1 DESCRIPTION OF SERVICES

This Performance Work Statement (PWS) defines the non-personal service requirement for a one week (5-day) on-site course for up to 25 individuals for Lean Maintenance, Repair and Overhaul

Training (LEAN MRO). The contractor shall provide all personnel and training materials to

Ogden Air Logistics Complex (OO-ALC), Hill AFB, Utah (HAFB) for maximum of 25 participants. Contractor shall provide LEAN Aerospace and Defense MRO training on Hill AFB

UT. Performance shall be IAW the scope of this PWS and other specifications or provisions of the contract.

2 BASIC SERVICES

This advanced course is in support of the Air Force’s (AF) Art of the Possible (AoP) program.

Course shall target non entry level positions such as; managers, engineers, lean change agents, Theory of Constraints (TOC)and others involved in implementing lean concepts in Maintenance, Repair and Overhaul (MRO) organizations. The course shall address eliminating waste, improving quality, increasing flow, and enhancing responsiveness to customer needs in the MRO environment. The participants will gain insight on how to apply lean principles in the current

MRO world.

The course shall be based on competency theory as well as extensive first-hand experience in successfully applying the theory and concepts presented to real world aerospace and defense

MRO applications:

2.1 The course shall demonstrate how the Theory of Constraints perspective integrates very well with the tools from the Lean Enterprise Model. It shall also demonstrate how to adapt the lean enterprise model to the aerospace and defense MRO environment.

2.2 The course shall cover the standard suite of lean tools: defining customer value, value-stream mapping, the visual factory, “Sort, Set In Order, Shine, Standardize, and

Sustain(5S)”, take time, standard work, pull execution, mistake-proofing, cellular layout, and point-of-use material storage. In addition, the course shall cover the following topics to address the problems existing in the aerospace and defense MRO environment:

a. Managing variation in demand and work scope

b. Managing constraints

c. Identifying and managing critical chain flows

d. Integrating shared resources

2.3 The course shall demonstrate how Lean and Theory of Constraints (TOC) work together to leverage flow in MRO processes. The TOC tools that shall be covered includes:

a. TOC global performance measures (Throughput (T), Inventory

(I) and Operating Expense (OE)

b. Drum-buffer-rope

c. Critical Chain Project Management (CCPM)

2.4 The course shall discuss how organizations can achieve maximum leverage from Six

Sigma in their lean initiatives in the maintenance organizations. The course integrates presentations with extensive participant discussion. The learning environment will facilitate sharing of ideas and provide an opportunity for collaboration with other colleagues in the MRO industry. Hands-on scenario simulations shall be used to illustrate lean principles, specifically in the MRO world.

2.5 The contractor shall review the course annually and provide updates to the course as needed to ensure the most current and relevant information is being taught. The contractor shall update course curriculum based on trends in the industry and customer feedback.

This PWS may be modified after contract award to incorporate changes based on industry and market trends relating to LEAN MRO principles and student feedback.
