INTRODUCTION:

I. Proposal Call: The AFNWC/Intercontinental Ballistic Missile (ICBM) Systems Directorate, Hill

AFB, Utah is soliciting unclassified technical and price proposals for the effort described in Section

A below. This announcement provides a complete description of the topic. Proposals should be addressed to a Contracting POC stated in the Preface with the appropriate markings. Except as stated in paragraph II below this is an unrestricted acquisition. The North American Industry

Classification (NAICS) applicable to this acquisition is 541330 with annual receipts of $35.5 M as the threshold between small business and large business classification. Small businesses are encouraged to propose on this solicitation. Proposals shall be submitted in accordance with this announcement. There will be no other solicitation issued in regard to this requirement.

Offerors should be alert for any BAA amendments that may permit extensions to the proposal submission date.

II. Foreign Participation & Disclosure Restrictions: This acquisition involves technology that has a military or space application. The foreign disclosure office has determined that limitation of foreign participation is appropriate. Foreign owned or influenced firms; foreign governments or foreign nationals are prohibited from participation as a prime contractor in this acquisition.

III. Access to Restricted Technical Information: This acquisition involves technology that is subject to U.S. Export Control Laws. Only U.S. Contractors who are registered and certified with Defense

Logistics Services Center (DLSC), Federal Center, Battle Creek, MI 49017-3084 (1-800-352-3572) and have a legitimate business purpose may have access to restricted technical information. If you are registered with the DLSC, you must submit a copy of the approved DD Form 2345, Military

Critical Technical Data Agreement, with your request for the data.

IV. Central Contractor Registration: To be eligible for award an offeror must be registered in the

System for Acquisition Management (SAM) database pursuant to Federal Acquisition Regulation

(FAR) Subpart 4.1102. Federal guidance and registration information is available at https://www.sam.gov

V. Non-Government Personnel: All proprietary proposal material shall be clearly marked and held in strict confidence. Follow Proprietary marking guidance in the 10 USC 2320: Rights in technical data and TO 00-5-3 on Proprietary and Copyrighted Data. Restrictive notices notwithstanding, proposals may be handled for administrative purpose by Government contractors. Also input on technical aspects of the proposals may be solicited by the Government from non-Government consultants and experts who are bound by the appropriate non-disclosure requirements. Non-

Government personnel from BAE Systems, BAE subcontractors, Total Administrative Services

Corporation (TASC), Booz Allen Hamilton (BAH), Aerospace Corporation, and Tecolote Research, Inc. may have access to proposals for the purposes specified above. All proposal submissions will require a Non-Disclosure Agreement (NDA) with the contractors noted in each study.

VI. Small Business Subcontracting Plan: Large businesses responding to this announcement whose proposals exceed $650,000 where subcontracting possibilities exist are required to submit a Small

Business Subcontracting Plan in accordance with FAR clause 52.219-9. This plan shall be submitted with the proposal in accordance with Alternate II of FAR clause 52.219-9. The requirement for a

Small Business Subcontracting Plan does not apply to small businesses.

SECTION A

STATEMENT OF OBJECTIVES (SOO)

I. Statement of Objective: The ICBM Demonstration and Validation (DemVal) program will be conducting a series of studies to evaluate new designs and potentially demonstrate new technologies applicable to the ICBM weapon system. The studies noted in Table 1.1 encompass areas of interest across the DemVal applications portfolio and cites specific applications program focus areas where warranted. All of the studies outlined will be independently proposed and evaluated for award consideration. It is anticipated there will be multiple contract awards from this BAA during a 12 month period. The plan is applicable to designing, building and testing hardware and components based upon existing Minuteman III (MMIII) specifications.

Contractors may propose to complete all or any number of studies. The study proposals shall be submitted in separate individual proposal packages. The deliverable for each study will be a final report that includes the following: concepts studied and proposed solution, notional cost and development schedules, and risk reducing development activities to increase technology readiness levels (TRL) of the proposed concept. Hardware and or Software development and testing may be necessary as part of the study and will be proposed by the contractor.

II. Open Systems Approach and Goals: The Government intends to procure system(s), and designs having an Open System Architecture and corresponding components. As part of this program, the contractor shall define, document, and follow an open systems approach for using modular design, standards based interfaces, and widely-supported consensus-based standards. The contractor shall develop, maintain, and use an open system management plan to support this approach and will be required to demonstrate compliance with that plan during all design reviews.

As part of an open system management plan, the contractor will be required to identify to the

Government all Commercial-Off-the-Shelf/Non-development Item (COTS/NDI) components, their functionality and proposed use in the system, and provide copies of license agreements related to the use of these components for Government approval prior to use. Further, the contractor is required to identify to the Government all limited rights data Contract Data Requirement List (CDRLs) and components, their functionality and proposed use in the system, and provide copies of license agreements related to the use of these components for Government approval prior to use. The proposed open system management plan will be incorporated into the contract with any changes, alterations, and/or modifications requiring Government approval.

Treatment of Proprietary or Vendor-Unique Elements – The contractor shall explain the use of proprietary, vendor-unique, or closed components or interfaces. If applicable, the contractor shall define its process for identifying and justifying proprietary, vendor-unique or closed interfaces, code modules, hardware, firmware, or software to be used. When interfaces, hardware, firmware, or modules that are proprietary or vendor-unique are required, the contractor shall demonstrate to the

Government that those proprietary elements do not preclude or hinder other component or module developers from interfacing with or otherwise developing, replacing, or upgrading open parts of the system.

A. Post-Boost Propulsion System:

Background:

Projected usage of the MMIII Post Boost Control System (denoted Propulsion System Rocket

Engine (PSRE) has identified a potential shortage of these units in the mid 2020 time period.

Purpose and Scope:

The purpose and scope of this study is to identify and develop options and provide trade-offs for both a “short term or “stop-gap” solution (to provide for a potential asset attrition issue) and a long-term replacement for the current PSRE. Short-term selected Post Boost Propulsion

System (PBPS) design concepts must be compatible with the existing MMIII third stage and payload shroud as well as the current NS-50 missile guidance set interfaces. Long-term, we are also interested in technology development that looks at the next generation of PSRE that may not be compatible with current MM III interfaces.

Task Description and Objectives:

Determine options and provide trade-offs for both a “short term or “stop-gap” solution (to provide for a potential asset attrition issue) and a long-term replacement for the current PSRE.

Short-term options would be intended to be a “Drop-in Replacement” to fill any gap in quantities available due to attrition and should include as a minimum, build-to-print using the current design and materials (where ever feasible) and a single reentry vehicle version of the current design.

Long-term replacement options could include a “clean-sheet” assessment to include less hazardous propellant options and combining or integrating post boost components with a new missile guidance set wafer. Current PSRE performance requirements shall be assumed for the proposed options. All concepts shall include notional cost and development schedules. The contractor shall propose risk reducing development activities to increase technology readiness levels (TRL) for post boost modernization. Consider options integrating Guidance Set and Post

Boost Control components into a single wafer for a follow-on ICBM system.

In addition, the following characteristics shall be included in the trade space:

Design Life: Minimum of 30 years with a goal of 35 years

Safety: Minimize safety hazards thru the use of and selection of non/reduced -toxic materials and processes

Maintenance: Low to “No regular maintenance required” o Stop Gap solution must be compatible with existing maintenance and field test equipment.

o Long term solution should identify changes to test equipment hardware

Both Stop Gap and Long Term solutions shall be compatible with all existing transportation and handling equipment.

Hardware /Software development and testing may be necessary as part of the study and will be proposed by the contractor.

3. Government Furnished Property (GFP):

The contractor shall provide a list of Government Furnished Property required to complete the efforts of this study.

4. Drawings:

Submit conceptual design drawings/models IAW CDRL A009 Conceptual Design

Drawings/Models per DI-SESS-81001E shall document an engineering design concept in detail. These drawings/models shall indicate whether or not a technology is feasible or the design concept has the potential of meeting stated requirements.

Prepare and submit a Final Report summarizing the results of studies to include: analyses, results of any developmental tests, and notional cost and development schedules. The contractor shall propose future risk reducing development activities to increase technology readiness levels (TRL). The report will be submitted after completion effort IAW CDRL

B. Strategic TPS Materials Development and Testing:

ICBM Re-Entry Vehicles (RV) operate in extreme reentry environments with severe temperatures and pressures. In order to function in these conditions they require robust materials to create an effective Thermal Protection System (TPS). Suppliers are continually making improvements to material manufacturing techniques and developing higher performance materials, as a result many of the heritage materials are no longer being produced.

New materials need to be identified and tested to ensure they will be effective in current and future strategic missile systems.

The United States Air Force (USAF) will be participating with the US Navy (USN) in a

Collaborative Flight Test Experiment (CFTE) notionally scheduled for October of 2017. As part of this collaboration the ICBM Systems Directorate (ICBMSD) has the opportunity to provide several test articles to be included on the joint test reentry body(RB).

Purpose and Scope:

The purpose of this effort is twofold. The first is to develop and ground test replacement RV nosetip, heatshield, and antenna materials that replicate existing ICBM RV materials. The second is to provide the required test articles for inclusion on the CFTE. Additionally, other

TPS materials will be identified, examined, and tested to ensure availability of sources for the sustainment of current and development of future RVs.

These efforts fall within the scope of the Reentry Vehicle Applications Program (RVAP). The offeror will meet all identified RVAP requirements. Additionally, RV study data will be validated by leveraging upcoming CFTE event.

Task Description and Objectives:

The offeror will perform the following tasks for the Strategic TPS Materials Development and

Testing:

1. Provide personnel with proven expertise in this field required for successful completion of this contract.

2. Cost and schedule control mechanisms shall be used to track and report all effort related activities.

3. The offeror shall enter into Associate Contractor Agreements (ACA) for any portion of the contract requiring joint participation in the accomplishment of the Government’s requirements.

4. The offeror will be required to participate in working groups concerning the CFTE and will interface with the USN, USAF, and the integrating contractor (Lockheed Martin Sunnyvale) for the CFTE.

TPS material development and testing for RVAP include the following tasks:

1. Identify appropriate materials for the following applications:

a. Nosetip

b. Heatshield

c. Antenna Window

2. Perform testing to ensure suitability of selected materials to requirements

a. The Heatshield and Antenna Window material will be provided for ground and flight testing on the CFTE; however, the CFTE test will be in addition to ground and flight testing proposed by the offeror.

b. Nosetip, heatshield, and antenna materials will be compared to performance of heritage

ICBM materials

3. Investigate Mod 3 viable nosetips

a. Determine and/or re-establish nosetip construction processes

b. Investigate varying nosetip and nosetip insert materials and combinations

c. Test built nosetips to characterize performance in reentry environments In support of the

CFTE portion of the effort the offeror will provide the following:

4. Thermocouple (TC) Plugs must be delivered by Aug 2016)

a. TC Plug blanks will be given to the offeror in Oct 2015.

b. Designed TC plug will be designed to geometry of given blanks

c. TC plugs are to be designed to operate in and measure temperatures in a reentry environment.

Support the development of prototype hardware, including computer software if applicable, for test or experimentation. Identify any unique processed required by the design approach.

5. Final Report:

Prepare and submit Final Reports relevant to the work done. Final Reports in regards to studies should summarize the results and include: analyses, and notional cost and development schedules. Final Reports for efforts in support of the CFTE are to include:

analyses; preliminary, conceptual, and/or final design; notional and actual cost and development schedules; and test (i.e. ground tests, verification tests) plans and results. The contractor shall propose risk reducing development activities to increase technology readiness levels (TRL). The report will be submitted after completion effort IAW CDRL

C. Mk21 MIRV/Shroud:

Currently, only the Mk12A reentry vehicles have Multiple Independently Targetable Reentry

Vehicle (MIRV) capability on the MMIII. Steps need to be taken to enable the Mk21for MIRV

(up to two) capability on the current and future ICBM forces.

Purpose and Scope:

Investigate and identify issues and potential risks in adapting the Mk21 RV for MIRV capability on the MMIII. Furthermore, trade-offs are to be studied in order to recommend optimal configurations for achieving MIRV capability.

Task Description and Objectives:

1. Determine options and provide trade-offs for the integration of multiple Mk21 reentry vehicles on the current MMIII and follow-on systems.

a. A modular system that would allow reconfiguration using any of the combinations realized from the multiple reentry vehicles schemes is highly desired.

b. Combinations of reentry vehicles would have minimal impact on performance, integration, and design of the ICBM systems.

2. Determine options and provide trade-offs for potential replacement of shrouds due to attrition.

a. Options should consider if size/shape changes are necessary to accommodate MIRV capability

b. Options should consider software adaptability and development for all proposed solutions.

3. Contractor teaming arrangements are considered to be a viable approach for incorporating

PenAids in the overall reconfiguration.

a. Host a kick-off meeting to review Government program objectives, requirements, constraints, etc. and coordinate contractor’s comments, questions, etc. within 30 CD of contract award. Provide a Meeting Agenda IAW CDRL A002. Provide handouts IAW

D. Penetration Aid (PenAid) Suite Technology Demonstration/Signature Reduction:

The LGM-30G Minuteman III intercontinental ballistic missile (ICBM) holds at risk a variety of targets, including some that may be protected by anti-ballistic missile (ABM) defense systems.

Many methods exist to avoid, defeat, or penetrate hostile defenses and have been studied and evaluated since the inception of ballistic missile defense.

Reentry vehicles (RVs) are exposed to severe pressures, temperatures, and heating as they reenter the atmosphere at very high velocities. Additional complex nuclear hardness and weather requirements exist, and RVs must survive and function with high reliability in these demanding environments. Current and future concepts require the application of advanced technologies and the availability of a unique industry base to field and sustain operationally capable systems.

Purpose and Scope:

The PenAid Suite Technology Development will mature PenAid designs and technologies to posture the government and industry to successfully respond to current and future ICBM requirements.

Next-generation PenAid/full suite development solutions are required for the ICBM system.

This effort will require development of, yet not limited to, infrared/radio frequency (IR/RF) balloons and radio frequency simulating decoys studied in the ICBM Long Range Planning

(ILRP) PenAid Suite Study and continue to a preliminary design review. Fabrication and developmental testing of components, engineering development models, and prototypes will demonstrate the design capability. In addition to maturing the existing conceptual designs, this effort will also study options for signature reduction on existing ICBM reentry vehicles.

E. Advanced Minuteman Batteries:

The MMIII currently relies on thirty-year-old silver-zinc oxide battery technology whose military and commercial market has drastically declined. Furthermore cheaper battery designs of alternate chemistry have surfaced, leading silver-zinc oxide battery supplier closures and increased production costs for very limited production and development of these batteries. For these reasons, alternative chemistry batteries that can perform the same functions as the silver-zinc battery in MMIII systems are being considered.

Purpose and Scope:

This effort intends to provide long-term battery availability for the Mk21Arming and Fuzing

Assembly (AFA) with Lithium-Reserve type batteries.

F. ICBM NuclearCommand, Control, and Communications (NC3):

The legacy ICBM NC3 architecture, although effective, prohibits employing different operational, maintenance and security concepts and is increasingly difficult to sustain due to an industrial base that has advanced beyond the technologies and architecture associated with the current ICBM and NC3 systems.

Vanishing vendors and diminishing manufacturing sources coupled with the requirement to make other MMIII modification programs backwards compatible complicates efforts to modernize the current system

Purpose and Scope:

The purposes of these studies are two-fold. First, an ICBM NC3 systems study will focus on approaches to modernize the messaging system, protocols, terminal equipment and operating system. ICBM weapon system NC3 studies will be a sequenced set of architecture definition, refinement, and if possible, demonstration activities. Risk will be addressed throughout. All modernization efforts will be phased over time. Therefore, approaches should be focused on end-state architecture that provides incremental (yet affordable and effective), risk-acceptable implementation options over the next 20 years.

Second, studies shall exploit State-Of-the Art communication options by identifying existing and future candidate technologies to meet present day and future needs as well as ensure systems evolve in a planned, orderly and cost efficient manner. This should be a layered, multi-level system that will enable classified operational message trafficking as well as tactical decision making and enhanced administrative networks, including security and logistics/maintenance/data consolidation support.

G. Strategic Open Architecture TVC System:

In the years since the Minuteman III was deployed technologies for controlling the thrust direction of solid rocket motors have advanced in many areas. Several options now exist for vectoring rocket motor nozzles including electro-mechanical and electro-hydraulic actuation systems. In order to meet ICBM modernization timelines TVC technologies will need to be matured to meet Strategic Rocket Motor performance requirements in operational environments.

Purpose and Scope:

The overall purpose and scope of this effort are two-fold:

1. Produce a TVC open architecture for a 3-stage, medium class, ICBM launch vehicle

2. Demonstrate a prototype TVC system which meets the requirements of the developed architecture
