Questions on PWS dated 10 Sept 2015 from Solicitation Number FA8224-16-R-0042.
1. Paragraph 1.1 requires spaying for spiders. A pesticide is required to perform this requirement. Pesticide reporting is not outlined in the PWS paragraphs 1.1.2.1, 1.1.2.2, and 1.1.2.3 Reporting requirements for rodenticides are covered but not pesticides.
• Answer – Remove spray and replace with manually remove insect etc.
2. Paragraph 2. Service Summary SS#2 requires the reporting of pesticides but not rodenticides. SS#3 requires furnishing rodenticide labeling but not pesticide labeling.
• Answer – By removing spray in PWS no need for pesticides.
3. Appendix E. has no list for DOD approved pesticides, only rodenticides.
• Answer – No need for pesticides.
4. Paragraph 1.1.1 states cleaning requirements. Is there a cleaning requirement for walls if so how high will this cleaning go?
• Answer – Nothing over 10 feet in accordance with IAW PWS para. 1.2.2.
5. Paragraph 1.1.1 requires the cleaning on the inside of compressors, Heating, Ventilation and Air Conditioning (HVAC) systems, etc. However, Paragraph 1.1.5 states the Contractor shall not open any electric panel boxes, air handling units (AHUs), compressors, air conditioners A/C and heating units within any facility. I see this as a conflict as to what to clean.
• Answer – Just the areas outside of these units.
6. Paragraph 1.1.2 states, The Contractor shall replace the poison, reset traps, remove carcasses and perform mechanical cleaning every three months (once a quarter).
Appendix B: Historical Workload Data page 21 outlines Cleaning on the 1st and 3rd quarters and rodent control every quarter. Is facility cleaning every quarter or 1st and 3rd quarter?
• Answer – Only 1st and 3rd quarter’s facilities will be clean.
7. Paragraph 4.7 Hours of Operation. Does Missile Transportation work every other Friday?
If so can that Friday be used as a work day?
• Answer – Missile Transportation still working 5-4-9 shifts, 0630 to 1600 hrs.
Only work every other Friday.
8. In your HISTORICAL WORKLOAD Service chart, the Quantity list is the number of building visited/cleaned during the quarter?
• Answer – Yes
9. Does the contractor have to develop a schedule as to which buildings are going to be visited and when as part of the proposal?
• Answer – No
10. What is the current contractor's price?
• Answer – the Air Force is currently completing this work internally
11. Do you remember how high the highest interior is?
• Answer – Nothing over 10 feet in accordance with IAW PWS para. 1.2.2.

12. You refer to rodent traps in the RFP, are they exterior bait stations?
• Answer – No, they are Snap Traps.
13. Do you already have the exterior rodent stations for the bait?
• Answer – No, the Contractor is required to provide these.
14. Are the non-igloo type buildings for the missile storage the MM motor storage buildings on Appendix D?
• Yes, all the buildings that require quarterly pest control services are on Appendix D.
15. Can the pressure washer be gas powered and are we only using water to remove the bird droppings and debris on the exterior of the buildings?
• Yes, the pressure washer can be gas powered.
• Yes, only water is needed. However, if the waste, debris, dust and soil cannot be removed with just water, then a mild soap or detergent that has been approved by the OO-ALC ESOH Office and Pest Management Office can be used.
16. Will water be available on site to use with the power washers?
• Not all areas listed in Appendix D have water readily available. The Contractor should plan on bringing water with them. However, in areas where a faucet is available, the Contractor can fill a portable water tank.
17. How many cargo doors are on the 7 buildings needing the exterior power washing?
• There are four (4) cargo doors on these buildings.
18. How many men did you have assigned to this project for the last fiscal year?
• Two (2) men. A Facility Manager and his Assistant.
19. Did they have any other assignments or were they only assigned to this task?
• Yes. Government personnel who performed these duties had other assignments and only performed pest control duties when asked to or as needed.
20. What were there hours spent per week on this task?
• Government personnel who performed pest control tasks last fiscal year did them on an as-needed basis so hours were not tracked. However, the previous contractor worked 40 hours per week.
21. Is the contract for only one fiscal year?
• This contract will be a 3 year Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
Task Orders will be created as needed.
