Purchase Specification for Front Surface Mirrors for the Second Rear Projected Dome Simulator
U.S. Air Force
OO-ALC
519 SMXS/MXDPC
10 April 2018
1.0 Background
The Human Engineering Development System (HEDS) is part of the 309th Software Maintenance
Group (309 SMXG) located at the Ogden Air Logistics Complex (OO-ALC), Hill Air Force Base
(AFB), Utah. Among other responsibilities, SMXG supports all Operational Flight Program
(OFP) modifications to the F-16 C/D aircraft. HEDS is responsible for prototyping the OFP changes and then showing these prototypes in flight simulators to pilots and others that make decisions about the OFP upgrades.
2.0 Objective
A rear projection dome simulator is being constructed for use by the HEDS group. They require front surface mirrors for the projection of the display images onto the dome surface because of the limited space available.
3.0 Scope
The scope of this mirror contract involves delivery of various sizes and shapes of mirrors for use in the rear projection dome. Acceptance testing shall be performed onsite at Hill AFB to validate optical parameters.
4.0 Specific Tasks
The contractor shall be directly responsible for ensuring the accuracy, timeliness and completion of all tasks assigned under this contract. Specifically, the contractor shall perform all tasks described in this section.
4.1 Build or cause to be built all materials listed in Section 5.0.
4.2 Shipping. Vendor shall cause all parts and supplies to be shipped from factory location(s) to F.O.B. Destination 6137 Wardleigh Rd., Building 1515 Room 131, Hill AFB, UT 84056-5840. Freight charges shall be included in the price of the mirrors (not a separate line item).
5.0 Deliverables/Delivery Schedule
5.1 Deliverable items. All of the following deliverables shall be delivered on or before the delivery date as follows:
5.1.1 19 mirrors of various sizes and shapes as specified in Attachment 1 -
Drawings with the following characteristics:
5.1.1.1 1/4 inch (6 mm) thick glass
5.1.1.2 Front surface aluminum coating
5.1.1.3 Black back exterior (to prevent light reflections off the back of mirror)
5.1.1.4 No visible distortions, flaws, blemishes or additional tinting
5.1.1.5 Optical density: An average reflectance of 88% or greater in the
450 nm – 700 nm visible light band, approximately visually neutral in color balance.
5.1.1.6 Inspection and acceptance will be performed after delivery as described in Section 6.0 below.
5.2 Delivery Schedule. Delivery shall be 30 days ARO.
6.0 Inspection and Acceptance Criteria
Inspection and acceptance of all deliverables will be performed onsite at Hill AFB, UT, specifically, 6137 Wardleigh Rd., Hill AFB, UT, by the COTR with the assistance of HEDS personnel. The vendor shall replace any mirrors at their cost (manufacture and shipping) any mirrors that do meet inspection criteria, as determined by the Contracting Officer’s Technical
Representative (COTR).
6.1 The angle of reflection of the projectors onto mirrors for this dome simulator will be as shallow as 17.2°. This shallow angle can show diffuse striations in the reflected image on the dome surface from linear mirror surface flaws that run perpendicular to the light rays from the projector. Having the flaws run parallel to the light rays from the projector will minimize striations in the reflected image.
Identifying the flaws and having them run as shown in image 1 below will minimize these reflections. The acceptance test will include placing an HD projector with an ultra-wide angle lens about 21” from the closest edge of the mirror at an angle of 17° to the mirror surface (77° from perpendicular to the mirror surface) and projecting a uniform white image across the mirror with a wide angle lens with a throw ratio of 0.95, bouncing onto a flat white screen perpendicular to the mirror surface about 3 feet from the mirror. Flaws in the reflected image visible with the eye-point at the projector will not allowed.

7.0 Security
A security clearance is not required in performance of this contract.

Attachment 1 - Drawings
All mirrors shall be front surface glass 1/4” (6 mm) thick with a black back exterior (to prevent light reflecting around the room). There are a total of 19 mirrors. (Measurements given below are in inches.)
Mirror Sizes and Shapes
12 mirrors 63.364” x 43”
7 mirrors 54.749” x 40”
