Product Description/Technical Requirement Package (TRP) For Procurement of

T-38 A/B Seat Stand Adapter Assembly 309th Aircraft Maintenance Group (AMXG)/575 AMXS (T-38)

1. Requesting Agency

USAF, 309 AMXG/575 AMXS

Title: T-38 A/B Seat Stand Adapter

2. Purpose The purpose of this requirement is to procure twenty (20) of X202306209 Rev C drawing configuration T-38 A/B Seat Stand Adapter assemblies to be fabricated/manufactured and delivered to building 241 at Randolph AFB, TX. The T-38 A/B Seat Stand Adapter assemblies are used to in conjunction with a T-38 MB Egress Seat Stand to hold the T-38A ejection seat in accordance with Technical Order 1T-38C-2-13 Section 3.2.9.1.p during aircraft repair as part of the PCIII and TRIM program at Randolph Air Force Base (RAFB).

3. Technical Requirements Quantity: The Contractor shall provide twenty (20) each of Drawing X202306209 Rev C configuration. All DATA Rights and Drawing packages are the sole property of the USAF/309

AMXG/EN.

Quality: All items shall be clean of dirt, burrs, material shavings, cutting oil, etc. upon delivery and meet the requirements of X202306209 Rev C.

Changes: Only the Government Representative (GR) reserves the right to make changes to X202306209 Rev C drawing, scope, design, and configuration as required. No other alterations allowed without prior approval.

Drawings: Government contracting officer will issue drawing package upon request. A Solidworks / Iges 3D model file of the assembly and parts is also available upon request. The e-drawings viewer can be down-loaded free of charge from www.edrawingsviewer.com.

Non-Disclosure Agreement: Upon award of contract, awardee will be required to sign a non-disclosure agreement if any additional technical drawing package information, i.e. CAD data, is requested. The non-disclosure agreement is not inclusive for full release of all CAD data or proprietary information for the project. The requested additional technical information, if deemed required by GR, will be provided on a need-to-know basis.

The contractor shall ensure that all applicable Government-Off-The-Shelf (GOTS) and Commercial-Off-The-Shelf (COTS) IA and IA-enabled products comply with AFI 33-200, Information Assurance. Some of these products must be Committee on National Security http://www.edrawingsviewer.com/

Systems Policy 11 (CNSSP-11) compliant, requiring them to be validated by accredited labs under the National Information Assurance Partnership (NIAP) Common Criteria Evaluation and Validation Scheme or National Institute of Standards and Technology (NIST) Federal Information Processing Standards (FIPS) Cryptographic Module Validation Program (CMVP) as identified in the sections below.

3.1 Asset Tagging

5. Technical Contractual Requirements (mandatory)

5.1 Trade Agreement Act (TAA)

Fabricated products and components used must be compliant with the Trade Agreements Act of 1979 (TAA) and related clauses in Section I of this contract. In accordance with DFARS 252.225-7021, the Trade Agreements Certificate at DFARS 252.225-7020 shall be provided for each end item defined and specified in a solicitation that exceeds the TAA threshold subject to the waivers and exceptions provided in FAR 25.4, and DFARS 225.4 offered in response to any RFQ issued under this contract.

All products and components used to fabricate/manufacturer the T-38 A/B Seat Stand Adapter assemblies must be TAA compliant, purchased from the original manufacturer or authorized reseller and are not developed or hosted in suspect countries.

6. Delivery Requirements

6.1 Timeframes

T-38 A/B Seat Stand Adapter assemblies shall be delivered no later than two (2) months from contract award.

6.2 Delivery Delays

Contractors are required to meet the timeframes as stated in section 6.1 unless Department of Commerce approval and/or review activities prevent the contractor from meeting these timeframes. In the event that the contractor determines they are unable to achieve the stated timeframes, the contractor shall notify the Contracting Officer within two (2) business days of such determination, or immediately upon such determination if operating under the Emergency/War Tempo timelines.
