract is to provide the U.S. Air Force build-to-specification ASQ-236 kits consisting of wiring harness, Loose Wire Assemblies (LWA) and incidental parts to support USAF F-16 ASQ-236 installation.
1.2 Objective/Scope
The objective of this effort is to award a contract to provide a Kit Proof/First Article Group A
Harness kit with production Group A kits upon completion of the Kit Proofs.
1.2.1 Kit Proof/First Article Kit NSN: 6110K0102735A will be provided and bought off by the
Government based on the delivery schedule prior to the start of the production kits being produced.
1.2.2 Production kits will begin upon acceptance of the First Article/Kit Proof to build Kits. The production kits will be built in accordance with the updated Tech Packages which will be provided after installation of the kit proof kit defined in 1.2.2, changes will include updated harness identifiers and markings, Harness Break outs, and any minor length changes that are determined during the Kit Proof install.
1.2.3 Modification Support Kits and support equipment in support of kits install (Reference provided in Technical Data Packages)
1.2.4 Molded Cable Assembly Drawing: WWMEL2017-A-002 in support of Trial Verification
Installation (TVI) Kit (Reference provided in Technical Data Packages)
1.2.5 Loose Wire Assembly (LWA) Kit Drawing: WWMEL2017-E-105 in support of production installs and spares augmentation. (Reference provided in Techincal Data Package)
2 CONTRACTOR TASKING / REQUIREMENTS
2.1 Contractor Specific Requirements
2.1.1 The Contractor shall order/build all required parts to the specification provided in the attached Technical Data Packages provided by the Government.
2.1.2 The Contractor shall build and deliver all kits per 1.2.2, 1.2.3, 1.2.4, and 1.2.5 and instructions in the attached Technical Data Packages provided by the Government in accordance with the delivery schedule described in 4.1.1 and 4.1.2
2.1.3 The contractor shall start building the production kits after receipt of the updated Technical
Data Package, provided by the Government, following Production Readiness Review (PRR) closeout.
2.2 Quality Assurance Plan (CDRL A001 DI-QCIC-81794)
2.2.1 The Contractor shall comply with SAE AS9100, AS9102 and 16PR145 as a minimum. The contractor shall include inspection, validation, evaluation, corrective action and procedures necessary to ensure quality of all products provided under this contract.
2.2.2 Quality Assurance Plan shall demonstrate that the Government’s designs are adhered to and that materials used conform to the approved designs/drawings provided in the Technical Data
Package by the Government. The plan shall cover both First Article and Production Items.

2.3.1 The Contractor shall perform conformace tests on the First Article and document the results, findings and analyses in a Quality Assurance Report (QAP). The QAP shall describe the compliance to the Quality Assurance Plan.
2.4 First Article
2.4.1 The Contractor shall deliver 1 First Article kit. The 2 TVI and 1 Kit Proof kits will be in support of a Kit Proof; however the contractor shall not start the production kits until after closeout of PRR and Contractor has been notified of acceptance.
2.4.2 In the event of rejection due to article non compliance or Government changes, the
Contractor will be notified in writing by the Government of the specific reasons why the part was rejected. Unless otherwise specified the Contractor shall have 5 workdays to correct the rejected part and resubmit to the Government for re-inspection.
2.4.3 Documentation of test(s) performed on each assembly per 16PR145 and/or AS9102 and shall be supplied upon request.
2.5 Test / Inspection Report (CDRL A003 DI-NDTI-80809B)
2.5.1 The Contractor shall perform tests on the First Article and the Production Kits in accordance with the QAP.
2.6 Packaging and Shipping
2.6.1 The Contractor shall ensure all parts/kits be packaged separately so as to prevent damage to part features and finishes during shipment
2.6.2 The Contractor shall ensure all Kits and Parts are properly identified and shipped per the instructions provided in the Contract (i.e. CLIN, NSN, Ship To DoDAAC and delivery address notes).
2.6.3 The contract will have the following 3 distinct shipping instuctions and addresses:

3 DELIVERY SCHEDULE
3.1 Delivery Schedule and Report (CDRL A003 DI-MGMT-80368A)
3.1.1 The Contractor shall deliver the Kit proof Kits NLT 45 days after Milestone 1 in Para 4.1.5.
3.1.2 The Contractor shall begin delivery of production kits at a rate of 30 per month outlined in
SOW Para 4.1.5.
3.1.3 The Contractor shall provide a monthly status report until final production delivery.

4.2 Government Furnished Equipment and Materials
All products developed under this contract shall be considered Government work and shall have no license encumbrances. All Government Furnished Equipment (GFE) and Government Furnished
Material (GFM) shall be returned to the Government upon completion of each task written under this contract.
