Question # Question Government Response
The SectionLAtchL10TMQ53PricingWorkbook (Repairs Tab/Row 4) states "Unit Price Per Repair
(Including Evaluation)". Without a specific scenario or component, it would not be possible to provide a repair price on a piece of equipment prior to an evaluation. An example would be the
CF31 Panasonic laptop. It is made up of multiple components that could go bad or be damaged such as the processor, motherboard, screen, keyboard, power supply, etc. The price to repair different components can vary greatly. Typically an manufacturer will charge an evaluation fee to covers evaluation, test and minor repair. If repairs cost exceed the evaluation fee a quote would be provide for approval before proceeding with any further repairs. The Government could then decide if the equipment is worth repairing or replacing. Can the Government provide more details or specific scenarios in which to price repairs?
The Government requires a firm-fixed price for the repair of each component. Once a reparable component is received by the CLS provider, if the cost of repairing it is equal to or exceeds the cost of purchasing new, then it would be considered for disposal based on being beyond economical repair. The offerors should provide their best prices taking into consideration repair of all parts of a component.
The SectionLAtchL10TMQ53PricingWorkbook (Repair/Spares Tabs). Although its referenced in
Technical Requirements Document/Manual, according to the manufacturer, part # QMASSY201M
(TRIPOD, PROCESSOR) is not a valid part number. "The QMASSY201M is not a good part number and does not exist in our system. We informed USAF about this prior to the RFP being let however it appears they over looked removing it." Can the Government provide the correct part number?
The Government requires tripod repairs and purchase of new tripods. A new or repaired tripod requires one each of the following OEM parts: QML201T – AWS Logger MAWS201M, QME101M-MEKA – Enclosure for MAWS201M QME101M without logger (this is the canister that houses the Data Logger), QMP201 – Solar/Mains Power Supply Unit, and QM30206 –
Telescope Legs Assembly Tripod. If the OEM does not provide repair of QMASSY201M tripods or tripods as a spare purchase, then the CLS Provider shall be prepared to provide the goods and services needed as a complete product to the Government.
When pricing shipping can we assume that the shipping of program related material non-repairable assets such as restoration DVD’s and TO updates are also reimbursable? Yes - all program related shipments to and from units will be reimbursable.
4 Can a contractor propose Not Separately Priced (NSP) for the CDRLs?
The Government has requested the CDRLs to be separately priced. It is set up this way for several reasons to include setting up historical information on data costs, better understanding of contractors efforts on data deliverables, but the major reason is to allow Small Businesses to be provided payment immediately after they submit each data deliverable instead of waiting for all CDRLs to be delivered.
