Is Monday the 22nd an acceptable delivery date for the past performance volume? Q: Is the entire volume due, i.e., 4 hard copies and 2 soft copies? The gov’t also states, “failure to submit early proposal information will not result in the offeror disqualification” Q: If the 15 day prior deadline is not met is it still acceptable to turn in the past performance volume any time on or before 6 Dec 2010 4:00 PM? Q: If the 15 day prior deadline is not met, will the offeror receive a lower past performance rating? | ||
| Yes, Monday 22 November is an acceptable delivery date for the past performance volume. Yes, the entire volume is requested 15 days prior to the date set for receipt of proposals. However, it should be noted that failure to submit early proposal information will not result in the offeror disqualification. It is acceptable to turn in the past performance volume any time on or before the due date for proposal submission. The offeror's past performance rating will not be negatively affected if the 15 day prior deadline is not met. | ||||
| How will the Delivery Orders be structured? The pricing for each site has multiple intersections, i.e. Low, Medium and High ops tempos vs. Labor Category. Will more than one intersection be evaluated or awarded per site? | The task orders will be structured by MAJCOM or individual unit funded orders, as broken down in the Pricing Table. Within each task order the government intends to order services on a 12 month basis for any, or all, of the locations listed under that customer’s section in the Pricing Table. Only the most applicable ops tempo/labor category for each location will be ordered. A sample task order, not to be taken as government direction, for AETC would be to order full services supporting the provided number certified MPEs/non-MPEs at: a. Sheppard AFB, TX - $10/month (Medium ops tempo for AF SSR T2-S) * 12 months = $120 for CYXX |
b. Randolph AFB, TX - $11/month (Medium ops tempo for AF SSR T2-S) * 12 months = $132 for CYXX
c. Columbus AFB, MS - $15/month (High ops tempo for AF SSR T2-S) * 12 months = $180 for CYXX
d. Laughlin AFB, TX - $14/month (Medium ops tempo for AF SSR T2-TS) * 12 months = $168 for CYXX
e. Luke AFB, AZ - $10/month (Medium ops tempo for AF SSR T2-S) * 12 months = $120 for CYXX
f. Vance AFB, OK - $8/month (Low ops tempo for AF SSR T1-S) * 12 months = $96 for CYXX
g. Tyndall AFB, FL – nothing ordered for that particular year = $0 for CYXX
• Total funded on the MPSS CLIN for the CYXX AETC Task Order = $816
• Travel CLIN for the same task order = $50 (based upon AETC funding/expectations for travel to support their requirement)
• Materials CLIN for the same task order = $3 (based upon AETC funding/contractor estimate for materials in CYXX)
• Surge CLIN = $8 (based on AETC funding/contractor estimate for Surge in CYXX)
• Note: these are obviously low rates, only used to help illustrate the sample task order. The rates for each ops tempo/labor category are expected to be the fully loaded rate the government will pay to receive full services for that location. If it takes 2 FTEs (AF SSR T2-S) to provide services at Location XX, each working a 40 hr week (medium ops tempo), and each FTE costs $5/mo then the government would expect to see $10 ($5 * 2) in the box for Med Ops Tempo/AF SSR T2-S.
| Will delivery orders be issued for each site for full years and not issued for sites on an as needed basis or for partial years? | The government intends to issue task orders on a yearly basis, unless additional requirements come up during that year. In the instance that a new requirement comes up, the government will modify the task order and add the new requirement for the remainder of the delivery period. For example, the annual task order period of performance is from 1 Sep XX – 31 Aug XY and a new requirement comes up starting 1 Jan XY, the period of performance will be from 1 Jan XY – 31 Aug XY. | |
| Are the MPC facilities at Eglin AFB Government provided facilities or Contractor provided facilities? | There is not an MPC facility at Eglin. The Government thinks this was intended to ask about the Training – Development requirement, to which the government has 6 workspaces in Bldg 350 on Eglin AFB, FL | |
| We are anticipating that some locations will experience higher employee turn-over than other sites. Are relocation costs associated with employee turn-over part of the firm fixed price or can these costs be cost reimbursement? | Since the government is ordering services, not bodies, relocation costs associated with turnover are expected to be part of the firm fixed price MPSS CLIN. | |
| At the end of the contract, most employees OCONUS will require repatriation back to the U.S. Are the costs associated with repatriation part of the firm fixed price or can these costs be cost reimbursement? | The cost for repatriation will be part of the firm fixed price. | |

| Section L, Para 5.3.2 | Paragraph 5.3.2, in Section L – Information To Offerors of the subject RFP requires the Offeror to complete two workshare tables based on cost. This data is required as part of the Past Performance volume which is due 15 days prior to the final proposal. Many Offerors will not have determined their final cost, or workshare based on cost, when the Past Performance volume is due. We recommend Tables 5.3.2.1 and 5.3.2.2 be incorporated in the Past Performance volume be based on Teaming Agreements. If the government still requires workshare based on cost, then a final cost-allocation version of these tables can be included in the Price Volume delivered with the final proposal on 6 December. | If an offeror has not determined their final costs or workshare based on cost it is acceptable to submit the completed table with the final proposal on or before 6 Dec 2010. In an offeror submits the completed table with their Past Performance volume and the workshare based on cost changes in the course of completeing the rest of the proposal, it is acceptable to submit change pages on or before 6 Dec 2010. |
