FA822424Q0005 – T-38 MB Egress Seat Stand Adapters Evaluation Factors
FA822424Q0005 is issued as request for quotation (RFQ). It is open to quotes from February 20th, 2024 to March 12th, 2024.
Schedule of Items:
Responsible quote shall provide Firm Fixed Price (FFP) pricing for the items listed below with a delivery schedule of 60 days. Shipping should be included in the price of each item.
• twenty (20) of X202306209-101 Rev C drawing configuration T-38 A/B Seat Stand Lower Adapter assemblies to be fabricated/manufactured and delivered to building 241 at Randolph AFB, TX.
• twenty (20) of X202306209-102 Rev C drawing configuration T-38 A/B Seat Stand Upper Adapter assemblies to be fabricated/manufactured and delivered to building 241 at Randolph AFB, TX.
FOB: Destination – Deliverables will be inspected upon arrival
Technical Acceptability: An offer is deemed technically acceptable when:
• The offer meets all specifications and requirements in the X202306209 Rev C Drawings and Product Description.
• The offeror must have completed JCP certification in order to handle export-controlled information. The offeror must provide their fully signed DD Form 2345 in response to the solicitation as proof of certification.
Evaluation/Interchanges
• First, the Government will rank proposals from lowest to highest Total Evaluated Price
(TEP).
• Next, the Government will evaluate the technical volume on acceptable/unacceptable basis, starting with the proposal with the lowest TEP.
• If the proposal is technically acceptable, evaluated price and if complete and reasonable, proposal represents the best value and award will be made.
• If the lowest priced proposal is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that Offeror.
• If after the interchanges with that Offeror, the proposal is technically acceptable and remains the lowest priced (complete and reasonable), award will be made.
• If the Government deems the proposal is not easily correctable or if at any time it becomes other than the lowest priced proposal, the next lowest priced proposal will be evaluated for technical acceptability, followed by a TEP analysis. Interchanges will take place as necessary or deemed appropriate by the Government.
• The evaluation process will continue until reaching a technically acceptable proposal with a complete and reasonable TEP, or until all proposals are evaluated.
• The Government may conduct interchanges either orally or in writing, and may issue interchanges to one, some, none, or all Offerors.
• Proposal revision may be submitted only in response to Government interchanges and comments to the Offeror’s proposal. If revisions are submitted, the Offeror shall ensure changes are easily identifiable with tracked changes and sidebar markings of those sections that are changed from the original submission.
• In the event of a tie between offerors, the Government will flip a coin to decide which offeror will receive the award.
SAM Registration
All prospective offerors must obtain a DUNS number, have an "active" Cage Code, and maintain Online Representations and Certifications Application at https://www.sam.gov/portal/public/SAM/ in order to transact business with the Government.
Failure to comply with the above mentioned regulations will result in an award to the next otherwise successful registered Offeror.
