Single Source Justification (Simplified Acquisition)

March 2018 Page 1 of 1

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: OL:H/PZIMA

Project/Program Name: AutoCrib Equipment

Purchase Request/Identification Number:

Estimated Contract Cost (including Options): $250,000.00

Section B: Description of the Supplies/Services Required

AutoCrib automated vending machines to support operations within the Ogden Air Logistics Complex (OO-ALC) and Geographically Separated Units (GSU). The machines will be used for distributing personal protective equipment, expendable tools and other supplies needed in every production area in the OO-ALC.

Section C: Justification for Soliciting from a Single Source or Brand Name

Previous acquisitions of automated vending machines where through the cometitively awarded IDIQ contract FA8216-16- D-0001 managed by the OC-ALC. AutoCrib was competitively selected as the brand to be purchased under that contract. The OO-ALC now currently has 195 AutoCrib automated machines. No other brand of vending machines will communicate with software utilized in the previously purchased AutoCrib machines. The acquisition of any other brand of automated machines would require the replacement of all machines, software and servicing personnel supporting the OO-ALC. This would require a substantial duplication of cost. The purchase of AutoCrib machines will allow for efficiencies in maintenance, training and operations due to the significant number of AutoCrib machines currently in use.

Section D: Efforts to Obtain Competition

Competition was obtained during the solicitation of FA8126-16-D-0001. For this effort competition among distributors has been identified via a sources sought synopsis (FA8224-19-R-0001) that was posted on FedBizOps from 21 September 2018 to 22 October 2018. Four small business have been identified as AutoCrib distributors that are interested in providing AutoCrib machines. A Blanket Purchase Agreement will be established with each of the four small businesses, then each call issued (for $250,000.00 or less) will be competed among the four companies.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Until the replacement of AutoCrib automated vending machines is required at OO-ALC, AutoCrib will continue to be the brand used.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
