SCOPE: The Contractor shall provide personnel to maintain the robotics equipment, programming and software, blast equipment, and blast recovery system of the Raptor Automated Coating Stripping System (RACSS) located in Building 674 and the Automated Coating Removal System (ACRES) located in Building 238 at Hill Air Force Base, Utah. The Contractor shall also provide top to bottom training in support of maintenance and operations of these systems.

1. DESCRIPTION OF SERVICES: The Contractor shall provide the following basic services to be detailed in this PWS: on call technical telephone support, onsite labor for maintenance and unscheduled repairs, programming, parts and materials and training to maintain operability of the Hill AFB robotic strip systems, blast equipment, and blast recovery system. The Contractor shall perform all requirements described in this PWS in support of the Dry Media Blast (DMB) Robotic System process. The Contractor shall also provide annual training in support of maintaining these systems.

1.1. On-Call Technical Telephone and E-Mail Support (CLIN 0001) The Contractor shall provide technical support via telephone and e-mail. The Contractor shall provide the Government with a phone number and e-mail address for service calls. The Contractor shall return the phone call/e-mail within four hours after the service call was made. This phone line and e-mail shall be monitored during 6:00 a.m. to 6:00 p.m. Mountain Time, Monday-Friday, excluding holidays. The Contractor shall submit a monthly report no later than (NLT) the 5th business day of each month. (CDRL A001)

1.2. Unscheduled Repairs (CLIN 0002) The Contractor shall provide on-site labor for repairs.

The Contractor shall be on site within 72, upon formal approval for travel from the Contracting Officer Representative (COR). The Contractor shall provide the government with a designated point of contact. The Contractor shall use new OEM parts or parts of equal quality in making repairs. Deviations from this equivalent parts requirement must be approved by the cognizant Government Engineering Staff. When approved by the cognizant Government Engineering Staff, if the parts were designed for replacement and the cost of the part is less than the cost of repair, the Contractor shall replace parts instead of repairing them.

1.2.1. During all maintenance actions, the Contractor shall train two (2) Government Maintenance Support Group (MXSG) and Aircraft Maintenance Group (AMXG) personnel when maintenance and repairs are being conducted on the robotic systems located in Bldg 674 & 238, this includes; the robotic strip systems, blast equipment, and blast recovery systems..

1.2.2. Maintainer Training - The Contractor shall provide on-the-job training (OJT),as the Contractor performs any maintenance repairs/updates, to the robotic strip systems, blast equipment and blast recovery system addressed in paragraph 1. The Contractor shall provide written procedures (7) seven calendar days after completion of repair/update.

1.2.3. Operator Training - The Contractor shall provide training to Government operators on new system operating updates including programming changes addressed in

Page 4 of 16 pages paragraphs 1 and 1.3. Training includes; programming changes on new parts or reconfigured parts. Training shall be provided prim arily in the form of On-The-Job Training (OJT). The Contractor shall provide written procedures (7) seven calendar days after completion of update (CDRL A002).

1.3. Annual Training (CLIN 0003)

1.3.1. Upon award of contract, the Contractor shall provide, for both robotic systems in Bldg 674 and Bldg 238, top to bottom training on-the-job training (OJT), to any part of the robotic strip systems, blast equipment, and blast recovery systems addressed in para

1. for two (2) Government Maintenance Support (MXSG) personnel. Additionally, the Contractor shall provide this same training annually to two (2) additional Government MXSG personnel

1.3.2. The Contractor shall provide initial operator and maintenance training for up to ten

(10) individuals. The training will be held at HAFB and will include basic day-to-day operation of the robot and control console.

1.3.3. The Contractor shall provide annual refresher training once a year for operator, maintenance, and programming training. The Contractor shall train all relevant personnel on what materials and spare parts to have on hand to support robot operations. The Contractor shall also inform those personnel on how to obtain the required materials and spare parts. The Contractor shall provide summary report to the COR and GTPOC within seven (7) calendar days after training. (CDRL A002)

1.3.4. Training shall be held concurrently with the Contractor’s annual training visit.

1.4. Programming Services (CLIN 0004) The Contractor shall program RACSS to blast both F-16 and A-10 aircraft. Within 30 days of contract award the contractor shall establish a schedule with AMXG process engineering to accomplish programming of both F-16 and A-10. The first F-16 and A-10 will be mapped and programmed using a non-production test aircraft. The Contractor shall provide all hardware associated with positioning aircraft as required for robotic blast repeatability. The Contractor shall demonstrate complete functionality of robotic blast system and provide top to bottom operation training (OJT) and training manuals to Government employees. Upon completion Contractor shall receive buy off from AMXG process engineering of system functionality.

Upon completion of initial programing, Contractor shall establish a schedule with the Government to robotically blast two production aircraft for both A-10 and F-16. AMXG Engineering will approve programing of robots upon completion.

The Contractor shall update the Automatic Coating Removal Systems (ACRES) located in Bldg 238 robotic system programing to assist with new workload requirements.

1.5. Time and Material Task Authorizations:

1.5.1. Tasks specified - In PWS Paragraph 1.2 are to be provided under the contract on an as-and-when-requested basis by written authorization by the Contracting Officer Representative (COR).

1.5.2. Authority - By the COR to perform the work, is not to be construed as authority by Contracting Officer (CO), to proceed with work which will result in exceeding the financial limitation of this contract.

2. SERVICES SUMMARY:

3. GOVERNMENT FURNISHED PROPERTY:

3.1. Government Furnished Property (GFP) - Is not applicable to the performance of this contract. Shared Property of the Government is applicable to the performance of this contract.

Contractor shall demonstrate complete functionality of robotic blast system and provide top to bottom operation training (OJT) and training manuals to Government employees Develop and provide a safety program plan and site specific checklist - IAW Appendix C (10) ten business days after award of contract. The Contractor shall provide from its OSHA 300 information the TCIR/DART rates by 15 January of each year to the CO for submission as part of the installation’s annual OSHA Voluntary Protection Program (VPP) self-evaluation report

3.2. Shared Property of the Government (As Is Condition) - Shared Property of the Government shall remain at all times property of the Government. In accordance with Government procedures, the Contractor is authorized to share property of the Government, without cost, with Government personnel in Government facilities at Hill AFB UT for the duration of this contract and only as needed for the performance of this contract. The Government maintains accountability for this shared property of the Government. This shared property of the Government is not considered Government Furnished Property (GFP) requiring property administration IAW FAR Parts 45 and

52.245 plus supplements. The Government organizations that are accountable for this shared property of the Government is also responsible for its disposition. Shared property of the Government includes engineering drawings and data packages associated with maintaining these systems.

4. GENERAL INFORMATION:

4.1. SECURITY & ACCESS REQUIREMENTS - For Contractor employees working in the secured area Bldg. 674. They must contact the Security Manager and submit a JPACS for each employee that will be working onsite. All outside laptops or computers (owned by Contractors) to be used in Bldg. 674 must be pre-approved by the Bldg. 674 Security Manager.

4.2 OPERATIONS SECURITY (OPSEC):

4.2.1. Contractors - Who access to the OO-ALC facilities or critical information shall have OPSEC training IAW AFI 10-701 (complete reference in Appendix F) Initial training will be approximately 1 hour and follow on recurring annual training will be approximately 0.5 hour.

4.3. QUALITY ASSURANCE: The COR will assess the Contractor’s performance to ensure services are received. The COR will verify that tasks have been completed. The COR will also investigate complaints received from various customers located on the installation. Other Government personnel can be expected to assist the COR’s inspection of the Contractor’s services.

4.3.1. Any matter - Concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the CO.

4.3.2. The services - To be performed by the Contractor during the period of this contract are at all times, and places subject to review by the CO.

4.4. HOURS OF OPERATION- Normal Hours of Operation: The Contractor shall perform the services required under this contract during the following hours: Sun-Sat, 6:00 a.m. – 6:00 p.m.

Mountain Time, excluding Federal holidays and the on-call as described in paragraph 1.1. The Contractor may work with prior approval of the CO and the COR, for extended hours to ensure timely completion of work at no additional cost to the government.

4.5. TRAVEL REQUIREMENTS (CLIN 0005) The Contractor may be required to travel to support the objectives of this PWS. The Contractor shall obtain approval from the COR before

Page 8 of 16 pages traveling unless otherwise directed by the CO. Airfare for travel and per diem shall be billed IAW FAR 31.205-46 and the Federal Travel Regulation. The Contractor is responsible for making all necessary travel arrangements.

4.6. INVOICING: The Contractor shall submit On-Site Travel Cost and Services Work Sheet (Attachment A) for each individual that traveled to Hill AFB for on-site support. All reimbursement travel cost shall have receipts and accompany the work sheet. Current to the most recent four-week accounting period, NLT the 5th business day of every month (CDRL A003).

4.7. CONSERVATION OF UTILITIES: The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions which prevent the waste of utilities.

4.8. ENVIRONMENTAL CONTROLS:

4.8.1. Compliance with Laws and Regulations - The Contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the Contractor shall inform the CO pursuant to notice requirements and negotiate a modification to the contract.

4.8.2. Notification of Environmental Spills - If the Contractor spills or releases any substance contained in 40 CFR 302 into the environment, the Contractor or its agent shall immediately report the incident to Hill AFB Fire Department, from base phone dial 911, cell phone dial 911 and asked to be transferred to Hill AFB. The liability for the spill or release of such substances rests solely with the Contractor and its agent.

4.8.3. Material Storage and Use - The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.

4.9. SAFETY REQUIREMENTS: While performing work under this contract, the Contractor shall follow Appendix C and adhere to the following:

4.9.1. The Contractor - Shall ensure their employees are made aware that the performance of these services will occur in industrial areas. The industrial complex at Hill AFB has the potential to expose workers to hazardous materials which may include, but is not limited to: hexavalent chrome, cadmium, beryllium, and lead. While the Contractor will not perform duties in a marked and signed regulated area (where exposures are expected to exceed the permissible exposure limits set by 29 CFR 1910), there may be contact hazards with these materials during cleanup of dust, metal shavings, etc. The Contractor shall ensure proper protective measures and training are taken to ensure contracted employees are protected from these hazards. The 75th Air Base Wing (ABW) Bioenvironmental Engineering Flight has produced industrial hygiene assessments of these areas, which are available upon request.

4.9.2. The Air Force is part of the OSHA Voluntary Protection Program (VPP) - The Contractor is required to attain familiarization with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. VPP requirements apply to contractors whose employees work more than 1,000 cumulative hours per quarter. The contractor shall flow down these requirements to all subcontractors who qualify as applicable contractors under this contract.

4.9.3. The Contractor - Shall provide from its OSHA 300 information the Total Case Incident Rate/Days Away Restricted or Transferred (TCIR/DART) rates by 15 January of each year to the CO for submission as part of the installation’s annual OSHA Voluntary Protection Program (VPP) self-evaluation report (CDRL A001).

4.9.4. The Contractor - Shall conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work. This includes the wearing of appropriate Personal Protective Equipment (PPE). All required PPE will be furnished by the contractor. PPE must meet or exceed standards in OSHA 29 CFR 1910, as well as AFI 91-203, Chapter 14.

4.9.5. Incident/Mishap event - The contractor shall create an Incident/Mishap report (to include, but not limited too) in the event of any of the following:

4.9.5.1. Material fault - Or a condition that is a hazard to personnel, equipment, and missions.

4.9.5.2. Safety - Which prevents proper operation of equipment.

4.9.5.3. Damage - To any Government equipment caused by contract employee.

4.9.5.4. Accident or Injury - Of a contract employee and/or involvement of incident.

4.9.5.5. Lose or Stolen - Contract employee CAC or Restricted/ Controlled Area Line Badge.

4.9.5.6 The Contractor shall notify a COR, and GTPOCs within 30 minutes of accident/mishap. A written or email copy of the mishap / incident notification shall be sent within three calendar days to the COR. (CDRL A005)

4.9.6. Develop and provide a safety program plan and site specific checklist - IAW Appendix C 10 business days after award of contract. The safety program plan must be approved by the OO-ALC Safety Office (OO-ALC/SE) prior to any performance under this contract. (CDRL A004)

4.9.7. While performing work - Under this contract, the Contractor shall follow Appendix C.

4.10. TOOL(s) and MATERIAL(s):

4.10.1. Government provided tools for the Contractors use - Any tool not available for the Contractors use will be coordinated thru the COR and approved by the Complex Tool Manager or designated representative prior to procurement. Tools will remain the property of the Government.

4.10.2. Government provided material(s) - If the Government elects to use the Contractor to purchase material to accomplish organic maintenance and repair on equipment identified in the contract, the Contractor shall submit three (3) vendors’ quotes for the government to evaluate to determine best value. Material purchase request will be approved by the COR prior to Contractor submitting finial purchase order.

4.11. PHASE OUT:

4.11.1. Change in Contractor - If there is a change in Contractor or if the operation reverts to in-house, the incumbent Contractor will provide familiarization, to the government or the follow-on Contractor, whichever the case may be. During the phase-out familiarization period, the incumbent will be fully responsible for the operations of this contract.

4.11.2. Follow-on contract - In the event the follow-on contract is awarded to other than the incumbent, the incumbent Contractor will cooperate to the extent required to permit an orderly change over to the successful Contractor. With regard to the successor Contractor’s access to incumbent employees, a recruitment notice may be placed in each facility.

4.12. CONTRACTOR MANPOWER REPORTING:

4.12.1. Reporting - The Contractor shall report ALL Contractor labor hours (including sub-Contractor labor hours) required for performance of services provided under this contract for logistics and consulting services via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. The Contractor shall enter FFB4G0 as the Requiring Activity Unit Identification Code (UIC) in the Order Data Tab.

4.12.2. Fiscal Year inputs - Will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the eCMRA help desk.

4.13. MISSION-ESSENTIAL FUNCTIONS: This acquisition has not been designated to require continuation of essential Contractor services in support of mission-essential functions as defined in DODD 3020.26 and DFARS 237.76.

APPENDIX C

SAFETY, FIRE PROTECTION AND HEALTH SPECIFICATION

INDUSTRIAL SAFETY REQUIREMENTS

TYPE WORK: Dry Media Blast (DMB) Robotic Systems Operation and Maintenance

SECTION I - GENERAL REQUIREMENTS

A. Safety Program Requirements.

The Contractor shall conform to all applicable State and Federal and Occupational Safety and Health Act (OSHA) of 1970 as well as fire protection standards for the protection of DoD property and personnel entrusted by this contract. In addition, the Contractor shall comply with the Government requirements, either stated or referenced within this Appendix, and/or all safety, fire prevention, traffic and environmental requirements of the installation where the work is being accomplished. Special safety requirements may be added to individual task orders by the requiring activity as the result of the specific work requirements not covered herein. Where Air Force or other standards are divergent, the Contractor shall comply with the most stringent unless waived in writing by the contracting ALC Safety Office.

In context with AFMC Acquisition Reform initiatives, contract language will now focus on ensuring safety objectives are met through Contractor risk management rather than the traditional method of providing specific government guidance for risk elimination. With this new “performance-based” language, the Government will provide the Contractor with areas of concern (protection of Government personnel and property) and the Contractor will be free to meet those objectives in a manner that is consistent with corporate standards. The Contractor will implement a safety program plan that ensures protection of Government personnel and property. The program will consist of, as a minimum:

1. Mishap reporting, as defined in paragraph B1 below.

2. A Safety Plan and corresponding site-specific checklist that addresses, as a minimum, the subjects listed in Section II –Specific Requirements, and will be used during the performance of the work described in the contract. The Safety Plan and checklist will be approved by OO- ALC/SE (Safety Office) prior to commencement of any work described in this contract.

3. Routine and recurring surveillance to ensure the safety requirements of this contract are enforced.

4. Competent personnel to provide surveillance of the Safety Plan.

5. Identification of segregated work site locations for operations that cannot be co-mingled with general industrial operations and the process for ACO approval of operations and changes at these specific sites.

6. All Contractor personnel shall be trained and qualified to perform their duties safely.

7. The Contractor shall include a clause in all subcontracts requiring the subContractors to comply with the safety provisions of this contract, as applicable.

B. Mishap Notification

1. The Contractor shall notify OO-ALC Safety (Phone (801) 586-4176) who in turn will notify 75 ABW/SEG ((801) 777-3333) , OO-ALC Operations Center ((801) 777-3238), or the Hill AFB Command Post (777-3007) after normal duty hours, and the designated Government Representative, i.e., the ACO, PCO, or COR within one (1) hour of all mishaps or incidents at or exceeding $500 (material + labor) in damage to DOD property entrusted by this contract, even if the government is wholly or partially reimbursed. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three calendar days to the COR, who will forward it to OO-ALC Safety. For information not available at the time of initial notification, the Contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the ACO.

Mishap notifications shall contain, as a minimum, the following information:

(a) Contract, contract number, name and title of person(s) reporting

(b) Date, time and exact location of accident/incident

(c) Brief narrative of accident/incident (events leading to accident/incident)

(d) Cause of accident/incident, if known

(e) Estimated cost of accident/incident (material and labor to repair/replace)

(f) Nomenclature of equipment and personnel involved in accident/incident

(g) Corrective actions (taken or proposed)

(h) Other pertinent information

2. The Contractor shall support and comply with the safety investigation and report requirements of AFI 91-204.

3. If requested by authorized government personnel (ACO, PCO, COR, safety representative, Fire Department, and Security Forces), the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by safety investigators.

C. General Safety Requirements:

1. If the safety plan is modified, the Contractor shall submit the proposed modification, in writing, to the Contracting Officer’s Representative (COR).

2. Follow all applicable federal, USAF, state, and local safety directives outlined in Section II below.

3. Ensure assigned personnel are adequately trained and qualified for the task being performed.

Brief all personnel on the hazards involved with operations and applicable precautions to be taken. Should unidentified hazards arise, cease operations until actions are taken to eliminate or mitigate hazards to safe levels.

SECTION II – SPECIFIC REQUIREMENTS

The Contractor’s prepared Safety Plan shall:

• Demonstrate a management commitment to employee safety and health

• Identify applicable rules and regulations

• Identify the roles and responsibilities of Management, Supervisors, Employees and

Safety Coordinator

• Identify work to be performed and location of expected operations

• Provide a description of safety program, safety monitoring responsibilities, organizational structure, and contact information for on-site personnel

• Include a work hazard analysis of the worksite and operations to be performed to include baseline hazard identification and required control measures

• Identify employee safety and health training requirements and the documentation process

• Include emergency response plans and procedures that relate to protection of government personnel and property

• Include a workplace inspection frequency, to include the identity of the individual responsible for conducting the inspection

• Include hazard reporting procedures and identify individual(s) responsible for the correcting identified hazards

• Identify first aid and injury procedures

• Identify procedures for accident reporting and investigation

• Identify the process for tracking controlled hazards in Contractors work area

• Provide a facility description to include the electrical wiring and fire protection systems (i.e., fire suppression, fire detection, fire extinguishers, fire walls, etc.), required equipment and any other items necessary to fulfill the elements referenced below for the protection of government personnel and property. The Contractor’s safety plan shall meet or exceed the referenced standards below.

The authorized Government Representative (OO-ALC Safety Office) shall approve the Contractor’s procedures within the Health and Safety Plan as meeting the intent of the below referenced standards, with the exception of Mishap Notification /Reporting Procedures, which are outlined in Section I, paragraph B of this Appendix C.
